Srinagar, Oct 8: Polling commenced in 321 wards in the first of the four phase Municipal elections in Jammu and Kashmir amidst unprecedented security arrangements following general strike called by separatists and apprehension of militant attempt to disrupt the process.

The polling began at 0700 hrs on a dull note as hardly any voting was visible during the first hour in Kashmir valley, where polling will be held in 57 Municipal Committee and Municipal Corporation spread over six districts, including in summer capital, Srinagar.

However, the situation in Jammu and Ladakh region was entirely different as voters were seen moving towards polling booths to exercise their democratic right.

Thousands of security forces and state police personnel, wearing bullet proof jackets and headgear, were deployed to provide safe and secure environment to voters to cast their votes.

Interestingly there was absolutely no campaigning by candidates who remained confined to secure zones after the killing of two workers of National Conference (NC) in broad day light in the old city at Karfali Mohalla Habba Kadal. The names of candidates were also kept secret for security reasons.

Polling started in all the 150 polling stations spread over eight districts of Srinagar, Baramulla, Kupwara, Anantnag, Bandipora and Badgam in Kashmir valley and Leh and Kargil in Ladakh region where the fate of 204 candidates will be decided in 83 wards.

Out of 74 wards of Srinagar Municipal Corporation (SMC), polling in the first phase was being held in three wards of Humhama, Bagh-e-Mehtab and Hamdaniya Colony Bemina, where eight candidates are in the fray. The authorities had set up 35 polling stations for the voters. Not a single candidate had filed nomination in one ward of the SMC. There are 310 candidates contesting from 73 of SMC.

The NC and Peoples Democratic Party (PDP) besides Communist Party of India (M) have stayed away from the polls on the issue of Article 35 A as the political parties wanted centre and state to clear their stand on the issue. Congress initially announced not to contest the polls but later took a U-turn and decided to field candidates. However, Governor Satya Pal Malik questioned NC and PDP boycott and said when both the parties took part in Kargil Ladakh Autonomous Hill Development Council (LAHDC), Kargil the issue of Article 35 A was there. These parties are misleading people and trying to take political mileage in Assembly elections.

Polling started on a very dull note in three wards of SMC. However, polling has picked up as the day progressed in Hamdania colony where about 100 votes were polled during the first 90 minutes. People could still be seen arriving at polling station. However, voters were not allowing videographers and photographers to take their photos for security reasons.

But, the situation in Humhama was entirely different as only one vote was polled during the first one hour where a BJP candidate had cast his vote.

Chief Electoral Officer (CEO), J&K, Shaleen Kabra said that in the first phase of Municipal Polls-2018 voting will take place at 820 polling stations across the State on Monday. The polling time, he said will be from 0700 hrs to 1600 hrs.

He said 150 polling stations have been designated for voting in Kashmir Division and 670 in Jammu Division. “In Kashmir Division 138 polling stations have been categorized as hypersensitive while in Jammu Division 52 polling stations have been categorised hypersensitive,” he said and added that for the Phase-I, 78 candidates have already been elected unopposed.

Kochi, Mar 24: Long queues were witnessed in front of state beverages corporation outlets across Kerala on Tuesday despite the statewide lockdown to prevent the spread of the coronavirus.

As tipplers thronged the outlets unmindful of the curfew, officials asked them to ensure that they kept a one metre distance between them as part of preventive steps to check the COVID-19 transmission.

Official sources said precautionary measures have been taken at the beverages outlets to prevent the virus spread.

Only those wearing masks were allowed to stand in queues, the sources said.

Police were deployed to ensure that the people standing in queues keep a one metre distance between them, they added.

The opposition Congress slammed the CPI(M)-led LDF government for not taking steps to restrict crowds in front of the Kerala State Beverages Corporation (Bevco) outlets, apprehending that such a situation would pave way for spreading the virus.

Ernakulam district congress committee general secretary Sherin Varghese claimed if the government had implemented a 2017 Kerala high court order directing the beverages corporation to take remedial steps to end long queues in front of the outlets, such a situation would not have arisen.

"Had the beverages corporation complied with the court order, safety and security of persons standing in queues could have been ensured.

Now there is no protective measure to prevent the possible transmission of the coronavirus from a carrier to another person," he told PTI.

Meanwhile, the state government has directed that adequate distance be kept between people standing in queues.

Chief Minister Pinarayi Vijayan on Monday justified the decision to keep the liquor shops open citing the "peculiar" situation prevailing in the state.

Kerala is in a total lockdown since Monday midnight till March 31 to check the virus spread.

New Delhi, April 5: People were seen buying diyas and candles across the country to light them at 9 p.m. on Sunday to fight the "darkness of coronavirus" as requested by Prime Minister Narendra Modi.

Although the country is under a lockdown and all the shops barring those selling essential items are shut, but a number of makeshift roadside shops and carts have cropped up selling earthen lamps or diyas at various places.

The earthen lamps, along with other 'puja samgari', are also sold near various temples. Those shops also opened on Sunday.

Gatherings at the temples and other religious places too are barred.
Those who did not find diyas in their localities contended with candles available at the local general stores.

Prime Minister Narendra Modi had on April 3 appealed to people in a televised address to light diyas and candles on April 5 at 9 pm to fight the darkness spread by coronavirus pandemic.

"Friends, amidst the darkness spread by the corona pandemic, we must continuously progress towards light and hope. We must defeat the deep darkness of the crisis by spreading the glory of light in all four directions," said the Prime Minister in a video message.

"And that is why, this Sunday, on April 5, we must all together, challenge the darkness spread by the corona crisis, introducing it to the power of light. On this day, we must awaken the superpower of 130 crore Indians. We must take the super resolve of 130 crore Indians to even greater heights," Modi said.

He asked the people to turn off all the lights in their homes and stand at doors or balconies and light candles or diyas, torches or mobile flashlights for 9 minutes on April 5.

"In that light, in that lustre, in that radiance, let us resolve in our minds that we are not alone, that no one is alone! 130 crore Indians are committed, through a common resolve!" he said.
PM Modi's call to light diyas, torches or mobile flashlights amid the lockdown has proved to be a boon for shopkeepers selling diyas and candles.

"Sales of diyas have increased to 50 per cent and we also got orders. It has happened because of Modi ji's appeal. We are with him in this," Ram Ravi Kumar, a shopkeeper in Delhi told news agency.

Vikas Kumar, a resident of Patna, said, "I have bought 50 diyas for today. PM Modi had said that people have to light the diyas for nine minutes after switching off light at home."
Modi has asked citizens to not assemble anywhere while participating in this programme and emphasised on the importance of social distancing to prevent coronavirus spread.

Meanwhile, the number of positive cases of coronavirus in the country continues to surge. As per the Ministry of Health and Family Welfare, the total number of confirmed COVID-19 cases is 3,374 with 79 deaths.
