Power scam: House panel pins Shobha for causing Rs 1,046 cr loss

Belagavi Nov 22: In what appears to be a tit-for-tat move, a Legislative Assembly committee headed by Energy Minister D K Shivakumar on Tuesday indicted BJP leader Shobha Karandlaje for causing a loss of Rs 1,046 crore by favouring a private firm when she was the energy minister in the BJP government.

The House committee set up to look into irregularities in power purchases between 2004 and 2014, has recommended "appropriate probe" into Shobha's actions when she was the energy minister in the government headed by B S Yeddyurappa. The committee tabled its report in the Assembly on Tuesday.

The report is seen in the political circles as a counter to the BJP, which had recently accused Shivakumar of being involved in a Rs 447-crore coal scam.

In 2009, the state government initiated the process of long-term (25 years) purchase of 2,000 mw from private companies. Five companies made bids, and this was placed before the Cabinet for final approval in May 2011. This included JSW Energy Limited, which quoted Rs 3.812 per unit for 25 years.

"The then energy minister Shobha Karandlaje opined that the per-unit cost that companies quoted was more compared with that of other states. Hence, the tender was cancelled. Subsequently, the government purchased power from JSW Energy at high rates and not Rs 3.812 per unit it had earlier quoted," the report states.

From 2011 to 2013, a total of 12,038.75 MU was purchased from JSW Energy costing Rs 1,046 crore. Power was purchased at Rs 4.41 to Rs 4.99 per unit during this period, the report observed.

The committee also flagged a land deal involving the same company. "When seen in the backdrop of power being purchased at a high cost, it is suspicious that JSW Energy purchased land by paying more than what it was valued at," the report said. However, it has not mentioned the details of the land deal.

The committee has also observed that JD(S) leader H D Kumaraswamy as the chief minister in October 2007 caused a loss of Rs 63 crore by approving an inflated contract for transportation of coal. Also, in 2007, the government purchased 40,195.31 mu power at a cost of Rs 7,882.92 crore. The very next year, the government purchased 41,821.26 MU for Rs 10,664.32 crore - an additional Rs 2,781 crore.

Interestingly, the committee has not recommended any probe into irregularities that have happened during Kumaraswamy's tenure as the chief minister. His elder brother H D Revanna was the energy minister then.

Also, between 2002 and 2008, the Raichur Thermal Power Station (RTPS) incurred a loss of Rs 1,590.31 because of coal washing contracts. From 2004 to 2014, the state government failed to utilise 3,844 MU supplied from central power plants costing Rs 899.50 crore. In the same period, the state lost 1,05,508 MU in transmission losses.

All put together, irregularities in power purchases have caused Rs 6,379 crore losses.

"The committee recommends the government to identify those responsible for causing losses to the exchequer and initiate action against them."

Tumkur, Jan 10: A five-year-old boy has been killed by a leopard in Gubi taluk of Tumkuru district in Karnataka.

The local police said today that the incident took place on Thursday evening when the boy was returning home along with his grandmother.

The leopard first attacked a cow and then the boy who was behind it. The feline dragged the body into the forest.

After a search operation by the forest officials, the body was found and handed over to the parents after post-mortem.

Bengaluru, Feb 29: Dreaded underworld don Ravi Poojary's lawyer Dilraj has allegedly been kept out of hearing distance and as a mute spectator during interrogation by the police.

"The lawyer is a mute spectator out of hearing distance from the interrogation. He is not privy to what police ask Pujari," a source told media.

As directed by the court and requested by Poojary, Dilraj is allowed to be present near the interrogation for him to consult on legal issues, but the cops have made sure that he does not hear anything for fear of leaking information.

The court has also ordered the interrogation to be video graphed, which the police are carrying out.

Police sources said that Ravi Poojary is relaxed and cool during the multi-lingual interrogation.

"He is cool, giving frank replies. Poojary is exhibiting confidence in whatever he is telling. Maybe confidently lying, police are not new to him," said the source.

According to source, the gangster knows how to handle police, with sufficient knowledge to reveal how much he wants to, when to stop, when to talk, when to mislead and plant false information.

"Poojary is being interrogated in his mother tongue Kannada, Hindi and English. He is fluent in English," the source said.

However, the source denied speculation gaining currency that Poojary requested police not to send him to Mumbai fearing of being eliminated by the henchmen of dreaded underworld dons Dawood Ibrahim and Chota Rajan.

"Nothing of that sort happened. It doesn't work like that. He has been captured after 25 years, and he is not a king to choose. Wherever the law takes him, he will go there," said the source.

Rajan is serving a life sentence inside a high security cell in Delhi's Tihar jail.

Currently, the probe is focused on Tilknagar Shabnam Developers double murder shootout case. Police are discovering information, verifying it with respect to evidence and building the case.

Taking regular breaks, police are interrogating Poojary from morning till evening.

Of the over 200 cases against Poojary in the southern state, 39 are in Bengaluru, 36 at Mangaluru, 11 in Udupi on the state's west coast and one each at Mysuru, Hubballi-Dharwad, Kolar and Shivamogga in Malnad.

The other cases are in Mumbai (49) and in Gujarat (75) pertaining to extortion, kidnapping, ransom demand and murder threats.

Poojary also extorted huge amounts from popular Bollywood stars and realtors. He was also involved in an attempt to murder case, aimed at killing a prominent lawyer of Mumbai.

A four-member Karnataka police team led by Pandey brought the 52-year-old underworld don to Bengaluru from Dakar in Senegal via Paris in an Air France scheduled flight during the wee hours and kept him at an interrogation centre in the city's south-east suburb.

Bengaluru, Feb 19: Karnataka Chief Minister BS Yediyurappa is facing major dissent within the party and the BJP MLAs held a meeting on Tuesday night at former Chief Minister Jagdish Shettar's residence to discuss the functioning of Yediyurappa-led government, said BJP sources.

According to BJP sources, some of the unhappy BJP leaders and MLAs met last night at Shetter's place and expressed that they are not satisfied with Yediyurappa's leadership.

Last night's meeting shows that party leaders are looking to bring down Yediyurappa from the Chief Minister's post by sending a clear message to the high command that Yediyurappa is incapable of continuing as the CM, said BJP sources.

Other sources in BJP have also asserted that BJP leadership in Karnataka is looking for a "leader" who can lead the party in upcoming elections which is going to be held after three years. At this point of time, it's crucial for BJP to promote second-line leadership.

Meanwhile, a letter is being circulated in the BJP party forum and over social media against Chief Minister Yediyurappa's leadership.

It looks like the same team which is unhappy with Yediyurappa's leadership is trying to convey the same message to their high command. The letter which is being circulated says to be written by one of these leaders' groups against Yediyurappa and his son Vijayendra.

On this, Congress leader Ramalinga Reddy told media, "Maybe the letter is written by the same MLAs because after the expansion of Karnataka cabinet so many leaders from BJP were kept out."

"There is a lot of discontent among BJP MLAs that the ones who have toiled for the party day and night have been neglected from the cabinet expansion. This will definitely result in destabilisation in the government," said Eshwar Khandre, KPCC Working President.

Now party high command needs to look into Karnataka leadership to manage the government in the state.

"Now BJP leadership in Karnataka and Delhi need to look into the matter and need to solve the issue after cabinet expansion," said a BJP leader.
