President approves ordinance allowing Kambala in coastal Karnataka

New Delhi, Jul 4: The President on Monday gave his assent to the promulgation of the Prevention of Cruelty to Animals (Karnataka Amendment) Ordinance, 2017, paving the way for conducting Kambala and bullock-cart races in Karnataka.kambala

“In pursuance of the proviso to clause (1) of article 213 of the Constitution of India, the President of India hereby approves the promulgation of the Prevention of Cruelty to Animals (Karnataka Amendment) Ordinance, 2017 by the Governor of Karnataka,” an order issued by the Ministry of Home Affairs said.

Following protests by the public and Kambala organisers in Udupi and Dakshina Kannada districts, the Karnataka Assembly on February 13 passed the bill to exempt Kambala and bullock-cart racing from the ambit of the Prevention of Cruelty to Animals Act, 1960.

Though the Karnataka government sent the bill for the President’s assent, it was returned, suggesting modifications. Following this, the state government modified the bill and issued an ordinance, since the Karnataka Legislative Assembly was not in session.

It was forwarded to the President again.

The new legislation only permits those events in which animals are not subjected to “unnecessary pain” and suffering. The bill also says that the sport is vital to “preserving and promoting traditions and culture among the people in the state”.

Kambala (traditional slush track buffalo racing) and bullock-cart racing were barred in Karnataka after animal rights group People for the Ethical Treatment of Animals filed a petition against the practice.

In its verdict, the Karnataka High Court had observed, “All animals are not anatomically designed to be performing animals... Unavoidable activities causing pain and suffering to animals must be avoided.”

The state will now have to pass a fresh amendment bill in the legislature and send it to the President for assent.

Mumbai, May 13: Members of the Muslim community helped in performing the last rites of their 72-year-old Hindu neighbour in Sewri area here after the deceased's relatives could not reach for his funeral due to the lockdown.

Pandurang Ubale, who was paralysed since the last few months, died at his residence in Zakaria Bunder area of Sewri on Monday. He had been staying there along with his wife and son since some decades.

After his death on Monday, his relatives staying in suburban Mulund, Belapur in adjoining Navi Mumbai and Alibaug in neighbouring Raigad district could not come over to his place in the wake of the coronavirus-induced lockdown.

As Ubale's wife and son were unable to make all arrangements for the funeral, they informed their neighbours, who came forward to help and even prepared the bier.

A neighbour, Asif Sheikh, who attended the funeral, said, We knew Ubale uncle since a long time. He always participated in our festivals and we used to be a part of their festivities. We all came forward to bid him a farewell and helped in performing his last rites."

Last month also,some Muslim men carried the body of a Hindu neighbour in suburban Bandra on their shoulders to the cremation ground after the deceased's relatives were unable to attend the last rites due to the lockdown.

Mangalore, Jan 4: Writer-Researcher Dr Indira Heggade has been elected as the president of Mangaluru Taluk Sahitya Sammelan, which will be held on January 29 at St Agnes College in the City.

Dr Indira Heggade has brought out three stories, four novels and one poetry. She co-wrote 'Guttininda Sainika Jagattige' with SR Heggade.

Also, she translated 'Bantaru Vandu Samajo Samskrutika Adhyana' into English.

She is the recipient of various award given by literary and cultural organisations of Karnataka, including Janapada Academy Award, and Rani Abbakka Award.

Indira Heggade, along with receiving several awards in foreign nations, honoured with Sahitya Academy Award, Kamana Rangaswamy Dattinidhi Awards.

Bengaluru, July 28: Former prime minister and JD(S) chief H D Deve Gowda today threatened to launch a state-wide agitation in against the amendments made to the Karnataka Land Reforms Act.

Gowda’s opposition to the new law comes even as Congress leader Siddaramaiah is also doggedly pursuing it.

Demanding that the state government immediately rollback the ordinance empowering these amendments, the octogenarian leader said he personally would take to streets if the government failed to budge.

The B S Yediyurappa government has liberalised the land reforms law by removing restrictions on non-agriculturists from purchasing and owning farm lands.

The government has also amended the APMC Act and has tweaked labour laws, which are all “against the interest of the state and must be rolled back,” Gowda said.

Speaking to reporters here, Gowda stated that he had already written thrice to Chief Minister B S Yediyurappa in this regard. "The ordinances have to be taken back. The amendments to Karnataka Land Reforms Act, by repealing sections 79-A, B and C, is an anti-farmer move. The APMC Act amendment, too, is against the interest of the state. The government has failed to speak about the impact of these amendments," said Gowda, who is now a Rajya Sabha member.

Elaborating on the amendment to the Land Reform Act, the JD(S) patriarch opined that by throwing open agricultural land ownership to anybody at all, the government was only helping real estate developers while pushing farmers into a “vulnerable” situation.

Amidst all this, there are now reports of funds misappropriation in Covid-19 relief measures and in procurement of medical equipment, he said, adding that it seemed like only the corrupt became stronger over time.

Further, Gowda lambasted both national parties for creating political unrest, referring to the ongoing political crisis in Rajasthan and the recent developments in Madhya Pradesh. However, he added that he would not wish to dwell on it much, while emphasising that his focus was primarily on strengthening his own party at this point in time.
