President Pranab Mukherjee not in favour of two executives: Hamid Ansari

New Delhi, Jul 24: Vice President Hamid Ansari on Sunday said outgoing President Pranab Mukherjee had told Governors and Lt. Governors that their role was “mainly confined to giving advice to the Chief Minister as there cannot be two functional executive authorities in a state”. He said Mukherjee had also noted that the Governor had no discretion but to accept the verdict of floor test in certain situations.

“In a farewell dinner for Governors and Lt. Governors last week, President Mukherjee spoke about the constitutional design by which ‘there cannot be two functional executive authorities in a state’ and the Governor’s role, therefore, is ‘mainly confined to giving advice to the Chief Minister’,” Ansari said in his speech at the farewell ceremony for Mukherjee in the Central Hall of Parliament.

“He (Mukherjee) added that in certain situations, the Governor has no discretion but to accept the verdict of the floor test. He advised the Governors to perform diligently their constitutional responsibility with regard to the Scheduled Tribes areas in the states,” he added.

Mukherjee’s remarks assume significance in the wake of the present spat between Puducherry Chief Minister V. Narayanasamy and Lt. Governor Kiran Bedi. There was a tussle earlier between Delhi Chief Minister Arvind Kejriwal and then Lt. Governor Najeeb Jung. There have also been instances in the past of differences between Chief Ministers and Governors.

Ansari also lauded Mukherjee for adorning the highest elected office with great distinction and dignity. “His contribution in enriching our national life, parliamentary institutions, and political discourse are highly regarded along with his unshakable belief in the idea of India,” he added.

Ansari said that President Pranab Mukherjee — or Pranab Da, as he is affectionately known — had had a long and distinguish career in public life. “In his parliamentary ‘avatar’, Mukherjee strove to raise the level of debates and discussions in Parliament by erudite articulation on the issues of public importance. His parliamentary performance earned him the Outstanding Parliamentarian Award for 1997.

“He once famously remarked — ‘democracy should comprise of three ‘D’s of debate, dissent and decision, not the fourth ‘D’ of ‘disruption’. This assumes much significance in our present troubled times,” Ansari said.

The Vice President said that no tribute to Mukherjee can be complete without a reference to his role in the governance of the country. Mukherjee held important ministerial charges in government and played a significant role in shaping the policies for progress and inclusive development over the years, Ansari said, adding that in representing India in international fora, he was the consummate diplomat.

“His expertise in economic and financial matters similarly have been much sought after. He was rated one of the best Finance Ministers of the world for 1984 and declared ‘Finance Minister of the Year for Asia’ in 2010,” Ansari said.

The Vice President said the outgoing President combines the qualities of an erudite scholar with those of a seasoned politician. His views and pronouncements on issues of national and international importance have enhanced the stature of the high office held by him,” Ansari said.

From the highest pedestal, Mukherjee has, on several occasions, urged citizens to rededicate themselves to the cause of upholding the democratic values, the Vice President said. Quoting the President, Ansari said: “Our traditions has always celebrated the ‘argumentative’ Indian; not the ‘intolerant’ Indian. Multiple views, thoughts and philosophies have competed with each other peacefully for centuries in our country.”

Wishing Mukherjee good health and long life, Ansari said his rich political legacy holds valuable lessons for us and guide the future generations in public life.

If everything can be solved just by praying then why is the law on order , police, constitution ?

Nagpur, Feb 21: Former Maharashtra chief minister and senior BJP leader Devendra Fadnavis on Friday condemned AIMIM leader Waris Pathan's reported remarks that 15 crore Muslims are more than a match for the country's 100 crore Hindus, and asked the latter not to mistake the majority community's tolerance for weakness.

Pathan has been widely condemned for reportedly stating that "15 crore hain lekin 100 crore pe bhari hain".

He purportedly made these comments while addressing an anti-Citizenship (Amendment) Act rally in Kalaburagi in north Karnataka on February 16. The AIMIM leader has claimed he was quoted out of context.

Speaking to reporters in Nagpur, Fadnavis demanded an apology from Pathan and asked the Uddhav Thackeray government to take action.

"We condemn the statement made by Waris Pathan and demand an apology. In case he does not apologise, the state government must take action against him," he said.

Fadnavis said Pathan should understand that minorities were safe and enjoyed full freedom in India because 100 crore Hindus live in the country.

He said no one would dare utter such a statement in a Muslim-majority nation, adding that the "Hindu community is tolerant but its tolerance should not be mistaken for weakness".

"Pathan should apologise to the nation and the Hindu community," he said.

New Delhi, Jul 11: A notice which claims that a COVID-19 Monitoring Committee has been formed is fake, and no such committee has been set up by the Union Home Ministry, as per Spokesperson, Ministry of Home Affairs (MHA).

The "Fake" MHA order stated, "Pursuant to the official orders received dated: Monday, May 18, 2020, of the Honourable Minister of Home Affairs, passed in the approval of Special Status Advisory Committee for COVID-19, a COVID-19 Monitoring Committee has been constituted in the MHA vide order dated: Friday, June 12, 2020."

MHA Spokesperson also cautioned people to beware of fake news and rumours.

India's COVID-19 case count crossed the eight lakh-mark on Saturday with yet another highest single-day spike of 27,114 new cases in the last 24 hours.

Mumbai, Apr 22: Maharashtra Home Minister Anil Deshmukh on Wednesday said none of the 101 people arrested in connection with the Palghar lynching case is a Muslim, and accused the opposition of giving a communal colour to the incident.

Terming the incident as unfortunate and a blot on humanity, Deshmukh in a Facebook address said this is not the time to play politics, and urged all to engage in collective efforts to defeat the deadly coronavirus.

Without naming any leader or party, Deshmukh, who is an NCP leader, said some people were seeing Mungerilal ke haseen sapne (referring to a fictional character from a TV show who daydreams) of returning to power in the state.

He said in the run up to the incident, a rumour did rounds in Palghar that some people were lifting children during night.

The entire episode is being investigated by a special inspector general and the probe has been handed over to the Crime Investigation Department (CID), he said.

"The police arrested 101 people in connection with the incident within eight hours after it took place. They had run into neighbouring jungles, but were caught by police. There is no Muslim brother among these 101 people, Deshmukh said.

The minister said someone was heard as saying oye bas (please stop) in the video clip of the incident, but it was allegedly distorted as Shoaib.

An attempt was made to give a political colour to the incident. And this is very unfortunate...communal politics is being played, Deshmukh alleged.

He said such politics is being played at a time when the entire state is engaged in a battle against coronavirus.

"It is not the time to play politics, but to fight coronavirus collectively. It is unfortunate some people are seeing 'Mungerilal ke haseen sapne' at this juncture, the minister said.

The incident took place on the night of April 16 when three men - two seers and their driver - were going from Mumbai in a car towards Surat in Gujarat to attend a funeral.

Their vehicle was stopped near a village in Palghar district where the three were dragged out of the car and beaten to death with sticks by a mob on suspicion that they were child-lifters.

The deceased were identified as Chikne Maharaj Kalpavrukshagiri (70), Sushilgiri Maharaj (35), and driver Nilesh Telgade (30).

The Maharashtra government earlier ordered a high- level probe into the incident, and two policemen from Palghar were suspended on Monday for alleged dereliction of duty.
