President urges people to vote during LS polls

New Delhi, Jan 25: With Lok Sabha elections round the corner, President Ram Nath Kovind on Friday gave a clarion call to people to perform the "sacred act" of voting, emphasising this year's polls should be seen as a "once-in-a-century moment" that will shape the India of the remainder of the 21st century.

Observing that an election is not just a political exercise, Kovind said it is a collective call to wisdom and a collective call to action, adding the ideas and idealism of our democracy will come into force to elect the 17th Lok Sabha.

In his customary address to the nation on the eve of the 70th Republic Day, the President said development of the country cannot be completed without a salute to the "spirit of inclusiveness and pluralism which rests on a "tripod of diversity, democracy and development".

"This country belongs to each of us and to all of us – every group and every community, every region and every identity. It belongs to every citizen and every individual. India's pluralism is its greatest strength and its greatest example to the world.

"The 'Indian model' rests on a tripod of diversity, democracy and development. We cannot choose one above the other; we must have all three and we will have all three," he said in the address that was telecast and broadcast across the country.

Referring to the general elections that are due before June, the President said it will be the first when voters born in the 21st century will contribute to electing a new Lok Sabha.

The election represents the diverse and singular urges of the people and the Republic of India, he said.

"This makes the very act of voting a sacred act. Please perform this act. Who the voter chooses to vote for is up to him or her, I would only request all eligible voters to go out and vote.

"Our country is at a key juncture. In some respects this is as critical and formative a period as the late 1940s and early 1950s. Decisions and actions of today will shape the India of the remainder of the 21st century. As such, this is not just a once-in-a-generation moment – it is a once-in-a-century moment," he said.

The President said this election, in which the ideas and idealism of democracy will come into full force, is only a milestone in the journey towards fulfilling the aspirations of the people and building a developed India.

While appreciating the role of successive generations in nation building, the President reminded the people that "our voyage is far from complete."

"There are still waters to cover, still gaps to fill and still tears to wipe."

"We have to recalibrate our yardstick of achievement and success – from quantity to quality; from a literate society to a knowledge society; from a nation that has room for all segments and all communities to a family that invokes, encourages and celebrates the uniqueness and potential in each person – each daughter and each son," he said.

He said the ideals of Mahatma Gandhi of all people living in perfect harmony are a constant reminder while building the nation.

In an apparent reference to the 10 per cent quota for economically weaker sections in the general category, he said "the recent constitutional amendment to provide special facilities for talented children from poorer families is another step to an India of our dreams – and of Gandhiji's dreams."

The President also advocated the need for engaging in conversation with groups who have been historically disadvantaged.

"Partnerships are enhanced by open communication, honest conversation and unstinted compassion...This is also true with sections or groups that have been historically disadvantaged and whose grievances must continue to be heard and addressed. It is important to create avenues for such conversations, even if they are inconvenient.

"In a society experiencing rapid change, we must be prepared for such conversations. And similarly, we must be alive to the need for compassion – to those less privileged than us and to the differently-abled, for example," he said.

The President stressed that the vision of India's Republic was to reach democratic goals by democratic means, pluralistic goals by pluralistic means, enlightened goals by enlightened means, inclusive goals by inclusive means, compassionate goals by compassionate means – and constitutional goals by constitutional means.

"May those principles always illuminate our path! After all, 'We, the People …' gave ourselves this Constitution and 'We, the People …' are the custodians and upholders of its principles," he said.

He said the best indicator of social change in India is changing towards gender equity and towards providing equal opportunities, under conditions of equality, to every girl child and every woman.

"...Young women in our country are moving ahead in every field - from academics to the creative arts, from sports to the armed forces. There is no stopping and no hesitation in this process. It is the route to India’s future," he added.

Kovind said this year also marks 150th birthday anniversary of Gandhi ji which will be followed by the 70th anniversary of the adoption of the Constitution. "In his (Bhimrao Ambedkar), honour and in our Constitution's honour, the nation will celebrate Constitution Day this year in an appropriate manner," he said.

The President said the country was at the doorstep of eliminating extreme poverty for the first time in memory and several people friendly programmes including equitable healthcare have begun to be rolled out.

Road, water, rail and air connectivity has improved. "India has been united and integrated – now it is being networked," he said.

New Delhi, Feb 5: Over five crore farmers were yet to get the third instalment of money under the Centre's ambitious PM-Kisan scheme, aimed at providing direct support of Rs 6,000 annually to them, according to the latest Ministry of Agriculture and Farmers' Welfare data.

The total amount of the scheme, which came into effect on December 1, 2018, is to be paid in three equal instalments of Rs 2,000 every four months.

The data showed about 2.51 crore farmers have not got even the second instalment and 5.16 crore of them were yet to get the third instalment.

Over 9 crore farmers have registered themselves under the scheme between December 2018 and November 2019, it said.

Of these, 7.62 crore or 84 per cent of farmers have received the first instalment.

The money through the second instalment was given to nearly 6.5 crore farmers and the amount under the third instalment was given to 3.85 crore beneficiaries, according to the data received in response to an RTI query filed by this PTI journalist.

The agriculture ministry, in its response, gave three sets of data mentioning the benefits given to farmers under the scheme between December 2018 and November 2019.

It said 4.74 crore farmers were registered between December 2018 and March 2019.

Of them, 4.22 crore received the first instalment, 4.02 crore the second and 3.85 crore the third.

There was no mention why nearly 50 lakh, 70 lakh and 90 lakh registered farmers during this period did not get the first, second and third instalment respectively.

There was no registered beneficiary in West Bengal and Sikkim, hence no amount was disbursed during this period, according to the data.

Giving details of the 3.08 crore farmers registered between April and July last year, it said 2.66 crore and 2.47 crore beneficiaries have got their first and second instalments respectively.

The RTI reply did no mention why around 40 lakh and 61 lakh registered farmers during this period did not get their first and second instalment respectively.

"The beneficiaries are eligible for the instalment for the period in which he/she gets registered and subsequent periods, thereafter. Therefore, the third instalment is not due for the beneficiaries registered in the period April 2019-July 2019," the ministry said.

There was no registered beneficiary during this period in West Bengal, Punjab and Chandigarh and therefore nobody was paid first and second instalments.

The ministry said around 1.19 crore beneficiaries were registered between August and November 30, 2019, of these nearly 73.66 lakh farmers have been given the first instalment.

There was no mention of payment of first instalment to over 45 lakh eligible beneficiaries during the period.

"The beneficiaries are eligible for the instalment for the period in which he/she gets registered and subsequent periods, thereafter. Therefore, the second and third instalments are not due for the beneficiaries registered in the period August 2019 to November 2019," it said.

The ministry was asked to provide the total number of farmers, state-wise, and the amount received by them under the Pradhan Mantri Kisan Samman Nidhi or PM-Kisan scheme.

"PM-Kisan Samman Nidhi scheme has been implemented from December 1, 2018. It is stated that PM-Kisan is a continuous and ongoing scheme, in which the financial benefits are transferred to the bank accounts of the identified beneficiaries as and when their correct and verified data is uploaded by the concerned states/union territories on PM-Kisan web portal," the ministry said in the RTI response vide its letter dated December 26, 2019.

The data of beneficiaries so uploaded by them undergoes a multi-level verification, including by banks, and only then the amount is released to the beneficiary, it said, adding that www.pmkisan.gov.in website can be accessed to get more details on the operational guidelines of the scheme.

According to the data updated on the website on February 3, around 8.82 crore farmers have been registered and 8.41 crore have received the first installment, 7.56 crore the second instalment, 6.19 crore the third and 3.03 crore have received the fourth installment.

In Assam, out of 16.97 lakh farmers registered during this period, 14.02 lakh got the first instalment, 13.72 lakh received the second and 9.87 lakh the third.

Of the 42.34 lakh registered beneficiaries in Maharashtra, 36.98 lakh got the first instalment, 31.53 lakh the second and 27.67 lakh got the third instalment.

As many as 23.83 lakh farmers in Kerala received their first instalment, 18.79 lakh got the second and 18.43 lakh the third. A total of 26.13 lakh beneficiaries were registered in the state between December 2018 and March 2019.

There was no beneficiary registered during the period from West Bengal, which has refused to implement the scheme, according to the ministry's response.

In Uttar Pradesh, nearly 9.57 lakh out of 19.64 lakh farmers have got the first instalment. In Gujarat, nearly 1.22 lakh out of 1.98 lakh registered farmers got the first instalment.

Around 9.78 lakh farmers out of the 17.18 lakh registered beneficiaries have received the first instalment in Madhya Pradesh. In Odisha, only 5,507 farmers out of 5.6 lakh registered farmers have got the first instalment, the ministry said.

None of the 7,326 farmers registered in Sikkim was paid the first instalment, according to the ministry's reply. In Delhi, 1,447 farmers out of 1,734 have got the first instalment.

New Delhi, Feb 10: Former finance minister P Chidambaram on Monday tore into the Modi government's handling of the economy, saying it was close to collapse and was been attended by "very incompetent doctors."

Initiating the debate on the Union Budget for 2020-21, he said rising unemployment and falling consumption was making India poorer.

The economy, he said, is facing demand constraints and is investment starved. The economy is facing fall in consumption and rising unemployment.

"Fear and uncertainty prevails in the country," he added.

He said the chief economic advisor to the BJP government for four years, Arvind Subramanian has stated that the economy is in the ICU. But "I would say the patient has been kept out of ICU and incompetent doctors are looking at the patient," Chidambaram said.

"It is dangerous to have a patient out of ICU and being looked upon by incompetent doctors. What is the point standing around and chanting slogan 'Sab ka saath, sab ka vishwas'," he said, adding every competent doctor the Modi government could ever identify has left the country.

His said a list of such people included former RBI governor Raghurman Rajan, former CEA Arvind Subramanian, former RBI governor Urjit Patel and former NITI Aayog vice chairman Arvind Panagariya.

"Who are your doctors, I want to know," he said, adding the government considers Congress as untouchable and doesn't think of any good about the rest of the opposition and so doesn't consult them.

Chidambaram charged that instead of putting money in the hands of people, the Modi government "put money in hands of 200 corporates" by way of corporate tax.

He said Finance Minister Nirmala Sitharaman in her 160- minute budget speech did not talk of the economy and its management.

"You are living in echo chambers. You want to hear your own voice," he said.

Listing problems with the Modi government, Chidambaram said it refuses to admits in mistakes, lives in denial and has predispositions.

The demonetisation of old 1000 and 500 rupee notes, as well as the hurried implementation of the Goods and Services Tax (GST), are "monumental blunders" that ruined the economy, he said, adding the Modi regime is predisposed to protectionism, a 'strong' rupee and is against bilateral and multilateral agreements.

"It is living in denial," he said, adding the economic growth has fallen for hereto unseen six consecutive quarters.

He wondered on the narrative Finance Minister Nirmala Sitharaman was trying to give after reading out a 160-minute budget speech with few pages left unread.

Her budget neither made any reference to the Economic Survey nor picked up a single idea from it, he said.

Chidambaram, who is credited with presenting a 'dream budget' more than two decades back, said the GDP growth has declined for six consecutive quarters, agriculture is growing by just 2 per cent, while consumer price inflation has risen from 1.9 per cent in January 2019 to 7.4 per cent in a matter of 11 months.

Also, food inflation is at 12.2 per cent. Bank credit is growing 8 per cent with non-food credit rising by 7-8 per cent and credit to industry by just 2.7 per cent. Credit to agriculture has declined from 18.3 per cent to 5.3 per cent and that for MSMEs from 6.7 per cent to 1.6 per cent.

Overall industrial index showed just 0.6 per cent growth. "Every major industry is either near zero or in negative zone," he said, adding thermal power plants are operating at just 55 per cent of the capacity as factories have either closed or are on the verge of closure.

"That gives you a good picture of the state of economy. You don't require MRI," he said. "You are in management for six years. How long can you blame previous managers."

He charged the government with burying unfavourable reports such as the labour survey that put unemployment at 45 -year high of 6.1 per cent at end of 2017-18. Also, consumer expenditure has falling to 3.7 per cent between 2011-12 and 2017-18.

Drilling holes in Budget numbers, he said the 2019-20 budget projected a nominal GDP growth of 12 per cent but ended with just 8.5 per cent. Fiscal deficit was targeted to be shrunk to 3.3 per cent of the GDP but ended by at 3.8 per cent and in the next fiscal it is being targeted at 3.5 per cent.

Revenue deficit was targeted at 2.3 per cent in fiscal ending March 31, 2020 but ended up at 2.4 per cent and in the next it will rise to 2.8 per cent, he said, adding capital expenditure in the next fiscal will shrink to 0.7 per cent from 1.4 per cent in the current.

Net tax revenue in the current fiscal was targeted at Rs 16.49 lakh crore but only Rs 9 lakh crore was collected in first nine months till December 2019 and "you want us to believe this will rise to Rs 15 lakh crore by March 2020," he said.

Similarly, expenditure in 2019-20 was pegged at Rs 27.86 lakh crore but only Rs 11.78 lakh crore spent during April- December and by March this is projected to rise to Rs 27 lakh crore.

"You have no money to spend... and these are masked by numbers," he said. "Numbers are not easily acceptable or believable."

Chidambaram said the government is facing shortfall in all forms of taxes - Rs 1.56 lakh crore on corporate tax, Rs 10,000 crore on personal income tax, Rs 30,000 crore on customs, Rs 52,000 crore on excise and Rs 51,000 crore on GST.

This despite "the extraordinary powers" and "all kinds of power" given to lower level tax officials, he said.

He read of list of heads under which allocation has fallen - food subsidy, agriculture, PM-Kisan, rural roads, mid-day meal scheme, ICDS, skill development, Ayushman Bharat, rural development and MGNEGA.
