Presidential assent for Bill legalizing Kambala, other folk sports

The legal hurdles for the continuation of Kambala — the traditional slush-track buffalo race of the coastal districts of Karnataka — are cleared with the Prevention of Cruelty to Animals (Karnataka Amendment) Bill, 2017, finally getting the Presidential assent.

The Bill, which exempts Kambala from the ambit of the Prevention of Cruelty to Animals Act, 1960, was passed in the legislature session held in November 2017 and sent for Presidential assent. 

The Bill allows to hold traditional sports event like Kamabla, bull race or bullock cart race towards preserving and promoting the culture of the state.

The President gave his assent to the Bill on February 10 and the Ministry of Home Affairs sent a detailed communication to the state government in this regard on February 19, said sources.

It may be recalled that the Supreme Court had refused to grant an interim stay on kambala after hearing a petition filed by People for the Ethical Treatment of Animals (PETA) on February 12. A bench comprising A M Khanwilkar and D Y Chandrachud, however, had fixed March 12 for a final hearing on the plea by animal rights body PETA in the matter. PETA has opposed the upcoming Kambala festival on grounds of cruelty to animals.

Bengaluru, April 3: One new positive case of COVID-19 was reported in the state on Friday.

The patient is a 75-year-old man from Bagalkot and has been isolated at a designated hospital in Bagalkot, the State government said.

"Till date, 125 COVID-19 cases have been confirmed in the state, this includes three deaths and 11 discharges," it added.

The total number of coronavirus positive cases rose to 2301 in India on Friday, including 156 cured/discharged, 56 deaths and 1 migrated, as per the data provided by the Ministry of Health and Family Welfare.

Bengaluru, Jun 20: A 56-year-old head constable, who had tested positive for the coronavirus infection a couple of days ago and was undergoing treatment, died on Saturday, police said.

The deceased, attached to the Kalasipalya police station, was being treated at Victoria Hospital here, they said.

This the second death of a policeman in the state due to COVID-19. The first one was an assistant sub-inspector attached to the V V Puram traffic police station.

Officials said the deceased constable was among nine others who had tested positive for COVID-19.

Meanwhile, an ASI with the Wilson Garden traffic police station here has also reportedly tested positive. According to sources, the ASI is undergoing treatment at a designated hospital and the station has been sanitised. His contacts are being quarantined.

Mangaluru, Jun 13: A bus agent died after the compound wall of his house collapsed on him at Matadagudde, near Gurupura-Kaikamba, on Friday afternoon. This is the first rain-related death reported in Dakshina Kannada.

The victim is Narayana Naika, 52. According to police, heavy rain on Friday afternoon blocked a small water stream adjacent to his compound wall, and the deceased was clearing it. The stone compound wall then suddenly collapsed on him, and he got buried underneath. He sustained grievous head injuries and died on the way to hospital.

Narayana is survived by his wife and two children.

Dakshina Kannada received an average rainfall of 26.1mm in the last 24 hours till 8.30 am on Friday. The highest rainfall was recorded at Puttur and Mangaluru taluks at 31.3mm and 30.3mm, respectively. Bantwal and Sullia taluks received 26.3mm and 24.6mm of rain, respectively.
