Quota for Muslims triggers storm

New Delhi, Apr 25: A Congress promise of reservation for backward Muslims on Friday kicked up a row with BJP calling it a “last desperate” act on its part to get some votes, a charge rejected outright by Congress which said it has not come out with any supplementary manifesto.Kapil_Sibal

“Congress has not come out with any sub-manifesto,” party spokesperson and Law Minister Kapil Sibal said on Friday maintaining that the issue of sub-quota for backward Muslims is pending in the Supreme Court and as long as the matter is not resolved there the party cannot do anything.

“These are only suggestions made in the process of public consultation. We have put it before people. When Congress comes to power, we will take it forward. These are suggested policies and programmes, which have come up at the open manifesto consultation process. These are suggestions for consideration, when the government comes to power. When we are open to it, we have a right to consider it as and when the Supreme court decides it. This is the best possible way. There is nothing wrong with that. There is no appeasement. We must respect the sentiments of the public,” Mr. Sibal said.

He was asked about reports that the Congress has put on its website a sub-manifesto in a fresh minority pitch promising quota reservation in jobs for backward Muslims.

When told that that these are not mere suggestions as Congress had announced a minority sub-quota before the Assembly elections in Uttar Pradesh as well, the Union Minister said, “Yes, we had announced it even in UP but the matter is pending in the Supreme Court. How can we do it unless the Supreme Court decides it.”

He added that in some states like Andhra Pradesh reservation has been made for backward minorities. The matter is now pending with the Supreme Court.

The BJP accused the Congress of releasing an additional manifesto promising reservation for backward Muslims, saying it is their “last desperate” act to get some votes and people will not believe in a “supplementary manifesto of a losing party”.

“Losers may promise the moon tomorrow. But the people have suffered under their 10 years rule. So nobody is willing to discuss it also,” BJP spokesman Prakash Javadekar told reporters.

Congress had put out these suggestions under the caption “Suggested Policies and Programmes for Consideration of Congress Government (2014-2019): Empowerment of Minorities” almost two weeks ago.

Under the sub title “The Detailed Action Plan 2014-2019”, the party said that the Congress-led IPA government has taken steps to address the conditions of backward minorities by providing for reservation in education and institutions and in government employment.

“We will pursue this closely in the Supreme Court and ensure that the policy is implemented through proper legislation,” it said.

It also listed “extension of Scheduled Caste status to all Dalit Minorities” as among the expectations expressed by some groups, which will continue to guide Congress’ efforts toward their development.

Besides, it noted that earmarking of 4.5 per cent reservation for backward Muslims in the existing OBC quota as also among one of the expectations of people from Congress.

The party suggested formation of a committee to enquire into the socio-economic status of Sikhs, Christians, Buddhists, Jains, Parsis and Muslims to ensure “equitable access to government benefits”.

Under its Open Manifesto Process, Congress consulted with all stakeholders and incorporated some of their suggestions on various issues in the Suggested Policies and Programmes for Consideration of Congress Government (2014-2019).

The suggested policies and programmes have now been added to the Manifesto section on the party website, Congress spokesman Randeep Surjewala had said a fortnight back.

In the section, the party said, it was “committed to finding a way forward towards all such expectations of these groups by putting in concerted efforts” like earmark reservation of 4.5 percent to backward Muslims in the existing OBC’s reservations and extension of SC status to all Dalit minorities.

The other such expectations to which it showed its commitment include setting up of an Empower Equal Opportunity Commission to check discrimination against Minorities in employment and education.

In its Plan of Action, it said, “The Communal Violence Bill, which was drafted and introduced by Congress will be passed as a matter of priority.”

Claiming that much work has been done to implement the recommendations of the Sachar Committee, the Congress said it will work tirelessly to ensure that every single suggestion is reviewed and efforts are made for its implementation.

Apr 23: Mukesh Ambani is again Asia's richest person after a deal with Mark Zuckerberg's Facebook Inc. sent his conglomerate's stock surging.

Ambani's fortune rose about $4.7 billion to $49.2 billion on Wednesday, after Reliance Industries Ltd. gained 10%. The jump put Ambani about $3.2 billion ahead of China's Jack Ma, according to the Bloomberg Billionaires Index. The ranking updates after the close of each trading day in the U.S.

Facebook Inc. will invest $5.7 billion in the U.S. social-networking giant's biggest deal since the 2014 purchase of WhatsApp as it seeks a broader foothold in its biggest global market. The U.S. company will buy about 10% of Jio Platforms, which brings together digital apps and a wireless platform under one umbrella, the Mumbai-based company said in a statement Wednesday.

Before Wednesday, Ambani -- who owns the world's largest oil refinery -- had declined by $14 billion on the index in 2020, the biggest dollar fall of anyone in Asia. Alibaba Group Holding Ltd.'s Ma, whose foundation this week donated 100 million masks to the World Health Organization to fight the Covid-19 pandemic, had lost almost $1 billion through Tuesday.

"At the core of our partnership is the commitment that Mark Zuckerberg, founder of Facebook, and I share for the all-around digital transformation of India," Ambani said in a web video posted on Jio's Facebook page, adding that Facebook's brands have become household names in India. "WhatsApp in particular, has entered our people's daily vocabulary in all the 23 official languages of India."

The partnership with Jio would allow Zuckerberg to step up his expansion in a country that is rapidly embracing online payment and e-commerce as more people get smartphones. Jio Infocomm quickly moved into a position of dominance by offering free plans and undercutting wireless market rivals.

With its half-billion internet users, the South Asian country is a key market for the world's largest technology companies, including Amazon.com Inc., Apple Inc., Microsoft Corp. and Alphabet Inc.'s Google. In India, Facebook has about 250 million users, while WhatsApp has more than 400 million.

That should help Jio bolster its reach, according to James Crabtree, author of 'The Billionaire Raj,' a book on the country's wealthiest people. But the transaction also shows the extent of Ambani's own influence, he said.

"This deal clearly shows that if you want to play big in Indian tech, you need to play nice with Mukesh Ambani."

New Delhi, Feb 18: Delhi Transport Minister Kailash Gahlot is the richest minister in the AAP government, according to a report released by the Association for Democratic Reforms (ADR) on Monday.

In a statement, the NGO said, Delhi Election Watch and ADR have analysed the self-sworn affidavits of all the seven-party leaders including Chief Minister Arvind Kejriwal.

According to the statement, the minister with the lowest declared total assets is Gopal Rai with assets worth Rs 90.01 lakh.

"The minister with the highest declared total assets is Kailash Gahlot from Najafgarh constituency with assets worth Rs 46.07 crore," it stated.

The report by ADR comes on the day Kejriwal and his six ministers took charge after the formation of the new AAP government.

Chief Minister Kejriwal and his cabinet colleagues took charge of their respective offices on Monday and asserted that they would work to fulfil the promises made in the "guarantee card", released during the poll campaign, including reduction in pollution and expansion of metro network.

Members of his Cabinet are -- Manish Sisodia, Satyendar Jain, Rajendra Pal Gautam, Imran Hussain, Gopal Rai and Kailash Gahlot.

Apr 11: India has sent back 20,473 foreigners who wanted to return to their countries following the Covid-19 global pandemic, it was revealed on Friday (April 10).

"So far, we have successfully evacuated 20,473 foreign nationals as of yesterday. This is an ongoing process," said Dammu Ravi, Coordinator on Covid-19 issues at the Ministry of External Affairs, MEA.

"This involves several countries," Ravi said during the daily government briefing on Covid-19, although he could not list the countries offhand. "We are receiving excellent cooperation from governments all over the world for this process."

Many foreigners, especially tourists, were stranded in India when domestic and international flights were abruptly cancelled last month in a bid to curb transmission of the coronavirus.

The Ministry of Tourism has asked stranded foreigners to get in touch with the government through a special portal started for the purpose, through their embassies in India and other sources to facilitate their evacuation if they wished to head home.

As of Friday evening, the Ministry of Health and Family Welfare had confirmed 6,761 Covid-19 cases in India, of whom 515 patients have been cured.

There were 206 deaths reported from across the country.

Two states, Punjab and Orissa, have extended the ongoing lockdown until April 30.

Prime Minister Narendra Modi will consult state chief ministers on Saturday to decide whether to extend the country-wide lockdown, which is due to end at midnight on April 14.
