Quota row: 9 policemen booked in alleged custodial death

Ahmedabad, Aug 29: After the Gujarat High ordered a CID probe, nine policemen including two inspectors and a sub-inspector have been booked for the alleged custodial death of a 32-year-old man detained during Patel quota agitation.police

Hardik Patel, who is leading the agitation by Patel community for reservation under OBC quota, today said he is likely to attend funeral of the victim, Swetang Patel, tomorrow and warned that government will be held responsible "if anything happens".

Assistant Commissioner of Police K D Pandya said police inspectors P D Parmar and R R Vasava of Bapunagar were among nine policemen booked in the Swetang Patel death case.

"We had late last night registered an FIR in Swetang Patel's death case against two police inspectors of Bapunagar, one D-staff PSI and six other policemen of D-staff for causing death," Pandya told reporters.

D-staff or detection staff is responsible for conducting investigations in cases filed with a police station.

However, advocate for the victim's family B M Mangukia claimed that the FIR did not have names of all the police officials responsible for the alleged custodial death.

"We had demanded that all those responsible be named, but they (police) did not register an FIR as per our demand and left out many high ranking officials, including ACP. We do not want to make lower ranked policemen a scapegoat in the case," Mangukia told PTI.

"We sat in the police station for about five hours to register an FIR.... This is non-compliance of the high court order and a contempt of court as well," Mangukia added.

Swetang was allegedly forcibly taken away by police on August 25. A plea was moved by Prabhaben Patel, Swetang's mother, which said he was allegedly beaten by the police and ultimately he succumbed to the injuries. The Gujarat High had ordered a second autopsy of the body which stated that he had died due to severe head injury.

Observing that prima facie it was a case of homicide, the HC yesterday directed the administration to file an FIR and also ordered a CID probe.

Meanwhile, agitation leader Hardik Patel said, "I am likely to take part in funeral of Swetang Patel tomorrow."

When asked if the Patel community members will take any "precautionary steps" during the funeral procession, Hardik said government will be held responsible if anything happens.

"I have urged my community people to keep calm, but if anything wrong happens there (in the funeral procession), government will have to take responsibility," Hardik told PTI

Hardik's detention after the mega rally on August 25 that he organised for reservation was followed by widespread violence in the state in which ten people including a police constable lost their lives.

Following the violence, curfew was clamped in various parts of the state including Ahmedabad city on August 26.

Curfew has been lifted today from all the areas of the city, including Bapunagar where the funeral is likely to take place tomorrow.

New Delhi, Feb 29: The father of Intelligence Bureau staffer Ankit Sharma, whose body was pulled out of a drain in northeast Delhi's riot-hit Chand Bagh, complained to police that goons had assembled at the residence of former AAP counselor Tahir Hussain and were throwing petrol bombs from the rooftop.

According to the FIR which was registered on Thursday on the basis of the complaint lodged by Ankit's father Ravinder, the goons were also firing from the rooftop.

On Tuesday, Ankit returned from his office at 5 pm and then went outside to buy groceries. When he did not return, the family started looking for him and later filed a missing report, the FIR stated.

They got to know from their neighbours that a body has been recovered from a drain… later it was found to be that of Anikt, it said, adding the body had multiple stab injuries on the face, head, back, and chest.

The family has alleged in the FIR that it was Hussain and the goons at his residence who killed Ankit. In the FIR, Hussain has been accused of murder, destruction of evidence and abduction.

Soon after the FIR was registered on Thursday, the AAP suspended Tahir Hussain from the primary membership of the party till the police completed its probe.

The death toll in Delhi's communal violence rose to 42 on Friday as the situation showed some signs of returning to normalcy and clouds of smoke cleared to reveal the extent of the damage from the worst riots in the city in over three decades.

A total of 148 FIRs have been registered and 630 people have been either arrested or detained so far in connection with the communal violence, a Delhi Police spokesperson said.

New Delhi, Jun 1: The Directorate General of Civil Aviation (DGCA) on Monday asked airlines to allot seats in flights in such a manner that middle seats are kept vacant to the extent possible.

However, if a flyer has been allotted the middle seat due to a high passenger load "then additional protective equipment like the wrap-around gown of the Ministry of Textile approved standards" must be provided to that passenger in addition to three-layered face mask and face shield, said the DGCA order, which has been accessed by news agency.

India resumed its domestic passenger flights from May 25 after a gap of two months due to the coronavirus-triggered lockdown. International commercial passenger flights continue to remain suspended in the country.

An official release said that NS Vishwanathan will handle co-ordination, Department of Regulation (DOR), Department of Communication (DoC), Enforcement Department, Inspection Department (ID), Risk Monitoring Department (RMD), and Secretary's Department.

BP Kanungo will look after Department of Currency Management (DCM), Department of External Investments and Operations (DEIO), Department of Government and Bank Accounts (DGBA), Department of Information Technology (DIT), Department of Payment and Settlement Systems (DPSS), Deposit Insurance and Credit Guarantee Corporation (DICGC), Foreign Exchange Department (FED), Internal Debt Management Department (IDMD), Legal Department (LD) and Right to Information (RIA) Division.

The release said that MK Jain will handle the Department of Supervision (DOS), Consumer Education and Protection Department (CEPD), Financial Inclusion and Development Department (FIDD), Human Resource Management Department (HRMD), HR Operations Unit (HR-OU), Premises Department (PD), Central Security Cell (CSC), and Rajbhasha Department.

Patra will look after the Monetary Policy Department including Forecasting and Modelling Unit (MPD/MU), Financial Markets Operations Department (FMOD), Financial Markets Regulation Department including Market Intelligence (FMRD/MI), International Department (Intl.
