RBI, govt are set for a Monday face off

New Delhi, Nov 18: India’s monetary policy makers and government officials will meet Monday in a board meeting that promises to be anything but its usual dull affair.

Locked in a power struggle over how much capital the central bank needs and how tough its lending rules should be, a trained accountant parachuted into the Reserve Bank of India’s board by the government in August may be key to whether a compromise can be found or whether the already public spat turns even uglier.

Swaminathan Gurumurthy, a chartered accountant turned newspaper columnist, has set the tempo by chiding the monetary authority for being too tough in its efforts to rid banks of bad debts and arguing the case for lower reserves -- a step that would give the government more cash ahead of an election year.

The central bank -- led by Governor Urjit Patel -- has pushed back against the moves, keen to burnish its inflation-targeting credentials and clean up one of the world’s worst bad-debt piles. Patel’s deputy took the spat public in late October in a fiery speech in defense of central bank independence.

For a nation that relies on imported capital to fund investment, failure to reach middle ground threatens to erode investor confidence in the world’s fastest-growing major economy. Those elevated stakes are making Monday’s meeting in Mumbai a must watch affair for India market watchers.

Gurumurthy, who is associated with the economic wing of Rashtriya Swayamsevak Sangh-- the ideological parent of Modi’s Bharatiya Janata Party -- and is a champion of small-traders who are BJP’s key voting bloc, was chosen by the government to push easier access to credit for micro and medium-sized enterprises. Lending to the sector has suffered after the RBI tightened norms for state-run banks saddled with bad debts.

The central bank, which is also the banking regulator, may be open to easing tight money conditions in the banking sector by injecting cash through open market purchases of bonds. But it’s unlikely to part with its reserves as some of these are notional, and may resist relaxing capital buffers for banks. The government can still have its way with the RBI by invoking a rule that hasn’t been used in the central bank’s 83-year history. The finance ministry last month sought Patel’s views on the issues of contention by citing Section 7 (1) of the Reserve Bank of India Act.

The RBI’s board is only meant to advice and guide and not decide on policy issues, people familiar with the matter said. But Gurumurthy and the government nominees Subhash Chandra Garg and Rajiv Kumar have been vocal about bank supervision, flow of credit to industry and easier financial conditions for India to overcome a crisis in its shadow banking sector.

An activist board has not been taken too kindly by the RBI. While the first clause of Section 7 confers powers to the government to give directions, the third part indicates that the governor shares power with the board, the people said, adding that the powers of the governor are reiterated in another section of the RBI Act.

The government is separately seeking more powers to supervise the central bank, a departure from the board’s current role as an advisory body, people with knowledge of the matter said.

“Having Gurumurthy on RBI board has complicated the situation,” said Mohan Guruswamy, a former finance ministry official and chairman of the Centre for Policy Alternatives in New Delhi, who has know Gurumurthy for years. “He wants banks to give money to non-bank finance companies, which are already in a mess. He’s an RBI director. It’s not his grandfather’s money.”

New Delhi, July 1: In a terrific incident with chilling echoes of the 2015 Dadri mob lynching, a Muslim man, who was carrying meat, was savagely attacked by a mob belonging to a saffron outfit in the presence of in BJP ruled Haryana on the eve of Eid al-Adha. 

The incident occurred at around 9 a.m. on Friday, July 31 at Badshahpur village in Haryana’s Gurgaon, when Lukman was transporting meat in a pic-kup truck. 

The attack was captured on mobile phones by onlookers and the video clips of the incident are now spreading on social media. 

A group of saffronite cow vigilantes chased the truck for about 8 km managed waylay it. Lukman, who was driving the truck was pulled out and brutally assaulted on the suspicion that he was transporting cow meat.

Just like Dadri, the police were faster at sending the meat to a lab for testing than catching any one of the suspects. One of the assailants - Pradeep Yadav- has been arrested. 

After being beating to an inch of his life, Lukman was bundled into the pick-up truck and taken back to Gurgaon's Badshahpur village where the goons started thrashing him again.

This is when the police stepped in and stopped them - only to find the assailants fearless enough to even take on them.

Lukman was taken to a hospital and the police filed a case against "unidentified individuals" even though the video of the incident recorded by witnesses shows the faces of the assailants.

The owner of the vehicles said that the meat was buffalo and he has been in the business for 50 years.

The police have so far refused to give a statement on record on the incident and explain their inaction as seen on video.

New Delhi, Mar 5: Retirement fund body EPFO on Thursday lowered interest rate on provident fund deposits to 8.5 per cent for the current financial year, said Labour Minister Santosh Gangwar on Thursday.

The EPFO had provided 8.65 per cent rate of interest on EPF for 2018-19 to its around six crore subscribers. The decision was taken at a meeting of the the Employees' Provident Fund Organisation's (EPFO) apex decision making body -- the Central Board of Trustee.

"The EPFO has decided to provide 8.5 per cent interest rate on EPF deposits for 2019-20 in the Central Board of Trustees (CBT) meeting today," Gangwar told reporters after the meeting here.

Now, the labour ministry requires the finance ministry's concurrence on the matter. Since the Government of India is the guarantor, the finance ministry has to vet the proposal for EPF interest rate to avoid any liability on account of shortfall in the EPFO income for a fiscal.

The finance ministry has been nudging the labour ministry for aligning the EPF interest rate with other small saving schemes run by the government like the public provident fund and post office saving schemes.

The EPFO had provided 8.65 per cent rate of interest to its subscribers for 2016-17 and 8.55 per cent in 2017-18. The rate of interest was slightly higher at 8.8 per cent in 2015-16.

It had given 8.75 per cent rate of interest in 2013-14 as well as 2014-15, higher than 8.5 per cent for 2012-13.

Mumbai, Jan 19: After Kerala and Punjab, the Maha Vikas Agadi (MVA) government is also mulling over a resolution against the Citizenship (Amendment) Act, 2019 in Maharashtra Assembly.

Speaking to news agency, Congress spokesperson Raju Waghmare said: "Our senior party leader Balasaheb Thorat has also shared his stand on the CAA. Even Chief Minister Uddhav Thackeray has said that we are against the CAA. As far as the resolution against CAA is concerned, our senior leaders of MVA will sit together and decide."

If this happens, then Maharashtra will be the third state to pass a resolution against CAA, which grants citizenship to non-Muslim refugees from Pakistan, Afghanistan, and Bangladesh, who came to India on or before December 31, 2014.

Emphasising that CAA is 'unconstitutional,' senior lawyer and Congress leader Kapil Sibal has said that every state Assembly has the constitutional right to pass a resolution and seek CAA's withdrawal.

He added that it would be problematic to oppose the CAA if the law is declared to be 'constitutional' by the Supreme Court.

"I believe the CAA is unconstitutional. Every State Assembly has the constitutional right to pass a resolution and seek its withdrawal. When and if the law is declared to be constitutional by the Supreme Court then it will be problematic to oppose it. The fight must go on!" Sibal tweeted.

Earlier speaking at the Kerala Literature Festival on Saturday, the Congress leader had said that constitutionally no state can say that it will not implement the amended Citizenship Act, as doing so will be "unconstitutional".

Kerala government has also approached the Supreme Court against the CAA following the passage of a resolution against it in the state Assembly.

Punjab chief minister Amarinder Singh has also announced that the Congress state government is going to join Kerala in the Supreme Court in the case.
