RBI proposes new prepaid card for transactions up to Rs 10,000

Mumbai, Dec 5: The Reserve Bank on December 5 proposed the introduction of a prepaid payment instrument (PPI) for transactions up to ₹10,000 on goods and services.

PPIs have been playing an important role in promoting digital payments and bringing in the new PPI will further facilitate its usage, as per an RBI statement issued post announcement of the monetary review on Thursday.

“To further facilitate its (PPI) usage, it is proposed to introduce a new type of PPI which can be used only for purchase of goods and services up to a limit of ₹10,000,” the statement said.

The central bank said the loading and reloading of such PPIs can be done only from a bank account and used for making bill payments and merchant payments.

Such PPIs can be issued on the basis of essential minimum details sourced from the customer. The RBI said it will give instructions in this regard by December 31, 2019.

PPIs are instruments to facilitate purchase of goods and services, including financial services, remittance facilities among others against the value stored on such instruments.

These can be loaded and reloaded by cash or debit to a bank account or by credit card or from other PPIs up to a limit of Rs 50,000 per month. As on now, banks and non-bank entities are permitted to issue and reload such payment instruments.

There are currently three kinds of PPIs allowed by RBI — closed system PPIs, semi-closed system PPIs and open system PPIs.

The banking regulator also announced to allow the International Financial Service Centre Banking Units (IBUs) to open foreign currency current accounts of their corporate borrowers in order to facilitate ease of operations.

As regard to liquidity coverage ratio, it has also allowed the IBUs to accept fixed deposits in foreign currency of less than one year tenor from non-bank entities and consequently remove the current restriction on premature withdrawal of deposits.

“However, the current prohibition on acceptance of retail deposits including from high net worth individuals (HNIs) will continue. Necessary instructions are being issued shortly,” the RBI said.

The Reserve Bank also put forth the reviewed foreign exchange hedging facilities allowing users to undertake over the counter (OTC) currency derivative transactions up to $10 million, without the need to evidence underlying exposure.

“Banks shall be provided with the discretion, in exceptional circumstances, to pass on net gains on hedge transactions booked on anticipated exposures. Strengthening of the safeguards to ensure, that complex derivatives are sold only to users that are capable of managing the risks,” the RBI said.

The final directions in this regard will be issued after notification of the changes to Foreign Exchange Management Act (FEMA) Regulations, RBI said in the ‘Statement on Developmental and Regulatory Policies’.

Bengaluru, Mar 27: In a preparatory measure to tackle any exigency in the backdrop of spread of coronavirus, the Karnataka government has asked district administrations to use as quarantine centres the residential schools and hostels that come the under Social Welfare department.

"Wherever necessary, these residential schools and hostels can be converted as quarantine facility without any extra cost by the district administrations," Deputy Chief Minister Govind Karjol said in a statement.

The total number of COVID-19 cases in Karnataka stood at 55, including two deaths and three discharged persons, as on Thursday.

Karjol, who is also the Minister in-charge of Social Welfare department said, in view of holidays for educational institutions, there were no students staying in the residential schools and hostels and hence they can be used for quarantine purpose.

All the residential schools at hostels in districts and taluks are spacious and have all required facilities like rooms, kitchen, toilets, bathrooms, libraries among others, the Minister said adding most of them were located away from densely populated areas.

Tumkur, Apr 11: Despite the nationwide lockdown, BJP MLA from Turuvekere constituency, M Jayaram, was on Friday seen celebrating his birthday with several villagers in Gubbi taluk in Tumkur.

A sizable number of people were seen gathering in Gubbi taluk to celebrate the BJP legislator's birthday.

Meanwhile, scores of people around the country are getting booked for violating the lockdown. In Uttarakhand alone, more than 4500 people have been arrested until Friday for violating the norms of lockdown.

Last month, Prime Minister Narendra Modi had called for a three-week lockdown, urging people to practice social distancing to prevent the spread of coronavirus.

The total number of COVID-19 cases in the country has mounted to 6,761 of which 6039 are active cases, 516 have been cured/discharged/migrated, and 206 deaths have been reported.

Hassan, Mar 13: In what could have been a major tragedy, an under construction flyover across Hassan-Mangaluru railway level crossing, near the new KSRTC Bus stand here collapsed today.

Fortunately no casualties occurred despite six concrete beems of 50 feet height, collapsed and broke into pieces.

The much awaited project was completely neglected by the successive governments for over a decade due to politics.  It was sanctioned eight months ago.

The Rs 42 crore project was taken up by a joint venture between state, center and South Eastern railway. The contractor or the Engineer were not present when the incident occurred.

Blaming the contractor, the locals alleged that poor quality of work led to the incident. No contractor or engineer was present even during construction, they added. Siddaiah, who runs an eatery near KSRTC bus stand said that it could have been a major tragedy if people were underneath the flyover when it crashed. The incident should be probe and the contractor should be punished, he added.
