Revenue dept begins crackdown on property registration frauds

Bengaluru, Sept 26: Those who submit fake documents or indulge in such frauds during property registration will now face criminal action.

Waking up from its slumber, the Department of Stamps and Registration has started booking criminal cases against those who submit fictitious documents for property registration. So far, authorities have booked 15 cases across the state.

“This is the first time we are booking cases,” Inspector-General of Registration and Commissioner of Stamps Manoj Kumar Meena said. “Under Sections 82 and 83 of the Registration Act, 1908, we have permitted sub-registrars to book cases against parties who submit fake documents,” he said. “We are proactively writing to police superintendents, asking them to take our complaints seriously.”

Of the 15 FIRs, four have been filed in Nelamangala in Bengaluru Rural district with one each in Gundlupet (Chamarajanagar) and Belagavi. The rest are in Bengaluru urban district.

According to Meena, all the FIRs pertain to cases where parties had submitted bogus khatas or had indulged in impersonation. “Bogus khatas get detected when our officials check the authenticity of the document with the concerned agency that has issued it. Impersonation is usually caught at the time of mutation, when change or transfer of ownership title gets entered in records,” he explained.

At present, citizens can check genuineness of documents such as Forms 9, 11 (for property in gram panchayat limits) on the e-Swathu portal and Records of Rights, Tenancy and Crops (RTC) on the Bhoomi portal. The two portals are linked with the Karnataka Valuation and e-Registration (Kaveri) software of the Department of Stamps and Registration.

There is no mechanism with which citizens can verify a khata in the Bengaluru municipal limits at the click of a button. That is because Bruhat Bengaluru Mahanagara Palike’s (BBMP) database is not linked with Kaveri. In March this year, the civic body announced an e-Khata system with which citizens can get khatas online. “I fully agree that integration of our software with Kaveri will help crack down on bogus khatas. We are in the process of issuing khatas online,” BBMP Commissioner N Manjunath Prasad said.

Another reason frauds take place is due to the presumptive nature of ownership. “We need an urban property ownership records (UPOR) system, in which ownership of a particular property is determined after inviting objections from the public. We should move towards absolute ownership,” Meena said.

Bengaluru, Mar 18: Karnataka Congress President DK Shivakumar on Wednesday met the Director-General of Police in Bengaluru and demanded police protection for Madhya Pradesh Congress MLAs and the removal of BJP workers from the hotel in Bengaluru, where the legislators are currently lodged.

"The (Madhya Pradesh) legislators have come here and have requested police protection, that is all. Let the police give them protection, our candidate (Digvijaya Singh) has come, let him meet the legislators. Why are BJP workers protecting them? We know that they are under threat and hence we need to vacate them (BJP workers)," Shivakumar told reporters here after the meeting.

"We will give protection to our men and that is why we are telling them they cannot stop us. They should be in a free and fair position. I have communicated to DGP that BJP needs to vacate," he added.

Earlier today, Congress' Rajya Sabha candidate from Madhya Pradesh and former chief minister Digvijaya Singh was placed under preventive arrest after he sat on a dharna near Ramada Hotel here, allegedly for not being allowed by police to meet the 21 Congress rebel MLAs lodged in a hotel.

"I am a Rajya Sabha candidate from Madhya Pradesh, voting is scheduled for March 26. My MLAs have been kept here, they want to speak to me, their phones have been snatched, the police is not letting me speak to them saying there is a security threat to MLAs," Singh told reporters.

Singh who sat on the dharna with a face mask on said: "We were expecting them to come back, but when we saw they're being held back, messages came from their families...I personally spoke to five MLAs, they said they're captive, phones snatched away, there is Police in front of every room. They're being followed 24/7," Singh said.

The development comes amid the political crisis in Madhya Pradesh after the exit of Jyotiraditya Scindia from the Congress party.

Scindia's departure was followed by 22 Congress MLAs resigning from the party as well as from the state legislative Assembly.

The resignation of these MLAs has left the Kamal Nath government below the majority mark.

Bengaluru, Apr 1: Karnataka government along with BBMP has asked project contractors, builders and developers in the city not to send their labourers to their native place and instead provide them with amenities like food and shelter in this lockdown period.

It was also warned with legal action would be taken against them if they violating the instructions from the government .

Bengaluru, Jul 18: Veteran actor Hulivana Gangadharaiah has passed away due to novel Coronavirus at the age of 70 on Friday night at a private hospital. He has acted in films, plays and serials as well.

He was acting in the romantic serial Premaloka which has Vijay Suriya and Ankitha Navya Gowda in lead roles.

According to reports, after he showed the symptoms of having Coronavirus, he got self-isolated at his farm house. When his health condition deteriorated, he was admitted to the hospital. Gangadhariah has acted in over 100 films, 150 plays and many serials lived his life in a simple way.

Condoling the death of Gangadharaiah, T N Seetharam on his Facebook page posted, “The death of a friend and a wonderful actor Hulivana Gangandharaiah is painful. In Aaspota play, the role of a driver he played brought immense popularity ro the play. When George Fernandes watched the play he appreciated his character. In the serial Muktha Muktha, he played the role of a politician Rajanandaswamy with ease which was aired for over three years brought us closer. In the modern theatre, Nagesh whom I consider as Guru used to cast Gangadharaiah in each play he directed which reflected the kind of faith he had in him. After a few years, he got involved in agriculture so I did not had much contact with him. It’s been nearly eight years I last met him. It is very sad that we have lost him.”

Lead actor of the serial Premaloka, Vijay Suriya has also mourned the death of Hulivana Gangadharaiah who was seen in a pivotal role in the serial.
