Muzaffarnagar , Dec 25: Amid heightened political tempers over the plight of riot victims in Muzaffarnagar and Shamli, administrations in two districts are trying to wind up at least half-a-dozen relief camps where displaced Muslims are braving the chilly weather while battling with poor conditions.

The State officials, for whom camps are “officially” over since they have completed the formality of distributing compensation, are now reportedly pressuring villagers and organisations helping these displaced people to persuade them to vacate camps and return to their villages.

The glaring example of this official callousness is clearly visible in Bassi Kalan village where hundreds of Muslims, who were forced to leave their village Kutba-Kutbi, and who had taken refuge inside a madrasa, were “forced” to leave the place a day before the National Human Rights Commission team came for inspection. “There is no camp running now in Bassi Kalan … We have settled almost all cases of compensation there,” Muzaffarnagar District Magistrate Kaushal Raj Sharma told The Hindu on Tuesday.

But village ‘pradhan’ Mursalim has a different story to tell. “The district administration forced madrasa people to get the camp vacated as the NHRC team was coming for a visit to our village. But the fact is that affected villagers have now started living in shanties under open sky … So far they were at least getting some relief material from voluntary organisations, which has also stopped now. We have been asking them to return to their villages; but they have categorically stated that if pressured they will go to some other place but never return to their village,” he noted.

While Mr. Sharma claimed that only one camp was running in the district at Loi, where around 1,800 people have taken refuge, Mr. Mursalim said that apart from Loi, there were at least two other places where camps were being run — Jaula and Malakpura — where hundreds of Muslims are too apprehensive to return.

“Both in Muzaffarnagar and Shamli, the district administration officials are under tremendous pressure from the State government to ensure that no one remains in camps … Instead of taking care of compensation issues and providing health and sanitation facilities for displaced people, they are putting pressure on camp managers to ask people to leave,” said Shandar Gufran, social activist and educationist.

But the Muzaffarnagar District Magistrate refutes all claims of poor management of camps made by media and NGOs. “We have now sought the help of religious groups and NGOs in convincing these people to at least move to government buildings so that they could be provided proper facilities. There are at least 76 pregnant women living in the Loi camp, some in advanced stages. We have been urging them to move to a proper camp or nearby hospitals but to no avail … We are helpless as these people have launched a kind of civil disobedience movement,” Mr. Sharma said.

‘False claims’

Noting that almost all cases of compensation have been cleared, including 901 cases of those who are not ready to go back to their villages and were given Rs. 5 lakh each, Mr. Sharma said they had received 925 new applications for Rs. 5 lakh relief each. “The new demand is that all married persons having kids should be considered as a separate family and given money … We did a fresh survey and found majority of cases to be untrue as all such claimants used to live under one roof. We cannot go against the rule,” he said.

‘Politics of blackmail’

“It is this demand for more compensation that has led to people not moving out of the camp. At one time, the Loi camp had just 1,000 people remaining, which has now again gone up to 1,800. It is politics of blackmail and we cannot budge … We have now approached village seniors and social and religious organisations to help resolve the impasse,” Mr. Sharma said.

Agreeing with the district magistrate’s assertions, Mr. Gufran said: “Another bitter truth is that a family of 15 or 10 was given Rs. 5 lakh which is not sufficient to build a house and start a family afresh. The government should at least give appropriate compensation to those who have lost everything. People have been thrown out of their land and made refugees, they deserve a better deal and not mere politicking.”

Patna, July 1: A wedding ceremony in rural Patna a fortnight ago where the groom was running high fever, two days before he died and his body cremated without being tested for COVID 19, appears to have set off the biggest infection chain in Bihar so far, health department officials said on Tuesday.

More than 111 people have tested positive in Paliganj sub-division of Patna district, about 55 km from the state capital, in the last few days, out of over 350 who have been tested upon contact tracing, they said. Fifteen of his relatives who attended the wedding tested positive for the contagion and apparently infected others.

The officials, who requested anonymity, said the groom was a software engineer based in Gurugram and had returned home for his marriage in the last week of May. A few days after the ''tilak'' ceremony, he started showing symptoms of the disease.

On June 15, the date of wedding, he was running high fever and wanted the ceremony to be deferred, but relented upon the insistence of family members who made him swallow paracetamol tablets and go through the rituals.
On June 17, his condition deteriorated significantly and family members made a dash to AIIMS, Patna, but he died on the way.

The body was cremated in a huff, without the authorities being informed. But somebody telephoned the district magistrate and narrated the whole episode. All close relatives of the deceased, who attended the ceremony, were tested on June 19. Of them 15 tested positive, the officials said.

As a measure to contain the spread of the disease, a special camp was set up at the village where the marriage took place on June 24-26 during which samples of 364 people were collected. Of them, 86 tested positive, the officials added.

The sudden explosion of the dreaded coronavirus has triggered panic in the area. Although most who tested positive were asymptomatic, they have been admitted to isolation centres in Bihta and Phulwarisharif.

Block Development Officer Chiranjeev Pandey said Meetha Kuan, Khagari Mohalla and parts of Paliganj Bazaar have been sealed for thorough sanitisation.

Patna district happens to be the worst-affected in Bihar with 699 confirmed cases till date and five casualties, according to figures provided by the administration. The number of active cases is 372.

On Monday, when the state witnessed its biggest single day spike with 394 cases, Patna district accounted for more than 20 per cent of these. About eighty cases were reported from Paliganj alone.

Mumbai, Feb 17: The Shiv Sena on Monday said the ongoing preparation for the much awaited visit of US President Donald Trump is a reflection of the "slave mentality" of Indians.

Trump's India trip is like the visit of a "Badshah" (emperor), an editorial in Sena mouthpiece 'Saamana' said.

Taking a dig at the construction of a wall on a plot having several slum structures in Ahmedabad ahead of Trump's visit there, the Sena said the US president's trip would neither stop the fall of rupee's value in forex market nor offer betterment to those (slum dwellers) behind the wall.

"Before Independence, British King or Queen used to visit one of their slave nations like India. The kind of preparations going on from taxpayers' money for the arrival of Trump is similar to it. This reflects the slave mentality of Indians," it said.

The Sena also took a swipe at Prime Minister Narendra Modi over the Ahmedabad Municipal Corporation's (AMC) move to build wall on a plot to "hide the slums" on the route through which Trump's convoy would pass.

"Former prime minister Indira Gandhi had once given the slogan 'Garibi Hatao', which was ridiculed for a long time. It seems now Modi's plan is 'Garibi chupao' (hide poverty)," the Marathi publication said.

Is there any financial allocation for such a wall being built in Ahmedabad? Is the US going to offer loan to India to build such walls across the country? it wondered.

"We have heard Trump is going to be in Ahmedabad for only three hours but the wall construction is costing almost Rs 100 crore to the state exchequer," it said.

It is basically a political arrangement between Prime Minister Modi and US President Trump, the Sena claimed.

Last year, 'Howdy, Modi!' (a mega event jointly addressed by the Indian prime minister and Trump) was organised in the US, it noted.

A similar programme, "Kem Chho Trump" (Gujarati expression for how are you Trump), has been now organised (in Ahmedabad) ahead of the US elections, chiefly because of a sizable number of Gujarati people living in America, the Shiv Sena claimed.

"But this visit of President Trump is neither going to stop further fall of rupee in the forex market nor offer betterment to those behind the wall (being built in front of slums in Ahmedabad)," it said.

The Sena said Trump is "not someone very wise or a statesman or someone who cares for the whole world", but he has to be treated with respect as he represents the mighty US.

"Sometimes you have to treat someone with respect to get your things done," it quipped.

The AMC on Friday said the construction of the wall, around four feet in height, was approved much before Trump's Gujarat visit was finalised.

Trump is scheduled to visit Modi's home state Gujarat on February 24.

He will visit the famous Sabarmati Ashram in Ahmedabad and take part in a roadshow with Modi. After that, the two leaders will inaugurate a new cricket stadium in Motera and address a gathering there, with an expected audience of over a lakh people.

While it was earlier speculated that the programme would be called 'Kem Chho Trump', the Ahmedabad Municipal Corporation on Sunday tweeted a series of posters confirming that the event is now christened as 'Namaste Trump', apparently to give it a pan-India appeal.

New Delhi, Jun 23: The Delhi High Court Tuesday granted bail to Jamia student Safoora Zargar, who is pregnant and was arrested under anti-terror law UAPA in a case related to communal violence in northeast Delhi during protests against the Citizenship Amendment Act, as Solicitor General Tushar Mehta did not oppose it on humanitarian grounds.

At the outset of the hearing, Mehta, representing Delhi Police, submitted that Zargar can be released on regular bail on humanitarian grounds and the decision has not been taken on merits of the case and should not be made a precedent.

Justice Rajiv Shakdher, who conducted the hearing through video conferencing, released Zargar, who is 23-week pregnant, on bail on furnishing a personal bond of Rs 10,000 and surety of like amount.

The court said she shall not indulge in any activity for which she has been charged with and shall not hamper the investigation or influence the witnesses.
