Row over 'unauthorised' release of Rs 107 cr for economics school

Bengaluru, Sept 25: The release of Rs 107 crore by the Karnataka State Higher Education Council (KSHEC) for the construction of a building for the Bengaluru Dr B R Ambedkar School of Economics (BBRASE) without a plan or estimate has not gone down well with the Department of Collegiate Education (DCE).

The KSHEC released the funds under the Special Component Plan (SCP) and the Tribal Sub Plan (TSP). The funds, in turn, have been transferred to the Karnataka Housing Board (KHB) without administrative approval.

The DCE was not consulted for the fund release and transfer and has objected to the same, saying the BBRASE guidelines are still being drafted and a permanent director is yet to be identified by the search committee. That’s not all, the accounts and audit staff have not yet been recruited while the blueprint for the construction of the building was not approved either.

M N Ajay Nagabhushan, Commissioner, DCE, has written to the KSHEC, raising the objections. “The DCE will not be responsible for any financial irregularities if funds are released violating norms,” he wrote to S A Kori, Executive Director, KSHEC.

According to sources in the DCE, there is tremendous pressure to start the construction in the absence of laws governing BBRASE.

“The KSHEC has received the DCE’s letter that funds cannot be released for the project without approval. Funds have been transferred after obtaining approval from the Department of Higher Education,” Kori said.

He added: “The government has constituted a board of management under the higher education minister. The board is fully accountable for the funds released by the government. The KHB, which is a government undertaking, manages the construction project.”

The school has been registered under the Societies Registration Act and about 50 students have been admitted for the academic year 2017-18. The guest faculty has been taking classes at the Visual Arts Department of Bangalore University (BU). About 44 acres of land has been allotted for the school on the BU campus, though the permanent staff are yet to be recruited.

Bengaluru, Feb 26: The police remand of student activist Amulya Leona Noronha, who was produced before a Magistrate, after a no-show at the Metropolitan Magistrate Court, was extended by 10 more days.

The Fifth Additional Metropolitan Magistrate at the Magistrate's home on Tuesday night had remanded her to police custody for 10 days, less than the 14 days asked for by the Special Investigative Team, considering that she has already spent over four days in judicial custody.

Amulya Noronha, a student of NMKRV College for Women, had raised pro-Pakistan slogans by shouting ''Pakistan Zindabad'' at an anti-CAA protest in Bangalore on 20th February following which the city police filed a case of sedition against her.

Tumkur, Apr 11: Despite the nationwide lockdown, BJP MLA from Turuvekere constituency, M Jayaram, was on Friday seen celebrating his birthday with several villagers in Gubbi taluk in Tumkur.

A sizable number of people were seen gathering in Gubbi taluk to celebrate the BJP legislator's birthday.

Meanwhile, scores of people around the country are getting booked for violating the lockdown. In Uttarakhand alone, more than 4500 people have been arrested until Friday for violating the norms of lockdown.

Last month, Prime Minister Narendra Modi had called for a three-week lockdown, urging people to practice social distancing to prevent the spread of coronavirus.

The total number of COVID-19 cases in the country has mounted to 6,761 of which 6039 are active cases, 516 have been cured/discharged/migrated, and 206 deaths have been reported.

Bengaluru, Jul 6: Karnataka Chief Minister BS Yediyurappa on Monday said that the "country will have to learn to live with coronavirus as there are no options".

Yediyurappa made the remark after paying tribute to Babu Jagjivan Ram, on his death anniversary, at a ceremony in Vidhana Soudha.

"We don't have any other option, we have to learn to live with this virus. Even Prime Minister Narendra Modi has said the same thing. We have increased ambulances, we have made all arrangements to fight the pandemic. It is very important to safeguard ourselves," he said.

The Chief Minister added that the state government has made many arrangements to combat the widespread illness.

According to the Union Health Ministry, there is 23,474 number of COVID-19 cases in the state and 372 people have died due to the illness.
