Royal decree to limit excessive bureaucratic paperwork in Saudi courts

Riyadh, Jan 18: King Salman bin Abdul Aziz on Wednesday issued a royal decree in coordination with the Ministry of Justice that requires all government bodies and authorities to limit the requirements for issuing case closers in the courts.

According to a statement released today by the Ministry of Justice, the royal decree directed that a mechanism be developed to replace submitting applications for case closers.

The mechanism is expected to be ready within no more than 90 days to limit the overflow of proceedings and disputes at the court.

A study conducted by a special committee for this matter revealed that the large number of requirements for case closers received by courts from government bodies for reasons that were adequate in the past are no longer valid in the presence of modern technology that links different agencies to each other.

The Ministry of Justice said the royal decree supported the goal of “limiting the flow of lawsuits in courts,” which is part of the National Transformation Program 2020 and the Kingdom’s Vision 2030.

Minister of Justice and Chairman of the Supreme Judicial Council Walid Al-Samaani, believes the royal decree will contribute to finding a solution to the overflow of case closer requests in courts, which isn’t part of their original duty of resolving disputes.

“In addition to that, some case closers and disclaimers can easily be finalized without involving the court, and in a manner that serves the purpose of the government bodies submitting these case closers,” he added.

The ministry pointed out that more than 20 kinds of case closer requests from almost 30 government bodies and others are sent to the courts without coordinating with the Ministry of Justice.

It highlighted that the royal decree concerns all government departments and bodies and aims to review decisions issued by courts for case closers; improve the performance of these bodies in terms of verifying facts and making the right decision; ensure case closers are not requested from a court without coordinating with the ministry to hold joint meetings with the government bodies; find solution for problems; and develop agreements in this regard.

The Tawakkalna application developed by Saudi Arabia's National Information Centre to processes requests for movement permits during the curfew to curb the spread of the virus has become a major helplnine for past few weeks. 

The application developed through the close cooperation between the Ministry of Health and the Saudi Data and Artificial Intelligence Authority (SDAIA) was launched on May 4.

According to Saudi Telecom Group, it handles 20,000 calls daily through the Tawakkalna platform by dedicating a call centre of 600 employees through its Contact Centre Company (CCC). 

The Tawakkalna app can be used to issue e-permits for a selected group of government and private sector employees who were exempted from the curfew, and individuals who have medical appointments as well as couriers.

Tawakkalna has features for the service of citizens and residents, for ensuring their safety and comfort that would contribute to facilitating the access of authorized persons to travel permits.

The official page about Tawakkalna on Twitter, says: “You must always keep in mind that pinpointing your exact location of residence is the only way for you to benefit from the app’s range of services and permits.”

The app will also provide the latest alerts and medical news issued by the Ministry of Health about the virus as well as about its spread, ways to prevent it and movement permits.

Tawakkalna can be used for self-disclosure for people who show signs of coronavirus infection and for requesting ambulance service and other important services for the community.

Through the app users can apply for a one-hour permit for a walk in the neighborhood on a daily basis, thereby encouraging walking during this period of lockdown.

Dubai, May 1: Saudi Arabia has reported 1,344 new coronavirus cases in the last 24 hours, bringing the total number of infections in the country to 24,097, the Ministry of Health announced on Friday.

The ministry also announced 7 more deaths and 392 new recoveries, raising the total number of fatalities and recoveries to 169 and 3,55 respectively.

Out of the 1,344 new cases reported today, 282 were confirmed in Riyadh, 237 in Madinah, 207 in Makkah, 171 in Jubail and 124 in Jeddah in addition to 114 infections in Dammam.

Authorities continue to urge people to stay at home unless necessary despite having relaxed some restrictions and curfews at the start of Ramadan.

Citizens and residents are allowed to go out for necessary needs between 9 a.m. and 5 p.m. but must adhere to precautionary measures such as wearing a face mask and maintaining social distancing practices.

Beirut, Aug 4: A massive explosion has shaken the Lebanese capital of Beirut, with a very high number of casualties expected.

A warehouse at the Beirut Port caught fire on Tuesday afternoon, triggering a huge explosion, Lebanon’s official National News Agency (NNA) reported.

Several smaller explosions were heard before the bigger one occurred.

Abbas Ibrahim, the head of Lebanon’s General Security, said that “highly explosive materials” confiscated earlier had been stored at the site.

Footage shared on social media captured the moment of the bigger explosion, with a colossal shock wave seen traveling fast across several hundreds of meters and shrouding the area in thick smoke.

The blast left enormous material damage to the surrounding buildings and structures. But it was not immediately known how big an area was affected.

There was also no immediate casualty count. Graphic amateur video from the scene showed bodies strewn on the ground, with their clothes blown off.

The NNA said rescue operations were underway. Ambulances were seen heading toward the scene in central Beirut.

Lebanese LBC television channel quoted Lebanon’s Health Minister Hamad Hasan as saying that the blast had caused a “very high number of injuries” and “extensive damage.”

Beirut Governor Marwan Abboud said an unspecified number of firefighters dispatched to extinguish the initial fire had been killed in the explosion.

“As they were putting out the fire, the explosion took place and we’ve [lost them],” he said, breaking down on live TV.

The explosion comes at a time when the Arab country is passing through its worst economic and financial crisis in decades, and amid rising tensions with Israel.
