Rs 15 lakh promised by PM Modi doesn't come under RTI Act: PMO

New Delhi, Apr 24: A query on when the Rs 15 lakh promised by Prime Minister Narendra Modi during his 2014 election campaign would be transferred to people's bank accounts, does not come under the definition of information under the RTI Act and so cannot be answered, the PMO has told the Central Information Commission.

RTI applicant Mohan Kumar Sharma filed a plea on November 26, 2016 - nearly 18 days after demonetisation of Rs 1,000 and Rs 500 was announced by the Prime Minister - seeking to know the date of deposit of Rs 15 lakh in the account of each citizen as promised by Modi, besides other queries.

During the hearing, Sharma told Chief Information Commissioner R K Mathur that complete information had not been provided to him by the Prime Minister's Office (PMO) and the Reserve Bank of India.

The respondent no. 1 (PMO) stated... They have informed the appellant that information sought by him on point nos. 1 and 4 (regarding date of deposit of Rs 15 lakh in the account of each citizen as promised by PM Narendra Modi, how print media houses came to know before the announcement of PM Narendra Modi about the demonetisation, etc.) of the RTI application does not fall under the definition of information' as per Section 2(f) of the RTI Act, Mathur noted.

According to the section 2 (f) of the RTI Act, "information" means any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information related to any private body which can be accessed by a public authority under any other law for the time being in force.

The action/steps taken by the respondent nos. 1 (PMO) and 2 (RBI) in dealing with the RTI application are satisfactory, Mathur noted.

During the 2014 Lok Sabha election campaign, Modi had said each Indian would receive Rs 15 lakh when black money would be repatriated from abroad.

Mumbai, May 4: Days after Facebook, private equity firm Silver Lake said it will invest 56.56 billion rupees ($746.74 million) in Reliance Industries's digital arm, giving it a valuation of 4.90 trillion rupees. Silver Lake on Monday agreed to pay Rs 5,655.75 crore to buy 1.15 per cent stake in the firm that houses billionaire Mukesh Ambani's telecom arm Jio.

The investment in Jio Platforms comes within days of Facebook investing USD 5.7 billion to buy a 9.99 per cent stake in Jio Platforms. The investment is at a premium of 12.5 per cent to the Facebook deal.

"This investment values Jio Platforms at an equity value of Rs 4.90 lakh crore and an enterprise value of Rs 5.15 lakh crore and represents a 12.5 per cent premium to the equity valuation of the Facebook investment announced on April 22, 2020," Reliance said in a statement.

New Delhi, Apr 24: The death toll due to the novel coronavirus rose to 723 with 37 fatalities reported since Thursday evening, while the number of cases saw a record jump of 1,752 to go up to 23,452 cases on Friday, according to the Union health ministry.

The previous highest single day increase was on April 20 when 1,540 cases were reported.

The number of active COVID-19 cases stood at 17,915 as 4,813 people were cured and discharged, and one patient migrated, the ministry said.

Thus, about 20.52 per cent of the cases have recovered so far, an official of the ministry said. 

The Indian Council of Medical Research (ICMR) said that 23,502 samples have been confirmed positive as on April 24 at 9 am.

The health ministry's figure of 23,452 cases include 77 foreign nationals.

A total of 37 deaths were reported since Thursday evening of which 14 fatalities were reported from Maharashtra, nine from Gujarat, three from Uttar Pradesh, two each from Andhra Pradesh, Delhi, Madhya Pradesh, Tamil Nadu and Telangana and one from Karnataka, the ministry's data stated.

Of the 723 deaths, Maharashtra tops the tally with 283 fatalities, followed by Gujarat at 112, Madhya Pradesh at 83, Delhi at 50, Andhra Pradesh at 29, Rajasthan at 27 and Telengana at 26.

The death toll reached 24 in Uttar Pradesh, 20 in Tamil Nadu while Karantaka has reported 18 deaths.

Punjab has registered 16 deaths while West Bengal has reported 15 fatalities.

The disease has claimed five lives in Jammu and Kashmir, while Kerala, Jharkhand and Haryana have recorded three COVID-19 deaths each.

Bihar has reported two deaths, while Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to the ministry data.

However, a news agency tally of the figures reported by various states as on Friday showed 23,577 cases and 743 deaths in the country.

There has been a lag in the Union health ministry figures, compared to the number of deaths announced by different states, which officials attribute to procedural delays in assigning the cases to individual states.

According to the ministry's data updated in the evening, the highest number of confirmed cases in the country are from Maharashtra at 6,430 followed by Gujarat at 2,624, Delhi at 2,376, Rajasthan at 1,964, Madhya Pradesh at 1,852 and Tamil Nadu at 1,683.

The number of COVID-19 cases has gone up to 1,604 in Uttar Pradesh, 984  in Telangana and 955 in Andhra Pradesh. The number of cases has risen to 514 in West Bengal, 448 in Kerala, 463 in Karnataka, 427 in Jammu and Kashmir,  277 in Punjab and 272 in Haryana.

Bihar has reported 176 coronavirus cases, while Odisha has 90 cases. Fifty-five people have been infected with the virus in Jharkhand and 47 in Uttarakhand. Himachal Pradesh has 40 cases, Chhattisgarh and Assam have registered 36 infections each so far.

Chandigarh has 27 COVID-19 cases, Andaman and Nicobar Islands 22 while  18 cases have been reported from Ladakh.

Meghalaya has reported 12 cases, and Goa and Puducherry have seven COVID-19 cases each.

Manipur and Tripura have two cases each, while Mizoram and Arunachal Pradesh have reported a case each.

"Our figures are being reconciled with the ICMR," the ministry said on its website.

States wise distribution is subject to further verification and reconciliation, it said.

Rajghat, Feb 23: The maternal uncle of Dr Kafeel Khan, who was recently arrested for allegedly making inflammatory statements during anti-CAA protests, was shot dead in front of his house at Bankatichak in Rajghat area, police said on Sunday.

Dr Nusratullah Warsi aka Dada (55), a property dealer, was shot dead on Saturday night at about 10:45 pm and an FIR against two people was filed in this connection on a written complaint of his family members.

According to police, it appears to be a case of murder due to monetary and property dispute and they are searching for both the accused.

Dr Kafeel Khan, suspended doctor of Gorakhpur BRD Medical College, was last month arrested under charges of giving a provocative speech during a protest against the CAA and NRC at Aligarh Muslim University and was later charged with the National Security Act.

Warsi on Saturday evening had gone to his lawyer Siraj Tariq's house, a few metres away from his own house, and was returning home on foot when a man shot him in his head, killing him on the spot.

"On the written complaint of family members, case of murder against one Imammuddin and Anil Sonkar has been registered and police has initiated probe and is searching for both the accused. Police met the women in their house and is interrogating them," Circle Officer VP Singh said.

Prima facie it appears to be a case of property and money dispute, he said, adding, three teams have been constituted to investigate the case and soon the accused will be caught.

Dr Kafeel Khan had last month raised apprehension in a Mumbai court about being killed in an "encounter" by the Uttar Pradesh police after claiming that he had been "falsely" implicated in the case by them.

The paediatrician had come to the limelight in 2017 when a controversy broke out after the death of over 60 children in less than a week at the BRD Medical College in Gorakhpur in Uttar Pradesh, where he was posted.
