RS adjourns thrice as SP protests discrimination against UP

New Delhi, Aug 11: Samajwadi Party today forced three adjournments of Rajya Sabha in pre-noon session alleging discrimination by the Centre in releasing funds for Uttar Pradesh.rs

Slogan-shouting SP members trooped into the Well of the House demanding an assurance from the Centre that it would release the share of Uttar Pradesh shortly.

JD-U members too trooped into the Well charging Centre with not implementing the Pradhan Mantri Krishi Bima Yojana (crop insurance scheme) in flood-hit Bihar.

Deputy Chairman P J Kurien first adjourned the house for 15 minutes and then till noon as uproarious schemes continued. The House was adjourned for the third time soon after it reasembled at noon.

Ram Gopal Yadav (SP) gave a notice under rule 267 seeking suspension of business to discuss the alleged discrimination against Uttar Pradesh, while Sharad Yadav (JD-U) gave a similar notice to raise non-release of funds for Bihar.

Soon after listed papers were laid on the table, Yadav said Uttar Pradesh Chief Minister and Chief Secretary have written several letters to the Union government seeking release of the state's share of funds.

Listing out schemes under which funds have not been released, he said Rs 1,425 crore for scholarship for 8 lakh SC/ST and OBC students had not been released, while Rs 4,742 crore compensation for hailstorm-hit areas was yet to come.

Out of Rs 2,780 crore sanctioned for UP from the Central Road Fund, only Rs 219 crore had been released so far, he alleged, adding that not even half of the money allocated under the Pradhan Mantri Gramin Sadak Yojana has been released, leading to stalling of projects.

Also, money under Sarva Siksha Abhiyan, higher education as well as scholarship for minorities and other backwards too had not been released, he said.

"If the Centre does not give an assurance that the due funds will be released in 2-3 days, the House will not be allowed to function," he said.

While Sharad Yadav (JD-U) said similar discrimination was being meted out to Bihar, his party colleague Ali Anwar Ansari said 2,300 villages in 14 districts were under water but the crop insurance scheme was not being implemented there.

Pramod Tiwari (Cong) raised a case of daring heist in a moving train when Rs 5 crore out of Rs 340 crore cash being sent to Reserve Bank of India from Salem in Tamil Naidu was stolen.

He asked how the cash transfer was being done without security and alleged complacency of RBI officials in the loot.

Soon after SP leader Yadav completed his submission, his party members trooped into the Well raising slogans against the government.

Kurien asked members to return to their seats and promised to allow them raise the issue so that the government could react.

But the members remained unrelenting. SP members also urged Defence Minister Manohar Parrikar, who was present in the House, to join them in the Well saying he represents Uttar Pradesh in Rajya Sabha and should stand in solidarity.

As the din continued, Kurien adjourned the proceedings for 15 minutes.

No sooner the House met after the brief adjournment, slogan-shouting members of Samajwadi Party again trooped into the Well.

A helpless-looking Kurien read out the names of 15 members who had to make their Zero Hour mentions.

"I am expressing my inability and apologies to them (members who were to make Zero Hour mention)," he said, as the members could not read out their statements amidst the vociferous sloganeering.

Kurien then adjourned the House till noon.

A similar scenario again prevailed when the House met for Question Hour at noon with SP members raising slogans alleging discrimination by the Narendra Modi government against the state of Uttar Pradesh.

As the disruption showed no signs of abating, Chairman M Hamid Ansari adjourned the House for half-an-hour till 12.32 PM.

Jan 29: Multiple organisations have called for a Bharat Bandh today in order to protest against the recently passed Citizenship Amendment Act and the proposed National Register of Citizens (NRC). The Bharat  Bandh today has been organised in Surat in Gujarat, Jharkhand and Andhra Pradesh. Increased security measures have been put in place in the three states keeping in view the call for shutdown.

According to media reports, the call for Bharat Bandh was given by Maulana Sajjad Nomani of the All India Muslim Personal Law Board (AIMPLB). This was to protest against the controversial CAA-NRC. This call is supported by an NGO based in Surat, Versatile Minorities Forum (VMF). Apart from the VMF, the call for strikes has been supported by organizations such as Bahujan Kranti Morcha, National Association of Street Vendors of India Surat chapter and the Textile Market Workers' Union.

The workers of the VMF were also spotted distributing pamphlets and urging people to support the strike. Several shopkeepers have also put up notices stating that their shops will be shut for the day.

Earlier, Bharat Bandh was called by 10 trade unions and several bank employees in order to protest against the "anti-people policies of the government" on January 8 and 9. A few violent incidents during this Bharat Bandh were reported in West Bengal.

New Delhi, Jun 13: India's COVID-19 tally on Saturday witnessed its highest-ever spike of 11,458 cases, according to the Union Ministry of Health and Family Welfare (MoHFW).

A total of 386 deaths have been reported due to the infection during the last 24 hours.

The total number of coronavirus cases in the country now stands at 3,08,993 including 1,45,779 active cases 1,54,330 cured/discharged/migrated and 8,884 deaths.

COVID-19 cases in Maharashtra continue to soar with the number reaching 101141. Tamil Nadu's coronavirus count stands at 40,698 while cases in Delhi reached 36,824.

New Delhi, Mar 9: A war of words broke out between the BJP and the Congress on Sunday over the Yes Bank crisis with the ruling party seeking to link it with the Gandhi family, while the opposition wondered if the prime minister and finance minister were "complicit" as the bank's loan book grew manifold.

Posting on Twitter a clip of a news channel report that Rana Kapoor, the arrested Yes Bank founder, had bought a painting from Congress leader Priyanka Gandhi Vadra, BJP's information and technology wing in-charge Amit Malviya alleged that every financial crime in India has "deep links" with the Gandhis.

The Congress dismissed the charge "fake" and called it a "diversionary" tactic.

It said Priyanka Gandhi had sold an M F Hussain painting of her father Rajiv Gandhi to Kapoor for Rs 2 crore, and the entire amount was disclosed in her income tax return of 2010.

Malviya tweeted, "Every financial crime in India has deep link with the Gandhis. Mallya used to send flight upgrade tickets to Sonia Gandhi. Had access to MMS (Manmohan Singh) and PC (P Chidambaram). Is absconding. Rahul inaugurated Nirav Modi’s bridal jewellery collection, he defaulted. Rana bought Priyanka Vadra’s paintings."

Congress' chief spokesperson Randeep Surjewala asked how does an M F Hussain painting of Rajiv Gandhi sold 10 years ago by Priyanka Gandhi to Yes Bank owner Rana Kapoor and disclosed in her tax returns connect with unprecedented giving of loans of Rs 2,00,000 crore in five years of the Modi government.

"More so, when (Kapoor's) proximity to BJP leaders is well known," he said.

Rubbishing the BJP's allegation, Congress spokesperson Abhishek Manu Singhvi at a press conference said it was a "diversionary" tactic by the government.

He noted that the bank's loan book rose from Rs 55,633 crore in March 2014, the year Narendra Modi became prime minister, to Rs 2,41,499 crore in March 2019.

"Why did the loan book rise by 100 per cent in two years after demonetisation i.e from Rs 98,210 cr in March 2016 to Rs 2,03,534 ar in March 2018? Were PM and FM sleeping, ignorant or complicit?" he asked.

The entire amount Priyanka Gandhi had received was in cheque and was fully disclosed in the income tax return, Singhvi said.

Surjewala, taking to Twitter, said instead of diverting from the real issue of people's money sinking into a bad bank, should not the government answer questions like how did loans given by Yes Bank rise from Rs 55,633 crore in March 2014 to Rs 2,41,499 crore in March 2019, an increase of almost Rs 2,00,000 crore in fiver years of the Modi government.

Why did the loans given by Yes Bank rise by a whopping 100 per cent in just two years after demonetisation, he asked.

Surjewala also questioned why did the prime minister address a conference sponsored by Yes Bank on March 6 despite the RBI moratorium.

"Why did the Haryana BJP government deposit over Rs 1,000 crore in Yes Bank a month ago, knowing that it was sinking? Is this figure Rs 3,000 cr? Did Fadnavis government in Maharashtra make similar deposits?" Surjewala asked.

"Of course, the government's media proxies won't dare to ask these questions. But the nation wants to know!" he said in a series of tweets.

Kapoor, 62, was arrested by the Enforcement Directorate in Mumbai after charges of alleged financial irregularities and mismanagement in the bank's operations surfaced and the RBI and Union government initiated action to control its affairs.
