RSS to prod govt over migration from Nepal, Bangladesh

New Delhi, Sep 3: The RSS is likely to prod the NDA government on fears of a changing demographic profile in districts bordering Nepal and Bangladesh as the three-day coordination meeting with the BJP entered the second day on Thursday.

Top ministers and BJP leaders were in attendance at the meeting being presided over by RSS chief Mohan Bhagwat at a Madhya Pradesh government guest house in the national capital.

Sources said the RSS was concerned about the census data based on religion, released by the government recently, which indicated a steep rise in Muslim population in some districts in Assam and West Bengal, attributed to influx of Muslims from Bangladesh.

The RSS, however, considers Hindus fleeing from Bangladesh as refugees, making a clear distinction with Muslims who enter India illegally.

The recent terror strikes in Jammu and Kashmir and the Patel reservation row in Gujarat are also expected to be taken up in one of the sessions in the next two days. The RSS is considered the BJP ideological mentor.

On Thursday, the saffron brethren are expected to hold parleys on subjects like internal security and ways to protect the Indian culture. The Vishwa Hindu Parishad (VHP) is also expected to rake up the Ram Temple issue.

Around 93 leaders from the greater Sangh Parivar are attending the meeting, which RSS leaders describe as a “routine” exchange of notes on various issues of national importance.

On day one of the conclave, some Union ministers and BJP chief Amit Shah gave a presentation on the initiatives taken by the Narendra Modi government.

The RSS later asked the NDA government to maintain “a balance between agriculture and industry” and resolve without delay the protracted demand of retired soldiers for a one-rank, one-pension (OROP) scheme.

Sangh members made a host of suggestions when BJP chief Amit Shah and some ministers presented a report on government initiatives.

The RSS pitch for agro-based industries and micro, small and medium enterprises came at a time the Centre went slow on its push to amend the contentious land acquisition law. The Sangh’s farmer union had red-flagged the land ordinance.

Prime Minister Modi is expected to attend the meet on Friday.

Kochi, Apr 24: The central government on Thursday submitted a statement in the Kerala High Court on the three petitions challenging the contract between Kerala government and US-based data analytics company Sprinklr.

Assistant Solicitor General P Vijayakumar filed the statement on behalf of the central government, which is the second respondent in the case.

The statement said that the contract between the Kerala government and Sprinklr dilutes the rights of the people. It stated the contract does not specify the amount of compensation that individuals should receive in case of breach of privacy or misuse of information.

It also said that it was not clear whether the information was collected and handed over to the data analytics firm with full consent of the patients (suspected and otherwise).

''It is always preferable to utilise the services available in the government sector for sharing sensitive data required for analytical purposes.

The Government of India has introduced the 'Aarogya Setu' application for collection of health data and about seven crore Indian citizens have already downloaded the same. All the state governments are advised to promote the said application for fighting the pandemic," the statement said.

It was further submitted that the "Government of India with the support of NIC is capable of providing all the requirements relating to data storage, processing and application which are being offered the third respondent, if a request to that effect comes from the state government."

Kerala Congress leader Ramesh Chennithala and BJP state president K Surendran had earlier approached the Kerala High Court seeking cancellation of the state government's agreement with Sprinklr for processing of data related to COVID-19 patients.

New Delhi, Feb 10: The government is set to privatise Central Electronics Ltd, a CPSE under the Department of Science and Technology, by selling its 100% stake with management control and has invited the Expression of Interest for the same by March 16.

The selected bidder will be required to lock in its shares for a period of three years during which it cannot undertake the sale of its stake in CEL, the PIM (Preliminary Information Memorandum) said.

"The government of India has 'in-principle' decided to disinvest 100 per cent of its equity shareholding in CEL (which is equivalent to 100 per cent of the total paid up equity share capital of CEL) through Strategic Disinvestment with transfer of management control (Strategic Disinvestment or Transaction)," DIPAM, the Disinvestment Department, said.

The process for the transaction has been divided into two stages, namely, Stage I and Stage II.

After BPCL and Air India, this is yet another CPSE which government is slated to privatise if it gets offers from bidders.

The government has set a challenging target of Rs 2.1 lakh crore disinvestment proceeds from CPSE sell-offs and IPOs, OFSs (Offer for sale) in the next fiscal and it going out all guns blazing to meet that target after revising this fiscal target of Rs 1.05 lakh crore to Rs 65,000 crore.

The Interested Bidders (which can also include employees of CEL) must have a minimum net worth of Rs 50 crore as on March 2019. DIPAM has released complete invitation Preliminary Information Memorandum (PIM) of CEL. Resurgent India Limited is the advisor to the Transaction.

CEL is a pioneer in the country in the field of Solar Photovoltaic (SPV) with the distinction of having developed India's first Solar cell in 1977 and first Solar panel in 1978 as well as commissioning India's first solar plant in 1992.

More recently, it has developed and manufactured the first crystalline flexible solar panel especially for use on the passenger train roofs in 2015.

Its solar products have been qualified to International Standards IEC 61215/61730. CEL is further working on development of a range of new and upgraded products for signaling and telecommunication in the railway sector.

In the SWOT analysis of the CPSE, DIPAM has stated under weakness that "the company has weak financial loss due to past losses, high manufacturing cost and non payment of dues by state nodal agencies affecting the financial position of the company".

The CPSE has adequate land for expansion, the SWOT analysis said adding "the CPSE faces threat of dumping of solar cells at very low rates which makes solar PV manufacturing industry unviable".

Entry of new players in the market for solar products and railway signalling systems also is cited as a threat.
