Santosh Hegde bats for legalisation of gambling, betting and prostitution

Hyderabad, Jul 7: Supporting the Law Commission's recommendation on allowing gambling and betting in sports, retired Supreme Court Judge N Santosh Hegde has even favoured legalising prostitution, saying vices cannot be abolished by the state.

"A person who thinks vices can be abolished by law is living in a fool's paradise," said the former Solicitor General of India. The Law Commission on Thursday recommended that gambling and betting in sports be allowed as regulated activities taxable under the direct and indirect tax regimes and used as a source for attracting foreign direct investment (FDI).

"It's a very good recommendation", Hegde told PTI. "There are certain vices which cannot be controlled by law and any attempt to control such vices will lead to illegal systems developing".

"We have experienced it earlier when there was prohibition. There is illicit liquor production there (where prohibition was in place). Government loses excise duty, the vice will continue, you can't control it. These are certain things which can't be controlled by law", he said. Similarly, illegal gambling is going on in the country. Making it legitimate and by controlling it, 70-75% of illegal activities will stop, the former Karnataka Lokayukta said.

"But certain amount of control is absolutely necessary". Asked if he thought prostitution should also be legalised, Hegde said: "It has to be legalised. It's going on everywhere. What's the big idea of..(keeping it illegal). It should be legalised".

"It (prostitution) has become a regular profession now. It should be legalised and people (engaged in prostitution) should be licensed. Then alone there will be control over the system", Hegde said.

These are certain vices which cannot be abolished by the state, he said. Otherwise, it would then go on in an illegal manner. Better than that was to have control over the system. "Which is the city or the state where there is no prostitution? We are just closing our eyes and saying it's not there. And in places like Mumbai, there are certain areas recognised by the Government where prostitution continues. Therefore, morality can't be controlled by law. It can only be controlled by religion and religious leaders", he said.

All religions respect tradition of marriage universally, if same activity goes without bond humanity,respect,responsibility will derail in society,it is already tested issue in US and Europe,because of that their children lavarish and parents in ashramas,by leagalising crime we are encouraging society to become a criminals it never suit Indian culture.

The crime is crime.
If we cannot control it, it is our problem,
we can not make the crime non-crime. 
Therefore there is no chance to make those a legal.

Western Countries still unable to find control even after it was legalised... Please study before you give permission... There are many children who are unable to identify their parents name while giving admission in their school.... Better dont inviite such things to india... sir.

Srinagar, Jan 14: Davinder Singh, deputy superintendent of police, who was arrested on Saturday along with two Hizb terrorists and a Hizb overground worker in Kulgam, has confessed to his interrogators that he had received Rs 12 lakh from the terrorists to ferry them to Jammu and then Chandigarh for their onward journey to New Delhi, IG (Kashmir) Vijay Kumar told the media here on Monday.

Intelligence sources said the terrorists planned to carry out attacks on Republic Day.

The DSP was suspended on Monday and is likely to be stripped of all his awards, including the President’s Police Medal for anti-militancy operations.

Davinder, who was interrogated by various intelligence agencies, including IB, military intelligence and RAW, besides the police, has disclosed that he had put up the terrorists at his Indira Nagar house in Srinagar, right next to the Army’s 15 Corps HQ, and thereafter accompanied them to Jammu in a Maruti car driven by the Hizb overground worker, intelligence sources claimed.

Meanwhile, sources said the Union home ministry may hand over the case to the NIA to find the real motive of the terrorists, Davinder’s links to terrorism and whether he had helped terrorists in the past as well.

The two Hizb terrorists arrested with Davinder are Naveed Babu alias Babar Azam, a resident of Nazneenpora in south Kashmir’s Shopian district, and his associate Rafi Ahmad Rather. The Hizb overground worker, identified as Irfan Shafi Mir, was driving the vehicle when it was intercepted by the police on Saturday. Irfan Shafi Mir has travelled to Pakistan five times on his passport.

Davinder, interestingly, was on duty ensuring security cover for the envoys of 15 countries who visited Srinagar at the Union government’s invitation last week.

Bengaluru, Mar 11: Jyotiraditya Scindia has not betrayed the Congress, but he has been betrayed by the Congress and Kamal Nath, said on Wednesday Madhya Pradesh Congress MLAs who are camping here after tendering the resignations.

"It is not Jyotraditya Scindia who has betrayed. Instead, he has been betrayed by the Congress and Kamal Nath. Despite the fact that it was his hard work that enabled Congress to form the government in MP after 15 years, yet he was being sidelined. His people were sidelined," Mahendra Singh Sisodia was heard saying in a video.

Taking a veiled jibe at Chief Minister Nath, Sisodia said: "On one hand, you claim that treasury is empty and on the other, works worth Rs 12,000 crore is done in Chhindwara constituency. Are the rest of MLAs and ministers just killing time?"

He also warned other Congress MLAs that the party would be decimated in the state in the future.

"Did not the Congress trick people in MP? What happened to the farm loan waiver announced? When we go to our region, people ask us what happened to loan-waiver.
What happened to curb corruption, Vyapam? Whichever party Scindia joins, we will go with him," he said.

Former MP Minister Imarti Devi said that all 22 MLAs are in Bengaluru out of their own choice.

"All 22 MLAs are here (in Bengaluru) on their own will. We are happy Scindiaji has taken this decision. I will always stay with him even if I had to jump in a well. Kamal Nathji never heard us," she said.

Another leader dismissed talks of being in touch with anyone and said that they are happy with the decision of Scindia, who joined the BJP earlier today. He had resigned from the Congress on Tuesday.

Bengaluru, Feb 8: The Department of Religious Endowments in Karnataka will undertake 'Ratha Yatras' in 110 major temples of the state, in order to inform the public about mass marriages, scheduled to be held on April 26.

The publicity campaign through Rath Yatra will be flagged off from Mookambika temple in Kollur of Udupi district from February 13.

The mass marriage programme 'Saptapadi,' would be held in 100 major temples of Muzrai department. The second phase would be held on May 24, Minister for Ports, Fisheries and Muzrai Kota Srinivas Poojary told newspersons here on Friday.
