Sartaj Aziz to visit India on 23 August for first-ever NSA-level talks between India, Pakistan

New Delhi, Aug 14: National Security Advisers of India and Pakistan will meet in New Delhi on 23 August to discuss all issues connected to terrorism for the first time which Islamabad described as an "ice-breaking" move.

sartajThe confirmation for the talks by Pakistan comes amid simmering tensions following terror attacks in Punjab and Jammu & Kashmir and incidents of ceasefire violations resulting in causalities, prompting strong diplomatic protests from both sides.

"Yes, I can confirm it that I will be going to India on (August) 23rd for talks," Prime Minister's Advisor on National Security and Foreign Affairs Sartaz Aziz told reporters in Islamabad.

The announcement on Thursday by Aziz came after considerable dilly-dallying by Pakistan, generating speculation that the army was against it as it was unhappy over non-inclusion of Kashmir in the statement which was issued after the meeting between the Prime Ministers of the two countries in Ufa.

According to the Ufa statement, the two sides agreed on a "meeting in New Delhi between the two NSAs to discuss all issues connected to terrorism".

After the meeting between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif last month, India had proposed 23-24 August for the meeting between National Security Advisor Ajit Doval and Aziz in New Delhi.

"Our Prime Minister has always believed in dialogue. It was India which suspended the meeting which was scheduled between the two Foreign Secretaries on August 25 last year. And then at India's request the two Prime Minister's met in Ufa, Russia, on 10th July and they agreed that the two NSAs will meet in Delhi," Aziz said.

"It (upcoming meeting) is not a breakthrough in terms of composite dialogue on all issues. But at least it is ice-breaking on some issues. And let us hope that it would lead to further more comprehensive dialogue on all the issues between the two countries. So we do believe in dialogue to resolve the issues," he added.

Officials said the decision for the Aziz-Doval meeting was taken after the final nod by Sharif, who returned last night from his three-day visit to Belarus.

Last week, Aziz had said that Pakistan is preparing the agenda for talks.

He had said Pakistan wants a constructive, sustained, unconditional and result-oriented dialogue with India on all issues of mutual concern including the core issue of Kashmir.

A Pakistani Foreign Office official had said Pakistan is aware of India's agenda to highlight the issue of terrorism and planning is being done to counter it.

With India suffering two terror attacks in Punjab and Jammu and Kashmir in the recent past, Doval is expected to make India's case forcefully in the talks over the issue, including the alleged involvement of Pakistani nationals in these attacks and the bail to 26/11 accused Zaki-ur-Rehman Lakhvi.

India has said they have arrested a Pakistani national for carrying out an attack on Indian forces in Kashmir though Islamabad has denied that the attacks were perpetrated by terrorists who had infiltrated from its territory.

There have also been 19 ceasefire violations along the Indo-Pak border in July in which four persons, including three Indian soldiers, were killed. Pakistani troops had targeted forward Indian posts along the LoC on multiple occasions in August also.

Earlier, the two countries had exchanged a war of words over a "spy" drone which Pakistan alleged was being used by India for aerial photography near the Line of Control (LoC), a claim dismissed by New Delhi.

The Drugs Controller General of India (DCGI) has given nod to the Serum Institute of India (SII) for conducting phase 2 and 3 human clinical trials of the Oxford University developed Covid-19 vaccine candidate in the country.

Government officials said that the approval for conducting phase 2 and 3 clinical trials by the SII was granted by DCGI Dr V G Somani late Sunday night after a thorough evaluation based on the recommendations of the Subject Expert Committee (SEC) on Covid-19.

"The firm has to submit safety data, evaluated by the Data Safety Monitoring Board (DSMB), to the CDSCO before proceeding to phase 3 clinical trials," a senior official said.

"As per the study design, each subject will be administered two doses four weeks apart (first dose on day one and second dose on day 29) following which the safety and immunogenicity will be assessed at predefined intervals," the official said.

As a rapid regulatory response, the expert panel at the Central Drugs Standard Control Organisation (CDSCO) on Friday, after a detailed deliberation and considering the data generated on the vaccine candidate in phase 1 and 2 of the Oxford University trial, had recommended granting permission for phase 2 and 3 clinical trials of the potential vaccine, 'Covishield', on healthy adults in India,  the officials said.

Currently, phase 2 and 3 clinical trials of the Oxford vaccine candidate is going on in the United Kingdom, phase 3 clinical trial in Brazil and phase 1 and 2 clinical trials in South Africa.

The officials said that the SII had submitted a revised proposal on Wednesday after the SEC on July 28, following deliberation over its application, had asked it to revise its protocol for the phase 2 and 3 clinical trials besides seeking some additional information.

The panel had also recommended that the clinical trial sites which have been proposed for the study be distributed across India.

According to the revised proposal by the SII, 1,600 people aged above 18 years will participate in the trials across 17 selected sites, including AIIMS-Delhi, B J Medical College in Pune, Rajendra Memorial Research Institute of Medical Sciences (RMRIMS) in Patna, Post Graduate Institute of Medical Education and Research in Chandigarh, AIIMS-Jodhpur, Nehru Hospital in Gorakhpur, Andhra Medical College in Visakhapatnam and JSS Academy of Higher Education and Research in Mysore.

"According to the application, it would conduct an observer-blind, randomised controlled study to determine the safety and immunogenicity of 'Covishield' on healthy Indian adults," the official said.

The SII, which has partnered with AstraZeneca, for manufacturing the Oxford vaccine candidate for Covid-19 had submitted its first application to the DCGI on July 25 seeking permission for conducting the phase 2 and 3 trials of the potential vaccine. 

Initial results of the first two-phases of trials of the vaccine conducted in five trial sites in the UK showed that it has an acceptable safety profile and homologous boosting increased antibody response, sources had said.

To introduce the vaccine, SII, the world's largest vaccine maker by number of doses produced and sold, has signed an agreement to manufacture the potential vaccine developed by the Jenner Institute (Oxford University) in collaboration with British-Swedish pharma company AstraZeneca.

New Delhi, May 12: Stranded for over 50 days due to the lockdown and suspension of passenger train services, many people in the national capital will finally be able to reach their destinations in different parts of the country after the railways resumed services on Tuesday.

Three special AC trains will leave the New Delhi railway station for Dibrugarh, Bengaluru and Bilaspur.

The train to Dibrugarh in Assam will leave at 4.45 p.m, while the one leaving for Bilaspur in Chhattisgarh and Bengaluru in Karnataka will leave the New Delhi station at 5.30 p.m and 9.15 p.m respectively.

Entry to the station has been facilitated from the Paharganj side for all confirmed ticket holders. No entry for passengers holding such tickets will be permitted from the Ajmeri Gate side, the railways said.

Railway authorities have put barricades outside the station premises and only those with confirmed tickets are being allowed to enter.

All passengers are undergoing thermal screening before entering the station premises. For this purpose, they have also been asked to reach the station 90 minutes prior to the departure of the train.

A senior Railway Police Force officer said every passenger is being subjected to thermal screening. Hand sanitiser machines have also been placed at the entrance and the passengers are being advised to sanitise their hands before entering the station premises.

Syed Yasir, a private retail sector executive, said due to the resumption of services he will now be able to go to Nagpur to be with his family on Eid. 

Surendra, an engineer with a PSU, was on an assignment in Agra when the lockdown was announced. After the Railways decided to resume passenger train services, he came to Delhi in a private vehicle to board the train to Bengaluru.

"I was on an assignment in Agra where I was stuck. I have come from Agra in a private vehicle and now going to board the train to Bengaluru," Surendra, who identified himself with his first name, said.

Five more trains bound for Delhi will leave from Patna, Bengaluru, Howrah, Mumbai and Ahmedabad, the railways said.

Mumbai, Jul 2: The Shiv Sena on Thursday termed the ban on 59 Chinese apps by the Indian government as a "digital strike" and asked if these apps were a threat to the national security, how did they operate for so many years.

An editorial in Sena mouthpiece 'Saamana' sought to know when did the Centre realise these apps were a threat to the national security.

By banning the Chinese apps, Prime Minister Narendra Modi protected the interests of Indian internet users and his courage has be lauded, the Marathi publication said.

India on Monday banned 59 apps with Chinese links, including TikTok, UC Browser, SHAREit and WeChat, saying they were prejudicial to sovereignty, integrity and security of the country.

"If these apps were a threat to national security, how is it that these apps were functioning without any hurdles for so many years. If the opposition says the government neglected national security,then what will the Centre's stand be?" the Shiv Sena asked.

It said questions should be raised on all the previous governments for "allowing national data to go out of the country".

China has expressed displeasure over the Indian government's decision, the Marathi daily said, adding that Chinese soldiers are "still not ready to leave the Galwan Valley (in Ladakh)".

The Sena said it took the sacrifices of 20 soldiers for the government to realise Indian data was being illegally taken out of the country.

"The government took revenge by a digital strike," it stated.

There have been complaints earlier that users' data on Chinese apps was illegally sent out of the country, and apps like TikTok were "promoting vulgarity", it said.

"Many TikTok stars had reportedly joined the BJP," the Sena claimed. "What will happen to them?" it asked.

There is a need to break China economically, but that will not happen by banning its apps. The issue is about trade and investment between the two countries, it said.

"The largest Chinese investment is in Gujarat.

Chinese company Huawei has got the contract to set up 5G network in India. This company having keys to India's digital economy is akin to the Chinese Communist Party owning the Indian economy in future," it said.
