Saudi Arabia mulls permanent residency for expatriates

Manama, Apr 6: Saudi Arabia could introduce a system for its millions of expatriates that would be similar to the Green Card system in the US.

expatriatesThe inclination, announced by Deputy Crown Prince Mohammad Bin Salman Al Saud in an interview with Bloomberg, would help the kingdom generate new revenues for the national economy.

No details were given by Prince Mohammad, but with around nine million foreigners living in the vast kingdom, making up one third of the total population, the system would be a source for the country as it seeks to implement an ambitious package of new reforms and measures that will considerably improve its non-oil revenues and “raise at least an extra $100 billion a year by 2020, more than tripling non-oil income and balancing the budget.”

“It's a large package of programmes that aims to restructure some revenue-generating sectors,” Prince Mohammad told Bloomberg.

The emulation of the American Green Card system would be alongside more steps to restructure subsidies and the imposition of a value-added tax and a levy on energy and sugary drinks as well as luxury items, the deputy crown prince reportedly said.

Most of the foreigners in Saudi Arabia and fellow Gulf Cooperation Council (GCC) countries – Bahrain, Kuwait, Qatar, Oman and the United Arab Emirate – are Asians, mainly unskilled workers in the booming building and service sectors.

In his interview, Prince Mohammad expressed optimism the new measures would reinforce the government's drive to reduce reliance on oil and to boost non-oil revenues.

“We did a quick fix in 2015 which increased our non-oil revenue by 35 per cent,” he said. “This year, we are trying to target over $25 billion. I believe we will succeed in achieving more than $10 billion in non-oil revenue in 2016.”

With the dramatic slump of oil prices, the GCC countries have been looking at viable options to generate non-oil sources and reduce threats to fiscal stability and sustainability.

Experts believe that hydrocarbon exports represent more than 80 per cent of the total revenue in the GCC countries where taxation is almost absent.

The main non-oil revenue base in the GCC states currently includes customs duties and fees and charges.

Bahrain, the first GCC country to discover oil in 1932, has been leading the way in the diversification of non-oil resources.

Bengaluru, Mar 16: Stepping up measures to curb spread of coronavirus in the state, the Karnataka government would start thermal screening of visitors at various places including the vidhana soudha, high court, secretariat, and city civil courts, from Tuesday.

In view of coronavirus scare, screening of visitors has already begun at Chief Minister B S Yediyurappa's residence at Dollar's Colony in the city.

A medical team has been deployed for the purpose, sources close to the CM told PTI. Medical screening of passengers arriving at the Kempegowda International Airport here was underway. So far seven people have been tested positive in the state while one of them died due to COVID-19 in Kalaburagi.

The Department of Health and Family Welfare said the procurement of equipment such as scanners would be completed by Monday.

"The procurement of scanners, other supplies, deputation of staff nurses and trainingshall be held and completed on March 16, Monday itself on war footing basissetting aside other works," Commissioner of Health and Family Welfare department, Pankaj Kumar Pandey said in his order to district level health officers.

The KarnatakaState Drugs Logistics and Warehousing Society (KSDLWS) would procure and give the thermal scanners to the district health and family welfare officers of Bengaluru Urban, Kalaburagi, Dharwad, it said. Sufficient virus filtering N95 masks, handgloves and sanitisers would also be provided to the officers, it added.

Dubai, Jul 5: Three Indians, who were repatriated on a chartered flight from the UAE on Friday, have been held in the state of Rajasthan after officials seized gold worth Dh2.2million from them, the government announced on Saturday.

They are likely to be placed under arrest along with 11 others, who were repatriated from Saudi Arabia, from whom gold worth Dh5.5million was seized, a statement from the government tweeted by Press Information Bureau in Rajasthan said.

The gold bars were hidden in emergency lamps, photos attached to the tweets showed.

The 14 passengers had arrived at the Jaipur International Airport by two chartered flights.

They were intercepted by the Customs team at the airport and 31.9kg of gold valued at Rs156,759,820 (Dh7.7million) concealed in the baggage was recovered from these passengers.

Three passengers arrived from Ras Al Khaimah by Spice Jet Flight SG9055 and 12 gold bars/bricks weighing 9.3kg valued at Rs.45,761,100 (Dh2.2million) were recovered from them, the statement said.

The Indian Consulate in Dubai confirmed to Gulf News that the flight was chartered by a private company for repatriating its employees.

It is suspected that the passengers were used as carriers to smuggle gold.

The other 11 accused had arrived from Riyadh and 22.65kg of gold bars, predominantly with Suisse markings, valued at Rs110,998,720 (Dh5.5million) were recovered from them.

“The said recovered gold bars have been seized under Section 110 of the Customs Act, 1962. The said passengers are being interrogated and are likely to be placed under arrest in terms of section 104 of the Customs Act, 1962,” the statement added.

Indian media had earlier reported similar cases in which stranded Indians were apparently lured to be carriers for smuggling gold on repatriation flights from various countries.

A spike in gold smuggling attempts using Indians getting repatriated after losing jobs was also reported from the Indian state of Kerala.
