Saudi: Expats welcome ‘green card’ but say questions need to be answered

Jeddah, May 16: The Saudi Cabinet has given formal approval to the Privileged Iqama residency scheme, widely known as the Saudi “green card.”

The scheme will enable expatriates to permanently reside, own property and invest their assets in the Kingdom.

A special committee has been given 90 days to determine regulations governing the scheme, including fees for applicants, conditions and procedures, and a schedule of benefits.   

The scheme has been welcomed by expats in the Kingdom.

Lia Cidalia Da Graca Espiguinha, a 38-year-old Portugese licenced child care provider, said that the decision was “good for the country.”

“A lot of people wish to be here working, and a lot of people want to know the country better and they want to come to Saudi Arabia; so I think it is good for all,” she said. “It is good for the people that want to come and good for the country because it will bring money.”

However, Yawar Hussein, a 27-year-old software technician based in Jeddah, believes qualifying candidates should not be grouped into a single category.

“My parents came from India 35 years ago. They sacrificed a lot of their life for this country. My brothers and sisters were all born here. I can say that in many ways I feel more Saudi than Indian. I hope this ‘green card’ iqama will offer some exemptions or discounts for us expats that were born and have only ever lived in one country — the Kingdom of Saudi Arabia.”

Mohammed Abu Omar, a 47-year-old branding consultant from Yemen, believes that it is still too early to form a definite opinion, but nevertheless believes it is a step in the right direction.

“I believe it is still early, as we have no clue who will be eligible for this or not. Also, there is the question of the fees. Will this cater only to those who have large bank accounts? But overall, this is great news of course. This should have been done decades ago. God-willing, it benefits this wonderful country, because the (expat) people have a lot to offer, and the contribution will be massive. So, the way I see it, this opportunity should open up the market for hiring more local people as the demand will rise with everyone having the opportunity and right to own their own business. But these laborers are actually the majority of people who are sending money out of the Kingdom, and if this (green card) is catered to them, surely they will begin to reinvest back into the country instead.”

And while many expat workers have welcomed the news, some, such as Bangladeshi driver, Ameen Udeen, say they will be unaffected by the decision.

“This ‘Privileged Iqama’ means nothing to me as a Bangladeshi driver who makes SR2,000 a month (of which I send most back home). I haven’t heard what the fees will be but they say that it will be very costly. I’m sure that I will not be able to afford it. For me, this new iqama is not meant for us drivers, house-helpers and laborers. Surely we cannot afford the benefits given our salary,” he said.

The Saudi Shoura Council voted for a new residency permit for qualifying expatriates, the “Privileged Iqama,” giving them the right to permanently live, work and own their own business and property in the Kingdom.

The permit scheme will enable Saudi Arabia to attract investors, Commerce and Investment Minister Dr. Majid Al-Qassabi said.

Al-Qassabi noted that the scheme is similar to residential practices around the world, attracting quality residents to the Kingdom while protecting the interests of Saudi citizens.

Ibrahim Al-Omar, governor of the Saudi Arabian General Investment Authority (SAGIA), said: “Our aim is to attract innovators from across the world to live and work in Saudi Arabia — and this reform will play a significant role in doing so. These investors and entrepreneurs will help to drive private-sector growth.”

“It is important that stakeholders understand that Saudi Arabia offers significant long-term opportunities,” he said. “We want to attract people who will build a foundation and a network in Saudi Arabia, and who will play a role in the future development of the Saudi economy and benefit from the growth opportunities it presents.”

Dubai, May 7: As India begins the world’s largest evacuation mission by repatriating its overseas citizens stranded due to COVID-19, as many as 354 of them from the UAE will fly into their home country in the first two flights to Kerala today.

An Air India Express flight, which is scheduled to take off from Abu Dhabi to Kochi at 4.15 pm is the first flight, which will be followed by a Dubai-Kozhikode flight of the same airline at 5.10pm. The Indian missions in the UAE finalised the list of passengers, who were chosen based on the compelling reasons they submitted while registering their names.

Selection criteria

These include pregnant women and their accompanying family members in some instances, people with medical emergencies, workers and housemaids in distress, families with cancelled visas, bereaved family members who couldn’t attend funerals back home, a few students and stranded visitors and tourists including two brothers who got stranded in Dubai International Airport for 50 days, the missions said.

Short-listing the first passengers from among a database of more than 200,000 applicants, who include around 6,500 pregnant women, has been a mammoth task which posed several challenges for the missions, Neeraj Agrawal, Consul Press, Information and Culture at the Indian Consulate in Dubai told Gulf News.

He said the consulate set up an operations room in a tie-up with community volunteers from Kerala Muslim Cultural Centre, Indian Association Ajman, AKCAF Task Force, the BAPS Mandir, Indian People’s Forum, and Tamil Ladies’ Sangam.

 “We are trying to accommodate as many deserving people as possible. We expect the understanding of the people. It has been very difficult to sort out everyone’s urgency.”

“We cannot do a lottery system in this and we had to make sub- categories to ensure there is a mix of people with different types of urgencies.”

“Though we want to give priority to pregnant women, it is practically not possible and not good for the health and safety of the applicants to allot a lot of them on the same flight.”

He said 11 pregnant women have been issued tickets on the Dubai-Kozhikode flight.

“That is the threshold we can allow on a flight.”

Volunteer support

The consul appreciated the support of the volunteers in finalising the flight manifest.

“But our response ratio was very less. Many people whose names came up on top of the list were not willing to go on the first flights.”

Due to various constraints like this and sometimes the details of accompanying persons not readily being available, he said the mission was not able to quickly reach out to who might be really in need.

“However, we have given due consideration to people who got in touch with us with their emergency needs. At the time of issuing tickets, we had about 20 such cases.”

He said the Consul General of India in Dubai Vipul led the entire operation and Pankaj Bodkhe, consul, education, was in charge of the Dubai flight.

A big challenge

“It has been a big challenge. Our only concern is that despite our best efforts, sometimes people with more compelling reasons might have got left out on the first flights because of the volume of people who have reached out to us.”

Since there is a chance that some passengers with tickets might not be allowed to fly if they fail the medical screening including blood tests to check antibodies for COVID-19, he said some applicants in the waiting list have been asked to be on standby at the airport.

People with emergencies wishing to fly to other destinations also could not be included, he pointed out.

“We had to ask them to wait. We are unable to send them to other destinations. We can see their desperation. We feel sorry and desperate.”

He said the government is trying to add more flights to un-chartered destinations and a new flight from Dubai to Kannur has been added on May 12.

Passengers of today’s flights have been urged to reach the airport four to five hours prior to departure to facilitate the medical screening.

Riyadh, June 23: Saudi Arabia has decided to go ahead with the Hajj pilgrimage with strict health measures and protocols in an effort to prevent the spread of covid-19.

Minister of Health Dr. Tawfiq Al-Rabiah and Minister of Hajj and Umrah Dr. Muhammad Saleh Benten today addressed a joint virtual press conference today. 

Minister of Hajj expected that number of domestic pilgrims performing the pilgrimage this year will not be more than 10,000. He also confirmed that no pilgrims from outside the Kingdom will be allowed to perform Hajj this year.

Dr. Al-Rabiah said pilgrims should be less than 65 years of age and not suffering from any chronic diseases.

The Hajj pilgrimage, which is one of the five pillars of Islam and a must for able-bodied Muslims at least once in their lifetime, will this year only welcome a “limited number” of people from inside the Kingdom, authorities had said on Monday.

Every year, about 2.5 million pilgrims visit the holiest sites of Islam in Makkah and Madinah, which could make it a possible breeding ground for the disease.

To prevent COVID-19 from spreading among pilgrims, the health ministry, in collaboration with the Ministry of Hajj and Umrah, has developed the plan to ensure the safety of all visitors.

“We have worked with the Ministry of Health to develop preventative and precautionary measures and protocols that are needed to ensure a safe Hajj season,” Benten said.

Protocols:

1. No more than 10,000 people will be allowed to perform the Hajj pilgrimage.

2. All pilgrims will be tested before they reach the holy sites.

3. Only those under the age of 65 will be allowed to perform Hajj this year.

4. All pilgrims will be asked to self-quarantine after they complete the Hajj rituals.

5. All workers and volunteers will be tested before the Hajj pilgrimage begins.

6. The health status of all pilgrims will be monitored daily.

7. A hospital has been prepared for any emergency that occurs during the pilgrimage.

8. Social distancing measures will be enforced.

Dubai, May 5: A Saudi ministerial decision issued on Monday allows companies in the private sector to reduce salaries by 40 per cent and allows termination of contracts owing to the economic hardships resulting from the COVID-19 pandemic, according to daily newspaper Al Sharq Awsat.

The new decision was still not published by the cabinet according to the newspaper.

The decision which the newspaper saw a copy of was signed by Saudi Ministry of Human Resources and Social Development to regulate the labour contract in the current period, allows employers to reduce the employees salaries by 40 percent of the actual effective wage for a period of 6 months, in proportion to the hours of work and allowing the termination of employee contract after 6 months of the COVID-19 circumstances.

The new decision has also included a provision in which the employer would be allowed to cut wages even he or she benefits from the subsidy provided by the goverment, such as those for helping pay workers wages or exemption from government fees.

The decision also stressed that employers are not allowed to terminate any employee, unless three conditions are met.

1.            First the passing of six months since the measures of salary cut has been taken

2.            Reducing pay, annual leave and exceptional leave were all used

3.            Company proves that its facing financial troubles due to the circumstances.

The memo, which goes into affect as soon as its published in the government’s official newspaper, ensures that the employee will receive his/her salary if on annual leave within the period of 6 months.
