Saudi: Labour ministry plans program to protect rights of domestic workers

Jeddah, Mar 15: The Ministry of Labor announced plans to launch a program next week to ensure the rights of domestic workers and to ascertain the responsibilities of employers toward their employees.

The program will introduce and discuss the rights that domestic workers are entitled to receive from their employers, including health care, contract renewals, paid sick leaves and days off.

In addition, the program will also provide information on service providers, such as recruitment offices and the commission responsible for the settlement of labor disputes.

“I believe that domestic workers will benefit immensely through this program,” said Mohammad Nazmul Islam, consul general of Bangladesh. “It does not only benefit domestic workers, but will also raise awareness among sponsors of their rights over domestic workers. I hope this will be implemented as soon as possible.”

The Ministry of Labor also recently announced that their customer service center now provides services in eight different languages in order to spread a clear understanding of labor rights and make it easier to lodge complaints or report irregularities to authorities.

This service is set to serve all employees and domestic workers in the Kingdom. The ministry states that with the help of the ministry’s toll free number, workers are now able to report of any violation or mistreatment they receive from their sponsors.

Islam said that the ministry has taken up the initiative in providing customer services in eight different languages. “Not many domestic workers are able to converse in either Arabic or English. There is always a language barrier when they try explaining things to authorities.”

According to M.B.M Zarook, first secretary at the Sri Lankan Consulate in Jeddah, the Ministry of Labor has taken considerable steps to protect the rights of migrant workers compared with last year.

“I appreciate the Saudi government’s efforts and the Labor Ministry’s decision to implement such a program,” said Zarook. “Sri Lanka has already signed a memorandum of understanding for the protection of domestic workers from the island nation in the Kingdom. The agreement includes provisions that stipulate that contracts should be in a language that is understood by the worker and that the worker must be informed of what to do and whom to turn to in case of an emergency.”

According to the memorandum, workers also must be made aware of the facilities available to them, especially when it comes to health and personal safety. “They are also entitled to full health care and paid sick leave,” he said.

Zarook said that the ministry’s customer service in eight languages is highly appreciated since most domestic workers can’t speak the Arabic language. “Communicating with officers and lodging complaints will be much easier in their native language,” he said.

Ali Al-Qurashi, an investor in the recruitment sector, confirmed that there are more than a million domestic workers in the Kingdom. He said that the agreements signed between the Ministry of Labor and other countries to import workers must be balanced and guarantee the rights of the parties.

He stressed the importance of treating workers fairly, paying salaries on time and refraining from making laborers work long hours.

Jerusalem, May 17: The Chinese ambassador to Israel was found dead in his home north of Tel Aviv on Sunday, Israel's Foreign Ministry said.

No cause of death was given and Israeli police said it was investigating.

Du Wei, 58, was appointed envoy in February in the midst of the coronavirus pandemic. He previously served as China's envoy to Ukraine.

He is survived by a wife and son, both of whom were not in Israel.

Israel enjoys good relations with China.

The ambassador's death comes just two days after he condemned comments by visiting U.S. Secretary of State Mike Pompeo, who denounced Chinese investments in Israel and accused China of hiding information about the coronavirus outbreak.

Riyadh, Jun 23: Authorities in Saudi Arabia have decided to allow a limited number of citizens and residents who are already in the Kingdom to do this year’s Haj.

In a statement on Monday, the Ministry of Haj and Umrah said that in light of the continuation of the coronavirus pandemic and the risks of infections spreading in crowded spaces and large gatherings, it has been decided that Haj for this year (1441 H/ 2020 AD) will be held whereby a very limited number of pilgrims from various nationalities who already reside in Saudi Arabia, would be able to perform it.

“The decision was taken to ensure Haj is performed in a safe manner from a public health perspective while observing all preventative measures and the necessary social distancing protocols to protect human beings from the risks associated with this pandemic and in accordance with the teachings of Islam in preserving the lives of human beings, the statement added.

“The government of the Custodian of the Two Holy Mosques is honored to serve millions of Haj and Umrah pilgrims annually and it confirms that this decision stems from the top priority it accords maintaining the safety of pilgrims on its land until they depart to their home countries.”

“We ask Allah the Almighty to protect all countries from this pandemic and keep all humans protected and safe, the statement said.

Saudi Arabia’s top priority is to always enable Muslim pilgrims to perform Haj and Umrah rites safely and securely and the Kingdom has been keen since the beginning of the pandemic to take all necessary precautionary measures to protect pilgrims, including by suspending the entry of Umrah pilgrims while ensuring the safety of the pilgrims already present at the holy sites, the statement further added.

Commenting on the Haj decision, the Saudi Human Rights Commission said that Saudi Arabia believes in the universal right to health. Limiting Haj not only protects the Kingdom but also many pilgrims and the communities they call home around the world.

Jeddah, May 18: Saudi Arabia’s Grand Mufti and head of the Council of Senior Scholars and the Department of Scientific Research and Ifta Sheikh Abdul Aziz Al Asheikh ruled that it is permissible to perform Eid Al-Fitr prayer at home under exceptional circumstances similar to the current pandemic situation. The prayer consists of two rakats with reciting more numbers of takbeer and without a sermon.

Speaking to Okaz/Saudi Gazette, he said that Zakat Al-Fitr could be distributed through charitable societies if they are reliable ones, with the condition that it should be distributed before the day of Eid. The Grand Mufti urged parents to bring joy and happiness to their children and their families by spending more on them.

Meanwhile, Sheikh Abdul Salam Abdullah Al-Sulaiman, member of the Council of Senior Scholars and the Standing Committee of Fatwa, said that Eid prayer could be performed individually or in congregation.

Speaking to Okaz/Saudi Gazette, he said that the worshiper will recite takbeer to start salat and then follow it with six more takbeer in the first rakat before reciting Fatiha loudly and then it is ideal to recite Surah Al-Qaf.

In the second rakat, there will be five takbeer after the takbeer at the start of the rakat before starting to recite Surah Fatiha and then Surah Al-Qamar, following the example of the Prophet (peace be upon him). It is also ideal to recite Surah Al-A’la and Al-Ghashiya instead of Al-Qaf and Al-Qamar in each rakat respectively.

Sheikh Al-Sulaiman also cited the example of Anas Bin Malik, a prominent companion of the Prophet (pbuh). When Anas (May Allah be pleased with him), was at his home in Zawiya, a place near Basra, he did not find any Eid congregation prayer and therefore he performed prayer along with his family members and his aide Abdullah Bin Abi Otba.

The scholar said that the time for Eid prayer begins after sunrise and the best time is after the sun rises by the height of one or two spears as agreed by most scholars. This means 15 or 30 minutes after sunrise and its time continues until the end of the time of the Duha prayer; that is before the Zuhr prayer begins.

The prayer is forbidden at the moment when the sun rises, and the majority of jurists, including the schools of thought of Shafi, Maliki, and Hanbali opposed prayer at sunrise and favored to perform the prayer only after the sun rises by the height of one or two spears in the sky.

Regarding the recitation of takbeer on the occasion of Eid Al-Fitr, Sheikh Al-Suleiman said that it should begin during the night of the Eid and continue until the beginning of the Eid prayer.
