Saudi: Passenger insurance a must for taxis

taxis insuranceJeddah, Nov 9: The Ministry of Transport has decided to implement new regulations for taxis, whether owned by individuals or firms, starting from mid-February.

The new regulations involve extensive amendments, mainly insurance coverage to include third parties, the passengers and drivers through an insurance company licensed to operate in the Kingdom.

Also, vehicles must be equipped with GPS and automated tracking, and guiding systems linked with the headquarters of the facility in accordance with the terms and conditions issued by the ministry.

About one percent of the total number of cars operating under the facility’s management should be equipped with means to commute passengers using wheelchairs.Individuals may operate in this field of business after acquiring the necessary permits and in accordance with the conditions laid down in this regard.

The conditions stipulate that the vehicle must be owned and registered by the driver himself; however, exempted are cars funded and owned under the program of installments of firms offering taxi loans.

The driver must have a first-category driving license, and he should drive the vehicle himself.

The automobile liability insurance policy must cover third parties and passengers through an insurance company licensed to operate in the Kingdom.

The regulations allow firms and individuals to commute passengers from the city that issues the vehicle’s license to another city. Transporting the passengers must be done through taxi offices authorized to operate between cities, and the driver of the vehicle, on reaching the city of destination, should not operate his taxi in that city.

Such firms and individuals operating in the transport sector may transport passengers from airports, seaports, railways and public places. They should comply with the regulations and directions of the bodies of jurisdiction in this regard, including their required fee payments.

The regulations envisage that the driver must have first category driving license, should be able to read and write, in particular read road signs and maps.

The driver must produce a medical report stating he is free of infectious diseases.

Any facility operating a number of taxis must make its drivers follow a dress code (uniforms) after the approval of the ministry.

They should see to it that all drivers comply with the regulations; it becomes obligatory for them to fasten seatbelts for drivers and passengers in accordance with traffic regulations. The drivers must abstain from seeking clients, either by calling them or blowing the horn, or in any other manner that causes nuisance.

Drivers must also refrain from loading luggage other than hand baggage inside the car’s boot or passengers’ compartment. They should help passengers with special needs and elders to board the vehicle and alight from it.

Smoking is banned inside vehicles for both drivers and passengers; also drivers should not switch on their audiovisual equipment if disliked by the passengers.

The regulation also bans drivers from going about the streets in search of passengers. Passenger belongings left behind in the vehicles should be handed over by the drivers to their company executives who, in turn, should hand them to the nearest police station with a report stating the description of the items.

The life span of the vehicle in use should not be older than six years since its manufacture. The firm or individual operating the vehicle must install two identification boards — the first one should be installed in a place visible to the passenger in front and the other behind the driver’s seat for the passengers seated behind, in accordance with the directions and specifications adopted by the ministry.

The data displayed in the vehicle should include the authorized number to operate the vehicle, the number of the vehicle’s registration plate, the name of the individual or company owning the vehicle, the contact phone number, the name of the driver and their commitment to work under the regulations.

Also, details of social insurance and the directions of the Ministry of Labor related to employment of Saudi nationals and adherence to the Saudization ratio should also form part of the data on display.

Dubai, May 2: Saudi Arabia has confirmed 1,362 new coronavirus cases, bringing the total number of COVID-19 patients in the country to 25,459, the Ministry of Health reported Saturday.

In the daily media briefing, the ministry announced 7 more deaths and 210 new recoveries, raising the total number of fatalities and recoveries to 176 and 3,765, respectively.

Out of the 1,362 new cases reported today, 249 were confirmed in Medina, 245 in Jeddah, 244 in Mecca, 161 in Riyadh, in addition to 126 infections in Dammam, 81 in Khobar and 80 in Jubail.

Dr. Mohammed Al Abd Al Aly, spokesman for Saudi Arabia’s Ministry of Health reiterated that so far there was no evidence that hot weather will curtail the spread of coronavirus.

Authorities continue to urge people to stay at home unless necessary despite having relaxed some restrictions and curfews at the start of Ramadan.

Beirut, Aug 7: A devastating explosion that destroyed much of Beirut might have been the result of a missile attack or bomb, Lebanese President Michel Aoun said, as the death toll from the blast rose to 154.

More than 2,700 tons of ammonium nitrate had been sitting in a port warehouse for six years, but there have been conflicting accounts about why Lebanese authorities decided to empty the shipment of explosive material. The vessel carrying the flammable cargo was heading from Georgia to Mozambique when it stopped in the Lebanese port to load up on iron, according to the ship’s captain.

By Friday, 19 suspects had been arrested and Lebanon’s former director general of customs Chafic Merhy had been questioned by military police.

Ramallah, May 19: India has given USD 2 million in aid to the United Nations Relief and Works Agency working for the welfare of Palestinian refugees in support of its core programmes and services, including education and health, amidst the coronavirus crisis.

India had increased its annual contribution to the UNRWA from USD 1.25 million in 2016 to USD 5 million in 2019. It pledged another USD 5 million for 2020 which opens its way to become a member of the agency's advisory commission, according to official sources.

The United Nations Relief and Works Agency (UNRWA) applauded India's financial support to keep its basic services operating, especially under the challenges posed by the COVID-19 pandemic.

The contribution was presented to the UN agency by the Representative of India (ROI) to the State of Palestine, Sunil Kumar.

"On behalf of the agency, I would like to express my deep appreciation to the Government of India for advancing part of its contribution, which will help UNRWA address cash flow challenges," Marc Lassouaoui, chief of the Donor Relations at the agency said.

"The continued determination and commitment of India in support of the Palestine refugees is commendable, in particular under the current circumstances brought on us by COVID-19," he said.

"On behalf of the Government of India, I would like to express my appreciation for the commendable work and endeavours carried out by the UNRWA. We believe that our contribution will support the agency's activities in providing the needed assistance to Palestinian refugees, and assist in achieving their full human development potential," Kumar said.

India's contribution will support the agency's "dire" financial situation due to the funding gaps that risk its core services to the Palestinian refugees in the fields of education and health.

About 3.1 million Palestine refugees depend on health services provided by the UNRWA. At the same time, the agency's schools educate 526,000 students every year, of which half are female.

The agency was created in December 1949 by the UN to support the relief and human development of Palestinian refugees.

The UNRWA definition of “refugee” covers Palestinians who fled or were expelled from their homes during the 1948 War.

Meanwhile, India is preparing medical supplies for the Palestinians to help them in their fight against the coronavirus which is likely to reach the Palestine soon, the Indian mission in the West Bank said in a statement.

Prime Minister Narendra Modi last month spoke to Palestinian President Mahmoud Abbas over phone and discussed the challenges posed by the COVID-19 pandemic. He appreciated efforts being made by the Palestinian Authority (PA) to protect its population and assured all possible support from India.

External Affairs Minister S Jaishankar later talked to his Palestinian counterpart Riad Malki and reiterated India's commitment to support Palestine in its battle against the global pandemic.

So far, 554 COVID-19 cases have been detected in the West Bank under PA and east Jerusalem, with two casualties.

Twenty people were found infected with the virus in Gaza, of which 14 are said to have recovered.

Separately, 17 agreements have been signed under an India-Palestine development partnership between the two sides in the fields of agriculture, health care, information technology, youth affairs, consular affairs, women empowerment and media in the past five years.

New Delhi is to provide an assistance of around USD 72 million through these agreements in projects like the post-2014 war reconstruction efforts in Gaza, construction of five schools, setting up a centre of excellence for information and communication technologies at Al-Quds University and developing a satellite centre in Ramallah.
