SC raps Modi govt, says it'll take 200 years to clean Ganga at this rate

New Delhi, Sep 03: The Narendra Modi government's ambitious poll promise to depollute River Ganga came under severe scrutiny on Wednesday in the Supreme Court which said it seems that steps taken so far will not lead to cleaning of the country's holiest river even after 200 years.ganga

The apex court directed the Centre to come out in three weeks with a "stage-wise plan" to clean the river for "restoring it to its pristine glory".

"After seeing your action plan, it seems Ganga will not be cleaned even after 200 years. Evaluate the dream project You have to take steps to restore Ganga to its pristine glory.

"The dream project is there. Please try that the next generation is able to see the river in its original form. We don't know whether we will see it or not," a bench comprising justices TS Thakur and R Banumathi observed.

It said the "bureaucratic" approach in the action plan would not help in accomplishing Prime Minister's dream project of cleaning the river Ganga and asked the government to come out with "power point presentation" instead of giving vision plan and "artistic view".

The bench said it was not concerned about the financial assistance coming from other countries but was worried how the common people be explained about the proposal for proceeding with project of cleaning the 2,500-km long river stretch.

"We don't want to get into the nitty-gritty of committees etc. But common man expects to know how the cleaning Ganga process will emerge. They should at least know how the government is proceeding.

"You have given a very bureaucratic kind of explanation. We want to see it in a layman's language as to how you are proceeding with the project," the bench told solicitor general Ranjit Kumar after perusing the affidavit filed by Uma Bharti's ministry of water resources, river development and Ganga rejuvenation.

The bench, which asked the solicitor general to file a supplementary affidavit, said power point presentation would help in understanding the stage-wise action plan.

It specifically asked the government to apprise about the steps taken in ecologically sensitive areas from Gangotri to downstream 135km of the river as "no follow up steps have been taken up" after the 2003 notification.

The bench, which posted the matter for hearing on September 24, said in the present affidavit the government has only given the broad parameter on the issue and without the stage-wise plan it would be difficult to clean the river.

It noted in its order that the solicitor general was ready to file supplementary affidavit in which government would give in detail the steps likely to be taken by it in stage-wise manner for cleaning the river.

"We expect government to set out stages for execution of the project," the bench said. During the hearing it also made its intention clear that the apex court would not hesitate in assisting the governement by legal process if industrial units don't comply with laws.

The government has said it is committed to its pre-poll promise of making the river which passes through 29 major cities, 23 small cities and 48 towns, free from pollution.

In its affidavit, the Centre said, "it accords a status of national priority to the rejuvenation of river Ganga and the basic framework to achieve this national priority consists of evolving suitable strategies and action points in several thrust areas."

It said maintaining ecological flow in the river, abatement and mitigation of various types of pollution in it, restoring ecological sanctity, creating awareness about the conservation of river and ensuring people's participation in this process are some of the thrust areas.

"The achievements of these objectives entail multi-institutional, multi-dimensional and multi-sectoral approach," the affidavit said, adding to achieve this, consultative process, involving various ministries concerned has commenced to arrive at common strategy and action plan."

A group of secretaries has been tasked to go into issues connected with realisation of the objectives. Their report is presently under examination.

Jan 17: India's "high power" communication satellite GSAT-30 was successfully launched in the early hours of January 17, the Indian Space Research Organisation (ISRO) said.

The satellite, aimed at providing high-quality television, telecommunications and broadcasting services, was launched onboard Ariane 5 rocket from French Guiana.

Blasting off from the Ariane Launch Complex in Kourou, a French territory located in northeastern coast of South America at 2.35 am IST, European space consortium Arianespace's Ariane 5 vehicle injected GSAT-30 into the orbit in a flawless flight lasting about 38 minutes.

Arianespace CEO Stéphane Israël tweeted about the successful launch of GSAT-30.

ISRO's U R Rao Satellite Centre Director P Kunhikrishnan, who was present in Kourou, congratulated the ISRO community and Arianespace team on the successful launch.

Calling it an "excellent start" to 2020 for ISRO with the launch, he said, "The mission team at the master control facility have already acquired the satellite and they will immediately complete the post launch operations...."

The 3,357-kg satellite, which was deployed from the lower passenger position of Ariane-5 launch vehicle (VA 251) into to geostationary transfer orbit (GTO), is configured on ISRO's enhanced I-3K Bus structure to provide communication services from Geostationary orbit in C and Ku bands.

The satellite derives its heritage from ISRO's earlier INSAT/GSAT satellite series, and is equipped with 12 C and 12 Ku band transponders.

GSAT-30 is to serve as replacement to the "aging" INSAT-4A spacecraft services with enhanced coverage, ISRO has said, adding the satellite provides Indian mainland and islands coverage in Ku-band and extended coverage in C-band covering Gulf countries, a large number of Asian countries and Australia.

With a mission life of 15 years, GSAT-30 is an operational communication satellite for DTH, television uplink and VSAT services.

The Bengaluru-headquartered ISRO has said the communication payload of GSAT-30 is specifically designed and optimised to maximise the number of transponders on the spacecraft bus.

According to the space agency, the spacecraft would be extensively used for supporting VSAT (Very Small Aperture Terminal) network, television uplinking and teleport services, digital satellite news gathering (DSNG), DTH television services, cellular backhaul connectivity and many such applications.

One Ku-band beacon downlink signal is transmitted for ground-tracking purpose, it added.

For its initial flight of 2020, Arianespace on its website said, it would orbit EUTELSAT KONNECT, a telecommunication satellite for the operator Eutelsat, along with GSAT-30, using an Ariane 5 launch vehicle from the Guiana Space Centre.

EUTELSAT KONNECT – which was produced by Thales Alenia Space for Eutelsat – was riding in the upper position of Ariane 5's payload arrangement, and was released first in the flight sequence at 27 minutes following liftoff.

Since the launch of India's APPLE experimental satellite on Ariane Flight L03 in 1981, Arianespace has orbited 24 satellites, including GSAT-30, for the Indian space agency.

Kozhikode, Aug 8: A tailwind or crosswind could be the reason for the Air India Express flight mishap at Kozhikode international airport in Kerala, according to some aviation experts. 

Team of DGCA and AIE already reached the spot. With the death of the captain and co-pilot in the mishap, the investigation would be focusing mainly on the voice recorders and other technical aspects.

It is learnt that the ill-fated aircraft, IX 1344 with 190 onboard including crew, was initially planning to land on runway-28 of the airport. But later the pilot opted runway-10 which is toward the other direction. Pilots would be taking the decisions on the basis of inputs from ATC.

The questions now doing the rounds are what made the pilot opt runway-10 and whether the tabletop runway lacked adequate safety parameters.

An aviation expert, who didn't want to be quoted, said that Capt Deepak Sathe, who was commandeering the aircraft, was a well-experienced pilot and was also familiar with the terrains. Hence the chances of any error from his part was very unlikely. Hence a fair in-depth probe was required to find the exact cause.

Though the Kozhikode airport has an Instrument Landing System, it was of category-I for which pilot's visibility is very crucial toward a touchdown. Since it is a tabletop airport and rough weather prevailing in the region, the chances of tailwind was also high, said sources.

There had been safety concerns about the airport over quite some time. In 2011 aviation safety consultant captain Mohan Ranganathan reportedly gave a report citing the safety issues, especially the buffer zones at the end of the runway.

However, an AAI officer said that rectification steps were already done by last year by widening the Runway End Safety Area (RESA) from 90 metre to 240 metre. However, the length of the runway had to be reduced to 2,700 metre from 2,850. The AAI was also constantly pressing for increasing the runway length to 3,150 metres. But that was getting delayed due to land acquisition issues pending with the state government.

New Delhi, May 31: Congress leader Kapil Sibal on Sunday questioned the Prime Minister on how much money has been given to labourers from the PM-CARES Fund.

"I would like to ask Prime Minister Modi, 'Can you tell us how much money did you give to labourers from your PM-CARES Fund?' I request him to answer this question. Many people died during this period, some died while walking, some died in the train, some died of hunger," Sibal said while addressing a virtual press conference.

The senior Congress leader further asked how much ex gratia did the Prime Minister give to the labourers who died in the corona crisis while negotiating the lockdown.

"I refer you to Section 12 of the Disaster Management Act. It says that ex gratia assistance on account of the loss of life and also assistance for the restoration of livelihood should be provided by the government. Did the government give ex gratia assistance to people who died in the crisis? The act also mentions special provisions for widows and orphans. The government should clarify how much assistance they gave to such people," he said.

Sibal said that the government should keep aside its agenda for the last six years and concentrate on making pro-poor policies.

"In the coming days, our economy is going to go into the negative territory as also confirmed by RBI. There are 45 crore labourers in our country. What will be their state? We have to look at our future. That is why we want to request the government that the agenda that they have run over the last six years should be kept aside and that government should care about the poor and draft policies for them," the Congress leader said.
