SC rejects Karnataka plea to stall draft Cauvery scheme

New Delhi, May 16: The Supreme Court today rejected Karnataka's plea that finalisation of the draft Cauvery management scheme should be put on hold as the process of formation of a new government in the state is underway.

The apex court also asked the Centre to modify a provision in the draft Cauvery management scheme that authorises the Union government to issue directions "from time to time" on Cauvery water distribution between four southern riparian states, Tamil Nadu, Karnataka, Kerala and Puducherry.

A bench headed by Chief Justice Dipak Misra asked Attorney General K K Venugopal to modify the scheme and submit it for approval tomorrow.

The bench, also comprising Justices A M Khanwilkar and D Y Chandrachud, did not accept the vehement submission of senior advocate Shyam Divan, representing Karnataka, that the finalisation of the draft Cauvery scheme be put on hold till the first week of July as the process of government formation was on in the state.

"All the states concerned are making submissions to the draft scheme. I am requesting for adjournment till first week of July as I do not have the assistance and instruction from the council of ministers of Karnataka," Divan said.

"It was the Centre which has to set up the draft scheme," the court said while rejecting Karnataka's plea.

The bench has now fixed the matter for tomorrow to consider the modified draft scheme, which will ensure compliance of the February 16 apex court judgment relating to Cauvery water distribution among four states.

New Delhi, Jul 30: Even as COVID-19 cases continue to surge in various parts of India, more than 1 million people have recovered and discharged till now, informed Rajesh Bhushan, Secretary, Ministry of Health, here on Thursday.

"More than 1 million people have recovered from COVID-19 in the country. This landmark recovery has been achieved because of the selfless work and dedication of our doctors, nurses and frontline workers," Bhushan said at a press conference.

Giving the number of cured persons, Bhushan said, "More than 1,020,000 patients have recovered. They have been discharged. It is a great achievement."

He said, "The recovery rate has shown positive trends. It was 7.85 per cent in April and today it is 64.4 per cent, which is another heartening news which tells us that whatever battle is put by the Union government in collaboration with state governments is showing results."

"Sixteen states of the country have a recovery rate that is more than the national average. Of these, Delhi has a recovery rate of 88 per cent, Ladakh 80 per cent, Haryana 78 per cent, Assam 76 per cent, Telangana 74 per cent, Tamil Nadu & Gujarat 73 per cent, Rajasthan 70 per cent, Madhya Pradesh 69 per cent and Goa 68 per cent," Bhushan said.

He said effective clinical management lead to a decrease in case fatality rate. In June it was 3.33 per cent and now 2.21 per cent.

Bhushan said the case fatality rate in India today is 2.21 per cent and it's among the lowest in the world. Twenty-four states and Union Territories have lesser fatality rate than that of the country.

Herd immunity in a country of the size and population of India can not be a strategic option. It can only be achieved through immunisation.

"Over 18,190,000 tests have been conducted in the country including RT-PCR and rapid antigen tests. There has been a week-on-week increase in average tests per day. India is conducting 324 test per 10 lakhs population per day," Bhushan said.

He added, three vaccine candidates, are in phase 3 clinical trial. These three are in the US, UK and China. In India, two indigenously developed vaccine candidates are in phase I and II of clinical trials. 

Trial of the first vaccine involves 1,150 subjects at eight sites, second on 1,000 subjects at five sites.

New Delhi, May 11: Former prime minister Manmohan Singh is stable and under observation at the AIIMS here after suffering reaction to a new medication and developing fever, hospital sources said on Monday.

The 87-year-old Congress leader was admitted to the hospital on Sunday evening after he complained of uneasiness. He has now been shifted out of the ICU.

The sources said that Singh had developed a reaction to a new medication and further investigation is being carried on him to rule out other causes of fever.

"Dr Manmohan Singh was admitted for observation and investigation after he developed a febrile reaction to a new medication," the sources said.

"He is being investigated to rule out other causes of fever and is being provided care as needed. He is stable and under care of a team of doctors at the Cardiothoracic Centre of AIIMS," they said.

"All his parameters are fine. He is under observation at the AIIMS," a source close to him has said.

Singh, a senior leader of the opposition Congress, is currently a Member of Rajya Sabha from Rajasthan. He was the prime minister between 2004 and 2014.

In 2009, Singh underwent a successful coronary bypass surgery at the AIIMS. A number of leaders expressed have expressed concern over his health and wished him a speedy recovery.

Thrissur, Mar 23: Kerala police on Monday has booked a Catholic priest for violating the Covid-19 advisory against conducting Holy Mass in which more than 100 people attended.

Fr. Pauly Padayatti, vicar of Nithya Sahaya Matha (Mother of Perpetual Help) church at Koodapuzha near Chalakudy in Thrissur district has been arrested by the police.

Despite the strict restrictions of the health department and the Kerala Catholic Bishops Council (KCBC) to temporality suspend church services involving laity in churches, the vicar conducted the Holy Mass on Monday.

The police have also registered case against the devotees for violating the guidelines by attending the service.

The top church leadership including Cardinal Mar George Alencherry repeatedly urged the laity not to go to churches for Holy Mass or other services.

The faithful have been asked to participate in the online streaming of Holy Mass by bishops and priests and pray from their homes.
