Sexual abuse in almost all shelter homes in Bihar: TISS

Patna, Aug 19: Sexual abuse, varying in forms and degree of intensity, was prevalent in almost all shelter homes in Bihar, a TISS report made public by the Bihar government said.

The Tata Institute of Social Sciences (TISS), which had conducted social audit of short stay homes across Bihar, has found certain institutions "stood out in a manner that was appalling".

The state government had commissioned an audit by the TISS in 2017 and the report was submitted to the Social Welfare Department in April this year. According to the 100-page report, the Muzaffarpur shelter home run by Brajesh Thakur, prime accused in the sex abuse case, had been "running in a highly questionable manner along with grave instances of violence.

Several girls reported about violence and being abused sexually". The medical reports latter confirmed rape of 34 inmates of the shelter home over a period of time. Another home in the town, 'Seva-Kutir', run by the Om Sai Foundation, where "disturbing instances and patterns of physical violence and abuse" were reported by the inmates.

Some of them also complained that they had been brought there on the "pretext of being given work". The team could not access documents to ascertain this. At Boys' Children Home in the Motihari district run by NGO 'Nirdesh', serious physical violence and sexual abuse were reported by inmates. Older boys were clubbed in with younger ones for accommodation. Boys from both the groups reported "sexual abuse and violence," the report alleged.

Inmates of a home run by 'Sakhi' reported physical violence especially against women and girls suffering from mental illness, it further alleged.

In the Bhagalpur district, "grave abuse" was reported in the Boys' Children Home. When the team wanted the "complaint box" to be opened, the keys were said to have been misplaced. Those were later produced and the box was opened.

"There was a huge stock of letters written by the residents providing details of violence and other violations being carried out in the home," the report alleged. In the Munger district, inmates of the Boys' Children Home run by NGO 'Panaah' were being forced to work in residential quarters of the superintendent. On refusal to do so, they were beaten up.

A resident of the home showed "a three-inch long scar across his cheek" as he was beaten up by the superintendent, it alleged.

Inmates of home for girls, run by 'Novelty Welfare Society', said bathrooms had no latches from inside and they felt insecure.

In the Gaya district, the Boys' Children Home was running in a "custodial and exploitative manner". The boys were locked up. Some of them complained that some female staff members were forcing them to write lewd messages for another female staff member, it alleged. At a home run by 'Gram Swaraj Seva Sansthan' in Kaimur, a security guard was reported to be "sexually abusive", it alleged.

Three specialised adoption agencies- 'Nari Gunjan' at Patna, 'RVESK' at Madhubani and 'Gyan Bharti' at Kaimur were found "running in a condition that is likely to be life-threatening", the report alleged.

A security guard at a government-run observation home at Araria was reportedly carrying out extreme violence against boys. The superintendent expressed helplessness about it since the guard was from the Bihar Police, the report alleged.

At 'IKARD' in Patna, a girl unable to cope with violent atmosphere committed suicide about a year ago, while another lost her "mental balance from the trauma she suffered there", the report alleged. The condition in the 'Seva Kutir' in Gaya was "unsettling", while physical violence and verbal abuse against both men and women were reported in 'Kaushal Kutir' run by the 'Don Bosco Tech Society' in Patna, it alleged. The Social Welfare Department has suspended a number of officials for 'dereliction of duty' in not reporting such shortcomings in their inspection reports. The TISS report said it was necessary to "engage with the residents with a sense of empathy".

This is considered necessary as documents maintained by these organisations are giving an illusion of "decency and appropriateness" whereas "a culture of silent fear was sensed to be prevailing".

The team, however, found the functioning of some of the homes "pleasantly moving". In the Observation Home in Darbhanga, there was no violence. The team saw there "a beautifully maintained kitchen and a flower garden". The inmates were particularly fond of the superintendent, often doubled as their teacher. It also had arrangements for outdoor games like volleyball and badminton. Similarly, the children home in Buxur have managed to create a positive environment simply with the "staff's involvement with children beyond mandatory responsibilities". Specialised adoption centre in Saran was a "well maintained facility with decent infrastructure and a team of dedicated staff", it said.

New Delhi, Jun 7: The Islamic Centre of India on Saturday issued an advisory for those visiting mosques in view of the Centre’s decision to allow reopening of religious places from June 8.

Islamic Centre of India chairman Maulana Khalid Rasheed Farangi Mahali advised people above 65 years and under 10 years of age not to visit mosques and instead offer prayers at home.

He also advised against crowding in mosques, stressing that not more than five people should be present at a time and social distancing be maintained, with the ‘namazis’ using masks and keeping a distance of six feet among themselves while offering prayers.

He added that the situation would be reviewed after 15 days and if required, another advisory would be issued.

Bengaluru, May 22: Amazon.com Inc’s India unit said it would hire 50,000 temporary workers to meet a surge in online shopping in the country, where customers have been stuck indoors for two months in a lockdown to fight the coronavirus outbreak.

E-commerce firms faced massive disruption in the initial days of the lockdown in India, but a slow easing of the stringent regulations has allowed them to resume large parts of their operations.

"We want to continue helping customers all over India get everything they need so they can continue to practice social distancing," Amazon senior executive Akhil Saxena said in a statement on the company's blog. (bit.ly/2A1Wv7O)

“(The move) will also keep as many people as possible working during this pandemic while providing a safe work environment for them,” said Saxena, Amazon’s VP for customer fulfillment operations in APAC, MENA & Latam.

The temporary hires will work in Amazon’s fulfillment centers and as part of its delivery network, the company said, making the announcement at a time when various other companies in the country have been forced to cut jobs as they try to tide over the health crisis.

Amazon itself has pushed its annual global Prime Day event, traditionally a summer affair, to September, the Wall Street Journal reported on Thursday.

In India, where the Jeff Bezos-led company faces stiff competition from Walmart Inc’s Flipkart, Amazon earlier said it plans to create 1 million jobs by 2025.

The company also said on Thursday it plans to enter the food delivery business in India, pitting itself against well-established startups such as Swiggy and Zomato.

New Delhi, Jun 26: Over 700 employees of Hindu Rao Hospital would stage a protest against North Delhi Municipal Corporation on Friday morning over non-payment of their salaries since April. The staff includes paramedical, nurses, and Class IV employees of the hospital. However, the employees said that only 40 or 50 people would gather to stage the protest keeping COVID situation in mind, and the norms of social distancing would also be followed.

Tejinder Singh, president of the Paramedical technical staff welfare association, said that the corporation is forcing the employees to go on a protest when they are needed the most. "The government hails us as Corona warriors but do not treat us like one," he commented.

"We all have families. Many amongst us have taken loans, live on rental accommodation, and have children whose schools and colleges are demanding fees. How would we incur our expenses when we are not paid? We repeatedly asked the corporation to clear our dues, but our requests fell on deaf ears. We don't have any option but to go on protest," he said.

Besides, Singh also said that the staff of Hindu Rao had not received arrears of seventh pay commission, bonus and dearness allowances for two years. "These are our rights which we are being denied. The protest is to call out injustice and ignorance we face from the administration," he added.

The nurses of the hospital corroborated with Singh. However, they also added the issues they are facing since the pandemic started that they would be rising through the protest.

Nurses complain lack of facilities despite hospital gearing up as dedicated COVID care

Indumati Jaiswal, president of nurses' welfare association of the hospital, said that apart from salaries, the hospital is not providing many facilities required by the staff to battle the pandemic. The Delhi government had designated the hospital as a dedicated COVID facility on June 16.

"The preparedness for such responsibility is completely shoddy. There is no provision for air conditioners and coolers for us. We have to work wearing PPE kits for six hours straight under ceiling fans. The lack of AC and coolers amplifies our struggle to stay under PPE kits for longer hours. We can't even drink water in that duration. It's just inhumane," Jaiswal said.

Jaiswal also said that the hospital is facing staff crunch, yet, have not prepared a roster for the nurses. "The hospital has 238 nurses on 700 doctors. This is opposite to the prescribed guidelines of the Indian Nurses Council that suggests four nurses per doctor as a healthy ratio. Here, we have less than five nurses per doctor. A complete opposite of an ideal scenario," she complained.

Jaiswal said that the room for donning and doffing the PPE kits should be outside the ward. "In the hospital, it's within the ward, and the nurses have to cross through the patients to wear in and out the PPE suits. It increases the risk of contracting COVID-19 from the patients," she said.

The hospital employees informed that more than 40 healthcare workers from Hindu Rao had contracted the COVID-19 infection.

The corporation argues lack of funds behind delay in salaries

Indu Singhal, the deputy commissioner of North Delhi Municipal Commissioner, told media corporation is in the process to resolve the salary issues of the Hindu Rao Hospital's staff. "We have received their complaints and pursuing the matter. We will release their dues as soon as we receive the funds from the government," she said.

However, a senior official of the corporation revealed that the corporation is reeling under an acute shortage of funds. "Even the employees working in the corporation have not been paid salaries. The employees of A-grade are not paid since March," the official said.

Singhal said that the dispersion of salaries starts from the lower base. "Many officers, including I have not been paid," she added.
