Sexual attacks against Rohingya may be war crimes, says UN envoy

United Nations, Nov 23: Widespread atrocities against Rohingya Muslim women and girls have been orchestrated and perpetrated by Myanmar’s military and may amount to war crimes, crimes against humanity and genocide, the UN envoy on sexual violence in conflict said today.

Pramila Patten, who met many Rohingya victims of sexual violence in Bangladesh camps during a visit this month, said she fully endorses the assessment by UN human rights chief Zeid Ra’ad Al Hussein that Rohingya have been victims of “ethnic cleansing.”

Patten said at a news conference that the widespread use of sexual violence “was clearly a driver and push factor” for more than 620,000 Rohingya to flee Myanmar. It was “also a calculated tool of terror aimed at the extermination and removal of the Rohingya as a group,” she added.

Myanmar’s government has denied committing any atrocities as has its military. The government refused a request from Patten to visit northern Rakhine state where many Rohingya lived.

Buddhist-majority Myanmar doesn’t recognise the Rohingya as an ethnic group, insisting they are Bengali migrants from Bangladesh living illegally in the country. It has denied them citizenship, leaving them stateless.

The recent spasm of violence began when Rohingya insurgents launched a series of attacks on August 25. Myanmar security forces then began a scorched-earth campaign against Rohingya villages that the UN and human rights groups have called a campaign of ethnic cleansing.

Patten said that during her visit to camps for the displaced, she heard “the most heartbreaking, most shocking, and horrific accounts of abuses committed cold bloodedly with unparallelled hatred against the Rohingya community.”

Patten, a former member of the UN Committee on the Elimination of all Forms of Discrimination Against Women, said sexual violence including gang rape by soldiers, forced public nudity and sexual slavery and it was clearly being used “as a tool of dehumanisation and as a form of punishment.”

She said a number of eyewitnesses “reported rapes of the most extreme and brutal nature, which included the tying of women and girls to a rock or tree before being gang raped by multiple soldiers, and many were literally gang-raped to death.” Some girls who were raped in their houses were left to die when their houses were torched, she added.

Witnesses also said that even before August 25, Myanmar troops would throw Rohingya babies into fires or into village wells to contaminate the water and deprive residents of drinking water, Patten said.

New Delhi, Jun 11: Petrol and diesel prices on Thursday were hiked by 60 paise per litre each - the fifth straight daily increase in rates since oil PSUs ended an 82-day hiatus in rate revision.

Petrol price in Delhi was hiked to Rs 74 per litre from Rs 73.40 while diesel rates were increased to Rs 72.22 a litre from Rs 71.62, according to a price notification of state oil marketing companies.

Rates have been increased across the country and vary from state to state depending on the incidence of local sales tax or VAT.

This is the fifth daily increase in rates in a row since oil companies on Sunday restarted revising prices in line with costs, after ending an 82-day hiatus.

In five hikes, petrol price has gone up by Rs 2.74 per litre and diesel by Rs 2.83.

New Delhi, Feb 11: The government has decided to rename National Institute of Financial Management (NIFM), Faridabad, as Arun Jaitley National Institute of Financial Management, an official statement said on Tuesday.

Set up in 1993 as a registered society under the Department of Expenditure, NIFM trains officers of Finance and Accounts Services recruited by the Union Public Service Commission (UPSC) as also officers of Indian Cost Accounts Service. The Union Finance Minister is the President of the NIFM Society.

"Aligning the vision and aspiration of the Institute for the future with the vision and contribution of late Arun Jaitley, the Government has decided to rename National Institute of Financial Management (NIFM) as the Arun Jaitley National Institute of Financial Management(AJNIFM)," the statement said.

NIFM has become a premier resource centre to meet the training needs of the central government for senior and middle level of management in the fields of public policy, financial management, public procurement and other governance issues for promoting highest standards of professional competence and practice.

Padma Vibhushan awardee Jaitley was the Union Minister for Finance and Corporate Affairs during May 26, 2014 to May 30, 2019.

New Delhi, Feb 12: Unidentified people opened fire at the convoy of the newly elected Aam Aadmi Party legislator Naresh Yadav in Southwest Delhi when he and his supporters were returning home after visiting a temple after his victory, killing a party volunteer, police and a senior AAP leader said.

The firing incident happened in Kishangarh village late Tuesday night.

Police said they have detained a person for questioning and the incident appears to be a case of personal enmity. Sources said seven rounds were fired at the MLA's convoy.

Another person injured in the incident has been admitted to a hospital.

AAP leader Sanjay Singh identified the dead party volunteer as Ashok Mann.

“Convoy of MLA Naresh Yadav attacked in Mehrauli, Ashok Mann killed. Naresh Yadav was returning home after visiting a temple,” Singh said in a tweet in Hindi.

“At least one volunteer has passed away due to bullet wounds. Another is injured,” AAP tweeted.

Ankit Lal, AAP's social media in-charge, added that miscreants in another car opened fire on the MLA's convoy near Fortis Hospital.
