Shootout inside Vijayapura court: Gunman opens fire at rowdy-sheeter

Vijayapura, Aug 8: In a shocking incident, a notorious criminal facing several charges, was shot at by an unknown assailant inside the district court premises in broad daylight in the city on Tuesday.

According to the police, around 10.30 a.m. when Bagappa Harijan (40) came to the court for a hearing of his cases, the assailant shot five rounds at him. They said that Harijan, who was out on bail, came to the court in a private vehicle with his supporters.

An accused in multiple criminal cases, including murder, extortion, kidnap and illegal possession of weapons, Harijan is related to Chandappa Harijan, a notorious gangster from Indi taluk who was killed in an encounter in 2001.

According to eyewitnesses, when Harijan got off his vehicle, a youth waiting near the two-wheeler parking area inside the court premises started shooting at him.

Harijan was shifted to BLDE Hospital here where he underwent a surgery. Sources in the hospital said that his condition was critical and three bullets had been removed surgically.

Superintendent of Police Kuldeep Jain, who visited the spot, told reporters that a special team had been formed to track the attacker. He also suspected personal rivalry to be the reason behind the attack.

Meanwhile, the District Bar Association has demanded the district administration to provide adequate security to the court premises and install CCTV cameras. The association said that though they had submitted several proposals in this regard, no action had been taken.

The association has now decided to boycott the court proceedings on Wednesday to protest against the failure of the district administration to provide security in the court.

Newsroom, Jan 29: Karnataka’s capital has earned the unwelcome distinction of global capital of traffic congestion. According to a report by TomTom, the Netherlands-based global provider of navigation, traffic and map products, Bengaluru beat 415 other cities across 57 countries to earn the title of world's most traffic congested city in 2019.

“Bengaluru takes the top spot this year with drivers in the southern Indian city expecting to spend an average of 71% extra travel time stuck in traffic," TomTom said in the ninth edition of its annual Traffic Index.

Three other Indian cities, namely, Mumbai, Pune and New Delhi are also ranked in the 2019 edition of TomTom’s Traffic Index of the world’s most traffic-congested cities. 

The report released on Tuesday ranks cities by the average time added to a trip. TomTom index also includes details on when congestion is heaviest and lightest, how highways compare with surface streets, and how much time drivers wasted waiting for other drivers to get out of their way.

Following closely on the heels of Bengaluru is Manila, Philippines, with the similar 71% traffic congestion. Among the top five worst traffic affected cities are Mumbai and Pune from India at the fourth and fifth place respectively, while Bogota, Colombia is on third spot.

Delhi, the national capital of India is on the 8th spot, while Moscow (Russia), Lima (Peru), Istanbul (Turkey) and Jakarta (Indonesia) are on 6th, 7th, 9th and 10th spot respectively.

Mumbai recorded a 65% traffic congestion with 9th September, 2019 being the worst day. On an average, a Mumbaikar lost 209 hours in traffic congestion. Pune has 59% traffic congestion with 2nd August, 2019 being the worst day. 193 hours are lost due to congestion. Delhi, on the other hand, has 56% traffic congestion. 23rd October, 2019 was the worst day, while 190 hours are lost in traffic congestion.

Interestingly, among all the four Indian cities, Delhi has the most number of cars. Previous studies have concluded that Delhi has the best road conditions among the Metro cities of India.

If you are wondering what exactly the percentages mean, a 53% congestion level in Bangkok, for example, means that a trip will take 53% more time than it would during Bangkok’s baseline uncongested conditions.

TomTom calculates the baseline per city by analyzing free-flow travel times of all vehicles on the entire road network – recorded 24/7, 365 days a year. The report by Dutch navigation and mapping company ranks cities by the average time added to a trip. It also includes details on when congestion is heaviest and lightest, and how much time drivers wasted waiting for other drivers to get out of their way.

Bengaluru, Aug 6: No private hospital in Karnataka can turn away a patient without attending to him or her, irrespective of the Coronavirus status, an official has said.

"Private medical establishments shall not deny treatment and admission to any patient approaching the establishment irrespective of the fact that such patient may or may not be suffering from Covid-19," an official from the state Health and Family Welfare Department said on Wednesday.

Likewise, no private hospital can insist on a patient for a Covid-19 test report, said the official invoking the Disaster Management Act.

"The establishments also cannot insist for Covid test report," he said, directing all private hospitals to strictly abide by their responsibilities.

According to the department, it is the duty of every private hospital to provide first aid and take lifesaving steps when any patient approaches it.

"It is the duty of every private medical establishment to provide first aid and take lifesaving measures to stabilise the patient," he said.

The department also invoked statutes from Karnataka Medical Establishments Act 2017, under sections 11 and 11 (A) to drive home the message.

The directives assume significance at a time when several cases of private hospitals denying admissions and fleecing patients across the state have emerged.

"It has been noticed that some of the private hospitals are refusing treatment and admission to emergency patients, causing distress and this has resulted in complications, leading to death in certain cases," said the official.

The district authorities have been directed to take action on the erring hospitals as the department reiterated the responsibilities of private medical establishments.

Bengaluru, Mar 10: Congress leader NA Haris on Tuesday said that keeping Jammu and Kashmir leaders under house arrest is not democratic.

Speaking to media persons he said, "It is not done. Keeping the leaders under house arrest in Jammu and Kashmir is not democratic."

Haris said that nobody is talking about it. Prime Minister Narendra Modi is not talking about it and nothing is happing.

"About Kashmir, it is better to say less as nobody is talking about it. Prime Minister Narendra Modi is not talking about it and nothing is happening. It does not look good," he told media.

"I think leaders should be brought to the table and discussion on issues should take place. Do whatever has to be done for the country," he added.

The Jammu and Kashmir Administration had on February 5 invoked the Public Safety Act (PSA) against former Chief Ministers Mehbooba Mufti and Omar Abdullah. The duo was detained after the Central government abrogated Article 370 last year.
