SPG cover for Modi kin; wife likely to get it too

SPG_cover_for_ModiAhmedabad, May 17: Following victory of Gujarat Chief Minister Narendra Modi in the Lok Sabha election, his security cover will be upgraded to Special Protection Group cover, which is enjoyed by the Prime Minister of the country.

The SPG officials are arriving in the state, with a small team in Gandhinagar, on Saturday to discuss the security cover for Modi till he is sworn in as the PM.

Till the swearing-in, which will possibly be held on May 21, Modi’s security detail will be handled by the Intelligence Bureau (IB) and Gujarat police together.

SPG, the nodal agency for security in the country, will also extend security to Modi’s family. His mother Hiraba lives in Gandhinagar, while his wife Jashodaben lives in Unjha.

Confirming the same, State DGP PC Thakur said, “We are in touch with the SPG and they are coming here to discuss the security cover in detail. The SPG cover would be given only after he is sworn in as the PM, and till then the NSG cover will continue. However, the SPG will give additional cover till procedures are over in these few days. After that they will take the full charge of their security.”

The SPG has to work out a plan to give security to Modi’s family that lives in two different places in Gujarat. The SPG Act will, however, not cover his brothers and sisters, although they would be given not less then Z category security, sources in Gandhinagar added.

The SPG will consult Modi to shift Jashodaben to Gandhinagar, where the SPG can set up its base to provide security to her if she doesn’t stay in New Delhi, sources in Gandhinagar confirmed.

Jashodaben’s residence in Unjha, a small town in Mehsana district, is not equipped to host SPG personnel for security cover.

Modi enjoys the highest rank of Z+ security of NSG commandos. However, after the blasts during a political rally in Bihar, the state government had sought a SPF cover for Modi.

When the Centre had refused to upgrade the NSG to SPG cover, the state government had created a special team, comprising its own officers, headed by an IGP rank officer, to provide security cover for Modi’s rallies and public gatherings. The team, consisting of personnel of ATS, crime branch, special branch, CID, intelligence, bomb and dog squad and several other agencies of the state police, has been guarding Modi for almost a year, after being announced as the PM candidate for the BJP. The team travelled ahead of Modi’s arrival and took stock of surveillance and security layout to make necessary changes after assessing threat perceptions.

An official from the state Home Department said, “Considering the sensitivity and threat to Modi, SPG officials are consulting the Gujarat government and Gujarat Police on taking extra measures that need to be taken while guarding Modi and his family members.

Modi’s security will be different from the SPG detail provided to the previous PM. The team, sent from Gujarat, will also meet the SPG personnel to appraise them of their observations while providing cover during Modi’s rallies.”

As soon as Modi is sworn in as the PM, one team of SPG officials will set up its base in Gandhinagar to provide security to his family, while the other would move along with the PM in New Delhi. The SPG is expected to carry out the take-over drill within two days in Gandhinagar.

Chandigarh, Aug 1: The death toll in the Punjab spurious liquor tragedy rose to 86 on Saturday even as Chief Minister Amarinder Singh suspended seven excise officials and six policemen, officials said.

The government also announced a compensation of Rs 2 lakh for each of the families of the deceased, they said.

Tarn Taran alone accounted for 63 deaths, followed by 12 in Amritsar and 11 in Gurdaspur’s Batala. Till Friday night, the state had reported 39 deaths in the tragedy unfolding since Wednesday night.

According to an official statement, the CM ordered the suspension of seven excise officials, along with six policemen.

Among the suspended officials are two deputy superintendents of police and four station house officers.

Strict action will be taken against any public servant or others found complicit in the case, said the chief minister, describing the police and excise department failure to check the manufacturing and sale of spurious liquor as shameful.

Nobody will be allowed to get away with feeding poison to our people, he added.

London, Jul 10: India's Reliance will load its first cargo of Venezuelan crude in three months this week in exchange for diesel under a swap deal the parties say is permitted under the US sanctions regime on the Latin American country, according to a Reliance source and a shipping document from state oil firm PDVSA.

Washington has exempted some Venezuelan oil trade from sanctions when transactions are in exchange for fuel and food or to repay debts rather than for cash. But that trade slowed as the US tightened restrictions and refiners, shippers and insurers have been steering clear of Venezuela to avoid any risk they may fall foul of sanctions.

Washington aims to deprive Venezuelan socialist President Nicolas Maduro of his main source of revenue with the sanctions, which have driven Venezuelan oil exports to their lowest level since the 1940s.

Reliance gave the US State Department and the Office of Foreign Assets Control (OFAC) notice of the diesel swap and received word back that the policies that allowed the transaction were still in place, the Reliance source told Reuters.

Reliance has previously said that its supplies of fuel to PDVSA in exchange for crude were permitted under sanctions.

An oil tanker named Commodore would load the cargo of crude in Venezuela and ship it to India, the tanker's manager NGM Energy said.

"All details of the transaction and transportation were shared with US authorities, who confirmed that the U.S. policy authorizing such transactions remained in place," NGM Energy said in a statement to Reuters.

"The shipment is made in connection with the humanitarian exchange of oil for diesel fuel."

The Commodore is loading a 1.9-million barrel cargo of crude for Reliance at Venezuela's main oil port of Jose, according to an internal PDVSA cargo schedule seen by Reuters.

The Liberian-flagged Commodore was at the Jose Terminal on Thursday, ship tracking data on Refinitiv Eikon showed.

The US State Department, Treasury's enforcement arm OFAC, and PDVSA did not immediately respond to a request for comment.

Reliance has a swap deal to provide diesel to Venezuela in exchange for fuel but has not received a cargo of crude since April. Sources at Indian refiners told Reuters earlier this year they planned to wind down their purchases of Venezuelan oil to avoid any problems with supply due to sanctions.

Other long-time customers of PDVSA, including Italy's Eni and Spain's Repsol, have continued taking cargoes of Venezuelan crude this year under permission granted by the US Treasury Department to exchange the oil for diesel supply as part of debt repayment deals, according to sources from the companies.

NGM Energy also manages the Voyager I tanker, which the United States removed from its list of sanctioned vessels last week after NGM and the ship's owner Sanibel Shiptrade said they would increase measures to ensure vessels complied with international sanctions.

"Last month, NGM Energy SA adopted a firm policy of not allowing vessels under its commercial management to trade to Venezuela, or to carry Venezuelan petroleum cargoes, absent US government authorization," NGM said.

"NGM continues to stand by that pledge."

May 30: A total of 513 domestic flights carrying 39,969 passengers were operated in India on Friday, Civil Aviation Minister Hardeep Singh Puri said on Saturday.

Domestic services resumed in India after a gap of two months due to the coronavirus lockdown. Indian carriers have operated a total of 1,827 flights till Thursday -- 428 on Monday, 445 on Tuesday, 460 on Wednesday and 494 on Thursday.

Puri said on Twitter on Saturday: "Day 5. 29th May till 2359 hrs. Departures 513. 39,969 passengers handled. Arrivals 512. 39,972 passengers handled." A departure is counted as a flight during the day.

During the pre-lockdown period, Indian airports handled around 3,000 daily domestic flights, aviation industry sources said.

In February, when the lockdown was not imposed, around 4.12 lakh passengers travelled daily through domestic flights in India, according to Directorate General of Civil Aviation (DGCA) data.

Airports in West Bengal, Andhra Pradesh, Maharashtra, Telangana and Tamil Nadu have been allowed to handle a restricted number of daily flights as these states do not want a huge influx of flyers amid the rising number of COVID-19 cases.

While domestic services resumed in Andhra Pradesh on Tuesday, they restarted in West Bengal on Thursday.

Though domestic flight operations across the country began on May 25, they could not be restarted in Kolkata and Bagdogra as the West Bengal machinery was involved in relief and restoration work after cyclone Amphan's devastation.

A total of 16 asymptomatic passengers on seven different flights, including 13 who travelled by IndiGo, have tested positive for COVID-19 since the resumption of domestic air services.
