SpiceJet gets a breather with intervention of aviation ministry

SpiceJetNew Delhi, Dec 6: Gets six-week breather; in fresh trouble as DGCA withdraws 186 of its slots and asks the airline to clear salary dues of all its employees in the next 10 days

Troubled budget airline SpiceJet Ltd got a breather on Friday after Union aviationminister Ashok Gajapathi Rajuintervened and asked the state-owned vendors to go easy with the airline on getting assurance that things would improve at the airline in six weeks.

An industry source, who did not want to be named, said the minister's dictate to the public sector undertakings (PSUs) came after his meeting with SpiceJet's senior officials, who have given a commitment that they will improve the airline's financial condition within six weeks.

"The minister has asked the government agencies to go slow on SpiceJet and wait for another six weeks before taking any harsh action," he said.

SpiceJet's chief operating officer (COO) Sanjiv Kapoor confirmed the development to dna saying, "We are not on cash and carry with AAI."

He, however, refused to elaborate on it. "It (AAI's order to put Spicejet on cash and carry mode) has been withdrawn. No further comments," Kapoor responded to dna's sms.

However, problems of the airline were far from over. According to news agency PTI, in a major setback on Friday the Directorate General of Civil Aviation (DGCA) withdrew 186 of its slots and asked the airline it to clear salary dues of all its employees in the next ten days.

The agency said that after reviewing the situation facing the no-frills carrier, DGCA chief Prabhat Kumar took a series of decisions, including asking the airline to file a "convincing schedule" by December 15 to clear its over Rs 1,500 crore dues to various vendors including airports and oil companies, official sources said.

The DGCA also directed the airline not to take bookings of flights over one month and refund the booking amount to the customers of cancelled flights in 30 days.

As many as 93 arrival and 93 departure slots were withdrawn by directorate general of civil aviation as the low-cost carrier was operating 232 flights in October, instead of 339 in September.

The carrier has been grappling with operational issues due to crippling cash crunch, which has forced it to resort to large scale flight cancellations over the last few weeks. Dearth of working capital has also made it difficult for it to pay up its dues to vendors on time.

dna had reported on Thursday that Airports Authority of India (AAI) had put SpiceJet on cash and carry mode, implying that their credit facility had been revoked. This, normally, happens when an airline is unable to pay its dues in acceptable time, which is 30-45 days as per industry norms.

In a letter written to all the airports across the country, AAI executive director (finance) said: "It has been decided by the competent authority to put operation of SpiceJet Ltd on cash and carry basis."

An industry insider disclosed that the airline continued to be severely squeezed for cash and was unable to even pay salaries of some of its employees.

"For this month, it has paid salaries of only employees below assistant manager level, pilots and cabin crew till now. The rest have been told that their salaries will be paid by December 15," he said.

According to him, of the current 22 Boeing 737s with the airline, four were grounded but lessors were not able to take it back as they were not in flying condition.

"Despite the DGCA's clearance given to the lessors for the recovery of the aircraft, they are not able to take it back as parts are missing from them and so cannot be flown back," he said.

The Kozhikode International Airport located at Karipur is not safe for the landing of flights in rainy season, according to an air-safety expert, who had warned the aviation ministry and the civil aviation regulator about this in 2011. 

The warning was particularly about the dangers of permitting passenger aircraft to land on runway 10 of the airport during rains and unfavourable wind conditions. 

Nine years later, on August 7, 2020, the warning became a reality when an Air India Express pilots landed in tailwind conditions and the aircraft overshot the tabletop runway to drop off the end and crash.

 “An aircraft landing on runway 10 in tailwind will experience poor braking action due to heavy rubber deposits … All such flights … are endangering the lives of all on board,’’ said Capt Mohan Ranganathan, in a letter sent on June 17, 2011 to then director general of civil aviation Bharat Bhushan and Nasim Zaidi, chairman of a civil aviation safety advisory committee, which was formed after the May 2010 Mangaluru air crash which killed 158 people.

“My warning issued after the Mangaluru crash was ignored. It is a table-top runway with a down slope. The buffer zone at the end of the runway is inadequate,” Capt Ranganathan said. Given the topography, he pointed out, the airport should have a buffer of 240m at the end of the runway, but it only has 90m (which the DGCA had approved). “Moreover, the space on either side of the runway is only 75m instead of the mandatory 100m,” he added.

Capt Ranganathan said there is no guideline for operations on a table-top runway when it is raining. “Runway 10 approach should not be permitted in view of the lack of runway end safety area (RESA) and the terrain beyond the end of the runway. RESA of 240m should be immediately introduced and runway length has to be reduced to make the operations safe,” his letter said.

If an aircraft is unable to stop within the runway, there is no RESA beyond the end. The ILS localiser antenna is housed on a concrete structure and the area beyond is a steep slope. “The Air India Express accident in Mangalore should have alerted AAI to make the runway conditions safe. We have brought up the issue of RESA during the initial Casac-sub group meetings. We had specifically mentioned that the declared distances for both runways have to be reduced in order to comply with ICAO Annex 14 requirement,” Capt Ranganathan said.

He said the condition of the runway strip was known to DGCA teams that have been conducting inspection and safety assessments. “Have they considered the danger involved? Did the DGCA or the airlines lay down any operational restrictions or special procedures?”

The letter also refers to Approach and Landing Accident Reduction (ALAR) training, which is supposed to be mandatory before every monsoon, but airlines don’t follow it, he said. “70% of accidents take place during approach and landing and that is why this training is essential,” he added.

Thiruvananthapuram, Apr 2: With the coronavirus lockdown in place, liquor would be delivered home by state-run retail outlets in Kerala after the left government has decided to issue special passes to tipplers, who exhibit withdrawal symptoms and have doctors prescription.

Protesting the government decision, the Kerala Government Medical Officers Association (KGMOA) wore black badges on Wednesday, but attended duty and seeking immediate withdrawal of the order, saying it was "anti-people".

As per guidelines issued by the Kerala State Beverages Corporation managing director G Sparjan Kumar, for the supply of liquor, a service charge of Rs 100 would be collected from each pass holder for meeting the delivery expenses.

Each person would be entitled to 3 litres of Indian Made Foreign Liquor (IMFL) and sale of wine and beer was not envisaged, the order stated.

Those not willing to undertake the home delivery, the name and details of the employee should be reported to the Head office for submission to the government, it said.

A civil police officer will have to accompany the distribution vehicle.

The sale of liquor should be only to the pass holders, limiting it to the quantity mentioned in the pass.

Any excess sale to pass holders or sales to non-pass holders is strictly prohibited, the order said.

In the order issued on Monday, the government said, following the lockdown and the closure of liquor outlets in the state, there were many instances of social issues, including suicidal tendencies shown by those who consumed liquor regularly and the state government has decided to initiate steps to resolve the matter.

Speaking to reporters, chief minister Pinarayi Vijayan said his government has not forced anyone to prescribe liquor to addicts.

He was responding to a query on the indifference of doctors towards the matter of prescribing liquor to addicts.

"If the doctors are not ready to prescribe liquor, it's fine. We are not forcing anyone to do so. We were just following the protocol which are prevalent at many places. It's been over a week. The family and friends of the addicts can gently persuade them to approach the de-addiction centres," he said.

Sparjan Kumar said the order on home delivery was just a modality, as part of the earlier order issued by the government to provide liquor under prescription.

"We have worked out a modality. We have a meeting tomorrow. Some new order has been issued by the Centre today. The meeting will discuss the implementation of the orders," Kumar told.

A person showing withdrawal symptoms has to get a doctor's prescription on his condition so that he could be provided liquor in a "controlled manner", the order added.

The Indian Medical Association (IMA) has also come out against the government's move.

Meanwhile, Vimukthi, an anti-narcotics campaign launched by the state government, has till now admitted 64 patients since March 24.

"Since March 24, the day lockdown started, we have 64 patients admitted due to withdrawal symptoms. We have also registered at least 200 out patients at various de-addiction centres across Kerala," K Mohammed Resheed, Joint Excise Commissioner in charge of awareness told.

New Delhi, April 3: The total number of coronavirus cases in India on Friday climbed to 2301, including 156 cured and discharged and 56 deaths, said the Ministry of Health and Family Welfare.

At present, there are 2088 COVID-19 active cases in the country.

"A total number of COVID-19 positive cases rises to 2301 in India, including 156 cured/discharged, 56 deaths and 1 migrated," said the Health Department.

The highest number of positive cases of coronavirus was reported from Maharashtra at 335, including 16 deaths, followed by Tamil Nadu (309 and 6 deaths) and Kerala (286 and 2 deaths).

There are 219 coronavirus positive cases in the national capital, including 8 cured and discharged and 4 deaths.

The states which have crossed 100-mark for COVID-19 positive cases also include Andhra Pradesh (132), Karnataka (124), Rajasthan (133) and Telangana (107).

While 18 people were detected positive for coronavirus in Chandigarh, 70 cases were confirmed from Jammu and Kashmir and 14 from Ladakh.

In North-East, one COVID-19 case each has been confirmed from Mizoram and Assam, and two in Manipur.
