Sri Lankan court bars Rajapaksa from acting as PM

Colombo, Dec 3: A Sri Lankan court on Monday barred Mahinda Rajapaksa from acting as the Prime Minister, in a major setback to the President Maithripala Sirisena who had installed his former rival in the place of Ranil Wickremesinghe in a controversial decision that triggered a constitutional crisis in the island nation.

The Court of Appeal temporary halted Rajapaksa and his Cabinet from functioning in their positions in response to a case filed by 122 legislators against the disputed government.

The court set the hearing of the case for December 12 and 13.

"According to the interim relief, Rajapaksa and his disputed government have been prevented from acting as PM, cabinet and deputy ministers," said a lawyer, who was present at the hearing.

He added that the court was of the opinion that "irreparable damage" could be caused if persons not entitled to do so sit as prime minister and cabinet ministers.

As many as 122 parliamentarians of Wickremesinghe's United National Party, Janatha Vimukthi Peramuna (JVP) and Tamil National Alliance last month filed a petition in the Court of Appeal challenging Rajapaksa's authority as the prime minister.

The interim ruling was a major blow to both President Sirisena and Rajapaksa after the former had appointed the latter as the prime minister on October 26, plunging the country into constitutional crisis.

Sirisena later dissolved Parliament, almost 20 months before its term was to end, and ordered a snap election. The Supreme Court overturned Sirisena's decision to dissolve Parliament and halted the preparations for snap polls.

The political crisis has crippled the government for more than a month.

Both Wickremesinghe and Rajapaksa claim to be the prime ministers. Wickremesinghe says his dismissal is invalid because he still holds a majority in the 225-member Parliament.

Prior to the crisis, Wickramasinghe's UNP had the backing of 106 parliamentarians while Rajapaksa and Sirisena combine had 95 seats.

Rajapaksa has, so far, failed to prove his majority in Parliament.

Wickremesinghe, with the support from the main Tamil party, claims to have the support of more than 113 legislators, required for simple majority.

The Tamil National Alliance (TNA) has 16 seats in the house and JVP has six legislators.

The UNF has moved three no trust motions against Rajapaksa, who has refused to step down.

The Sri Lankan president has said that due to sharp personal differences with Wickremesinghe he would not reappoint him as the Prime Minister.

However, Wickremesinghe's UNP claims that Sirisena will be left with no choice as he would be the man who will command the confidence in the House.

Fifty-six journalists were killed in 2019 and most of them died outside conflict zones, a United Nations spokesperson said.

The number dropped by nearly half from the year 2018, but perpetrators enjoyed almost total impunity, Xinhua news agency quoted Stephane Dujarric, spokesperson for UN Secretary-General Antonio Guterres, as saying on Monday citing Unesco figures.

The figure was published in the 'Unesco Observatory of Killed Journalists' on Monday.

In total, Unesco recorded 894 journalist killings in the decade from 2010 to 2019, an average of almost 90 per year. The number in 2019 was 99.

Journalists were murdered in all regions of the world, with Latin America and the Caribbean recording 22 killings, the highest number, followed by 15 in Asia-Pacific, and 10 in Arab States.

"The figures show that journalists not only suffer extreme risks when covering violent conflict, but that they are also targeted when reporting on local politics, corruption and crime - often in their hometowns," the Unesco said.

Almost two thirds (61 per cent) of the cases in 2019 occurred in countries not experiencing armed conflict, a notable spike in a wider trend in recent years, and a reversal of the situation of 2014, when this figure was one third.

More than 90 per cent of cases recorded in 2019 concerned local journalists, consistent with previous years, it added.

In response to these figures, Audrey Azoulay, the Director-General of Unesco, said: "Unesco remains deeply troubled by the hostility and violence directed at all too many journalists around the world.

"As long as this situation lasts, it will undermine democratic debate."

Washington, Apr 11: China is considered a developing country, make the United States too a developing one, US President Donald Trump said on Friday, alleging that Beijing has taken advantage of his country.

"China has been unbelievably taken advantage of us and other countries. You know, for instance, they are considered a developing nation. I said well then make us a developing nation too,” Trump told reporters at his daily White House news conference on coronavirus.

The president was responding to a question on China.

“They get big advantages because they are a developing nation. India, a developing nation. The United States is a big developed nation. Well, we have plenty of development to do,” he said.

Reiterating that United States was taken advantage of by the World Trade Organization, Trump said the Chinese economy started booming after it joined WTO with the help of the US.

“If you look at the history of China, it was only since they went into the WTO that they became a rocket ship with their economy. They were flatlined for years and years,” he said.

“Frankly, for many, many decades. And it was only when they came into the WTO that they became a rocket ship because they took advantage of all -- I'm not even blaming them. I'm saying how stupid were the people that stood here and allowed it to happen,” he said.

The Trump Administration will now allow that to happen, he said.

“If they don't treat us fairly, will leave. But now we're starting to win cases,” he said.

Alleging that China has taken advantage of the United States for 30 years, he said, China has taken advantage of the US through WTO and using rules that are unfair to the United States.

"They should have never been allowed it, this should have never been allowed to happen", he added.

“When China joined and was allowed to join under those circumstances the WTO, that was a very bad day for the United States because they have rules and regulations that were far different and far easier than our rules and regulations,” he said.

“Plus. They took advantage of them down to the last. China took advantage of them like few people would even think to take advantage of them and again they are considered right a developing nation,” he added.

The United States, he rued, is not considered a developing nation.

“The were given advantages (for being a developing nation). For many years China has ripped off the United States. Then I came along and right now, as you know, China is paying 25 percent," said Trump, adding that the US is now gaining "billions and billions and billions of dollars in tariffs from China”.

The US is not paying, he asserted.

“Not every country is China but China would devalue their currency and they would also pour out money and they essentially were paying most of those tariffs not us,” he said.

Paris, Jul 20: Two coronavirus vaccine candidates have proven safe for humans and produced strong immune reactions among patients involved in separate clinical trials, doctors said on Monday.

The first trial among more than 1,000 adults in Britain found that the vaccine induced "strong antibody and T cell immune responses" against the novel coronavirus.

A separate trial in China involving more than 500 people showed most had developed widespread antibody immune response.

The studies, published in The Lancet medical journal, constitute a major step on the road towards a COVID-19 vaccine that is effective and safe for widespread use.

The authors of the studies said that they encountered few adverse side-effects from the vaccine candidates.

However, they cautioned that more research was needed, particularly among older adults, who are disproportionately at risk of dying of COVID-19.

Co-author Sarah Gilbert from the University of Oxford said the results "hold promise".

"If our vaccine is effective, it is a promising option as these types of vaccine can be manufactured at large scale."
