Staring at a woman for over 14 seconds can land you in jail: Kerala official

Kochi, Aug 16: A top Kerala official's comments that staring "annoyingly" at a woman for 14 seconds can land a man in jail as per certain sections of law has gone viral on social media with a state minister terming them "irritating".

He made the comments at an event organised by a charitable trust here two days ago.

Urging women to fight the hooligans disturbing them, Singh had also asked them to carry knives and chili spray in their bags to protect themselves from such elements.

"Are you carrying a knife in your bag? Are you carrying chilly spray? Time is over for taking such precautions" he had said.

While Singh's words drew varied reactions on social media, Kerala Sports Minister E P Jayarajan termed them as "irritating".

"The remarks are irritating. If a bureaucrat makes remarks which are not in law, certainly the minister concerned will examine it and necessary steps will be taken," he told reporters.

Singh's comments drew humorous reactions on social media, with jokes such as -- how a man who went to see a woman at her home following a marriage proposal ended up in jail for staring at her for more than 14 seconds.

Some also expressed doubts over the points made by Singh.

They asked, "What will happen if a man blinks while staring at her continuously for 14 seconds?... what about a man who stares at a woman wearing a sunglass?".

Rishiraj Singh had courted controversy in July last year for not saluting the then Kerala Home Minister Ramesh Chennithala at a passing out parade in Thrissur.

Supreme Court lawyer KV Dhananjaya who spoke to media persons brought some perspective to the statement made by Singh. "This is an unbelievably mindless statement to make. There is no such provision in any law of this country and there cannot be such a mindless provision of law in any other country of the world. The offence of outraging the modesty of a woman is a very serious issue and it is a matter of concern that such a high ranking public servant is publicly saying an evidently false and mindless thing about it."

If a person stares at a girl more than 10 seconds....she feels irritated and move away....what does this mean.....will anyone love to see someone staring at his wife or daughter continuously for sometime....will you not react.....this guy is somewhere right....trying to protect women...at least someone trying to do something....if modi said it....

Belgaum, Feb 24: Around 20 people entered a boys' hostel premises in Karnataka's Belgaum with rods and bats and destroyed properties allegedly over ragging of a girl by two hostel residents.

The incident took place on February 23 and was captured in the CCTV camera.

According to Belgaum Police, a gang of 20 people entered Dr BR Ambedkar post metric hostel premises in Belgaum with rods and bats. The group destroyed the properties of hostel, bikes, and scooters.

Police said this is an issue of ragging and during the incident, no students were injured.

Further, the investigation is underway.

Mangaluru, May 19: Team Be Human, a city based group of philanthropists, has taken commendable initiative to satiate the hunger of the civic workers of Mangaluru City Corporation that are endangering their lives to keep the city clean amidst covid-19 lockdown. 

On Friday, April 18, gorcesary kits were distributed among around 180 civic workers at Eidgah Maidan in Light House Hill in the presence of Corporator Abdul Raoof Bajal, Mansoor Ahmed Azad, Aina group Ashraf, Ceco Asif, Advocate Abdul Shukoor, U B Saleem, Sahil Zaheer, Rash Beary, Munna Kammaradi and Abdul Muttalib.

The Team swung into action on hearing the civic workers' plight due to the delay in payment of their wages by the Antony Waste Management firm. The Team was helped by the alumni of the St Aloysius College, Mangaluru (batch 1989). 

This is not the first time the Team Be Human distributing kits among the needy. Amidst lockdown it has already distributed around 1200 grocery kits among the poor people including the daily wage workers, migrant labourers in Dakshina Kannada district with help of Ahnaf Deals, Altaf, Shameem, Basha, Pradeep, Vincent,  Shiyaz Deals, Nawaz and Haneef. 

In its next step the Team Be Human is planning to distribute the kits among civic workers in Urva and Suratkal region, said Asif Deals, founder president of Team Be Human. He called upon the youth and students to come forward to help the needy and poor people who are deprived of basic facilities.

Bengaluru, May 22: Karnataka government on Thursday announced that weddings scheduled for May 24 and May 31 are exempted from complete lockdown on Sundays.

As per an earlier advisory issued by the State government with regard to weddings, not more than 50 guests shall be allowed and the consumption of liquor on the occasion will be prohibited.

According to the advisory, sanitisers should be provided at the entry and other appropriate places at the venue. Also, thermal screening of all persons shall be conducted at the entry of the venue. The scanner should be held 3-15 cms away from a person's forehead.

Apart from this, the venue shall be "clean and hygienic," and a "nodal person shall be identified for overseeing the arrangements and coordination at the venue."

Also, a list of attendees with contact details has to be maintained and all guests should have downloaded Aarogya Setu app.
