Strong US-Saudi ties will weather JASTA impact: Fahad Nazer

Jeddah, Sep 30: A leading Washington-based analyst feels that firmly rooted Saudi-US ties will weather all possible consequences of Wednesday’s passage of the controversial 9/11 bill, known as the Justice Against Sponsors of Terrorism Act (JASTA).

fahad nazerFahad Nazer, a non-resident fellow with the Arab Gulf States Institute in Washington (AGSIW), told Arab News that the current state of Saudi-US relations is strong and solid.

“Their close cooperation on counterterrorism, the continued Saudi preference for American weapons, the important role that Saudi Arabia plays in stabilizing international energy markets and the $70 billion worth of annual trade between the two countries will sustain the relationship for the foreseeable future,” he said.

In addition, he said, one should certainly not underestimate the massive soft power of “the thousands of Saudis who have studied in the US and the thousands of Americans who have made a living in Saudi Arabia over the years — they have all played an important role in building a level of trust and familiarity between Saudis and Americans.”

Having said all that, he admitted that it would be difficult to argue that the relationship has not experienced strain.

“JASTA’s becoming the law of the land is clearly troubling to Saudi officials,” said Nazer. “Crown Prince Mohammed bin Naif reiterated Saudi Arabia’s concern for the implications of the legislation and the principle of sovereign immunity. This concern was made clear in his address to the UN General Assembly last week.”

The Saudis have repeatedly said that the legislation could have an adverse impact on the way that international relations are conducted and that the US could leave itself open to similar measures by other countries which would make American diplomatic and military personnel vulnerable to prosecution.

“This is the same argument that senior US administration officials, including President Barack Obama himself and Secretary of Defense Ash Carter, have made on multiple occasions,” said Nazer. “The legislation goes beyond straining US-Saudi relations.”

According to Nazer, although Saudi officials are clearly frustrated by the continuing accusations that they are to blame for the Sept. 11, 2001, attacks, US government investigations have concluded that there is no evidence to support these allegations.

“It appears that Saudi officials take some solace in the fact that many US security and counterterrorism officials give Saudi Arabia high marks for the measures it has taken to counter Daesh and other terrorist groups,” he said.

“Yes, JASTA is now a serious concern, but Saudi officials are well aware that the US administration shares some of the same concerns,” said Nazer. “I think they understand that the American government and public are not monolithic.”

That can also be said of the US Congress, he said, pointing out that there is a stark contrast between the views of Senators John McCain and Rand Paul as far as relations with Saudi Arabia are concerned.

“The defeat of Sen. Paul’s measure that would have blocked $1.5 billion worth of weapons to Saudi Arabia last week suggests that some of the pillars of this relationship, including military purchases and training, remain strong,” he said.

“If one takes into account the administration’s position and various Congressional leaders’ public pronouncements, it appears that a majority of American officials in both parties still appreciate and support strong US-Saudi relations,” added Nazer.

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.

Dubai, Jul 22: Saudi Arabia's Minister of Haj and Umrah, Dr Muhammad Saleh Benten, has inspected the facilities and arrangement made for the Haj pilgrims in Makkah and the holy sites.

Speaking to the Saudi Press Agency after the tour, the minister said that the Saudi government has worked out unprecedented plans for the running of this year's Haj, enabling pilgrims to perform their rituals in ease and comfort.
 
This year's Haj, which has been scaled back dramatically to include only around 1,000 Muslim pilgrims as Saudi Arabia battles a coronavirus surge, will begin on July 29, authorities said Monday.

"The comprehensive, foolproof plans will be implemented by the security, health and service agencies. The plans include the provision of the best health services, and the most appropriate crowd control, strictly in line with the precautionary measures and preventive protocols, formulated by the Ministry of Health to ensure full safety of pilgrims from the coronavirus pandemic," Dr Benten said.

According to the Saudi Gazette, Benten emphasised the eagerness of the government of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz of Saudi Arabia and Saudi Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud to implement the Haj operation by following the highest health standards and precautionary measures in order to ensure the safety of the pilgrims.

Earlier, the minister inspected the arrangements and facilities for the reception and accommodation of pilgrims at Four Point Hotel in Makkah.

He was briefed by ministry officials with regard to receiving and accommodating pilgrims during the period from 4 to 8 of Dhul Hijjah before leaving for Mina.

Benten also visited the tents in Arafat and the facilities in Muzdalifah.

After that, his inspection tour visited the tent city of Mina, where he viewed one of the towers designated for the housing of pilgrims. 

According to the Saudi Gazette, he was impressed with the services and facilities being arranged for the accommodation and serving of food for the pilgrims.

To complete his visit, the minister watched a visual presentation of the mechanism for providing logistical services for the pilgrims during their travel from accommodation to Jamarat to undertake the stoning ritual.

Meanwhile, Maj. Gen. Mohammed Bin Wasl Al Ahmadi, assistant commander of the Haj security forces for the Grand Mosque and its premises, said on Tuesday that the security plan for this year's pilgrimage prioritises on organisational, security, humanitarian and health aspects.

He said the Haj security forces have installed entry and exit mechanisms from the Grand Mosque during Haj, with passages for pilgrims extending from the southern and western premises of venue as well as special passages around the circumambulation and Saey areas.

New Delhi, June 24: The United Arab Emirates (UAE) has asked Air India to not carry any passengers aboard the repatriation flights to UAE being operated under the Vande Bharat Mission.

As per the Guidelines issued by the General Civil Aviation Authority of United Arab Emirates (UAE)- Safety Decision 2020-01 (Issue 17) Q and A Guidance For Foreign Operators, on June 23, 2020 - transportation of passengers ( UAE Nationals and Non - UAE Nationals) to the United Arab Emirates on the repatriation flights is not allowed.

In view of the foregoing, all passengers including the Indian Nationals who are holding valid Residency Permit / Work Permit of United Arab Emirates and have procured approval of the UAEs Federal Authority for Identity and Citizenship- UAE (ICA) of United Arab Emirates or an approval from the General Directorate of Residency and Foreigners Affairs (GDRFA) applicable to Dubai would need to have specific approval from the Embassy of the United Arab Emirates in New Delhi and their UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC) to travel from India to United Arab Emirates (UAE) on these repatriation flights.

All passengers need to comply with the quarantine and COVID-19 test requirements as per the preventive and the precautionary measures required by the appropriate health authorities, as notified from time to time.
