Supreme Court gives govt time to suggest ways to ban child pornography

New Delhi, Mar 28: The Supreme Court on Monday gave time to the government to suggest ways to ban child pornography in all its forms and took on record the Centre's earlier direction to internet service providers to block porn sites.

Put up the matter for further hearing in the week commencing from April 18," a bench headed by Justice Dipak Misra said. Additional Solicitor General Pinky Anand, appearing for the Centre, said due to holidays, the meeting of concerned departments could not be held and sought two weeks to file suggestions on the issue of banning child pornography.

The bench, also comprising Justice Shiva Kirti Singh, took on record the suggestions given by the advocate Vijay Panjwani appearing on behalf of petitioner Kamlesh Vaswani to block the pornographic sites, especially those containing child pornographic contents. Panjwani also placed on record, the government's last year's order in which Internet Service Providers were directed to block websites containing pornographic content, submitting that similar steps are required to be taken to ban such websites containing child pornographic materials.

The apex court had on February 26, asked the government to suggest ways to ban child pornography saying the nation cannot "afford to carry on any experiment" in the name of "liberty or freedom of speech and expression".

It had said that innocent children cannot be made prey to this kind of painful situation and a nation cannot afford to carry on any experiment on children in the name of liberty or for that matter freedom of speech and expression. It had asked the government to seek advice from experts and suggestions from the National Commission for Women (NCW) on banning of websites dealing with adult and child pornography.

A women lawyers' body had earlier moved the apex court seeking blocking of all porn websites, saying that pornography "corrupts" the mind of the young generation and leads them to commit crime against women and children. The intervention application filed by the SCWLA, had come after the Centre's decision to lift ban on 857 porn sites.

On August 10, last year, the government had told the Supreme Court that it does not believe in a "totalitarian" state and cannot become moral police. It had termed the issue relating to banning of porn sites as a "grey area" and said that violation of fundamental right of speech and expression will also arise and hence, the matter needed public debate.

The petitioner had pleaded that although watching obscene videos is not an offence, pornographic sites should be banned as they were one of the major causes for crimes against women. "The sexual content that kids are accessing today is far more graphic, violent, brutal, deviant and destructive and has put entire society in danger, so also safety threats to public order in India.

"The petitioner most respectfully submits that most of the offences committed against women/girls/children are fuelled by pornography. The worrying issue is the severity and gravity of the images are increasing. It is a matter of serious concern that pre-pubescent children are being raped," it had said.

Bengaluru, Jan 31: Senior IPS officer Praveen Sood is the new Head of Police Force in Karnataka as the current DG and IG Neelamani Raju today retired.

Praveen Sood, the DIG of CID’s Economic Offences Wing, introduced several reforms that sped up investigation processes. He introduced the Crime and Criminal Tracking Network System all over the state by networking all police stations in the country and ensuring data entry and retrieval of all information in police stations and higher police officers online.

Born in 1964, Sood graduated from IIT Delhi and joined the Indian Police Service in 1986. He kicked off his career as the Assistant Superintendent of Police in Mysuru in 1989. He has served as the SP of Ballari and Raichur before being posted as the Deputy Police Commissioner (Law and Order) of Bengaluru.

In 1999, he served as the police officer on foreign deputation as the police advisor to the Government of Mauritius for 3 years.  He was posted as Police Commissioner of Mysuru City between 2004 and 2007.

He took over as the Additional Commissioner of Police (Traffic) in Bengaluru in 2008 and continued in the post till 2011. He has won the Chief Minister’s Gold Medal for excellence in service in 1996, the Police Medal for Meritorious Service in 2002  and the President’s Police Medal in 2011.

During 2013-14 he took over as Managing Director of Karnataka State Police Housing Corporation. He later worked as the Principal Secretary to the Home  Department as the Additional Director General of Police (Karnataka State Reserve Police) and the ADGP of Administration.

In 2017, he was appointed the Bengaluru Police Commissioner. He was also instrumental in launching “Suraksha” App and “Pink Hoyasalas” managed by all-women police officers.

As the DIG of the CID, Economic offences and Special Units, he is credited for opening the Centre for Cyber-crime Investigation, Training and Research for training police officers, prosecutors and the judiciary in handling cyber crime cases.

Bengaluru, June 14: Chief Minister B S Yediyurappa-led BJP government of Karnataka has once again urged the Prime Minister Narendra Modi-led union BJP government to release GST compensation worth Rs 10,208 crore that is due for the state.

The request was placed with Finance Minister Niramala Sitharaman during the 40th GST council meeting, in which Karnataka Home Minister and state’s representative to the council, Basavaraj Bommai, participated.

Speaking to reporters after the meeting, Bommai said that Rs 10,208 crore was due from the Centre as GST compensation for four four months - from March to May.

“We have requested the Centre to release Rs 1,460 crore - pertaining to GST compensation for the month of March - as soon as possible due to the dire financial conditions of the state,” he said.

Bommai said that the state was confident that the funds will be released soon, noting that Karnataka had recently received Rs 4,314 in GST compensation for three months, between December 2019 to February 2020.

Meanwhile, the state also proposed the Council to reduce penalty for delay in filing GST. Bommai said that while people are made to pay 18% of the tax as fine in delay in payment, Karnataka has asked the Centre to reduce the percentage by half to 9%.

Udupi, May 17: A total of 1,460 migrant labourers left for Uttar Pradesh from Indrali Railway Station in Udupi in Shramik Special train on Sunday.

This is the first train to ferry migrant labourers from Udupi. As many as 236 from Karkala, 323 from Kundapura, 901 labourers from Brahmavar, Kaup and Udupi left for their native villages.

More than 2,000 labourers had gathered at the railway station and only 1,460 labourers received tickets to travel.

Those who did not receive tickets were disappointed and got into heated arguments with the officials.

The labourers were promised that they will receive tickets to another train, that would depart from Udupi before May 20. One bogie of the train was reserved for pregnant women, women and children.

As many as 1,712 from Jharkhand, 770 from Odisha, 977 from West Bengal, 1,600 from Bihar, 379 from Madhya Pradesh, 280 from Chattisgarh, 110 from Uttarkhand, 379 from Rajasthan had registered on Seva Sindhu portal.

Additional Deputy Commissioner B Sadashiva Prabhu said that there are plans to make arrangements to send migrant labourers from UP, Uttaranchal, Madhya Pradesh and Jharkhand.
