Terror attack at Uri Army base, 17 jawans killed

Srinagar, Sep 18: Heavily armed militants stormed a battalion headquarters of the Army in North Kashmir's Uri town in the wee hours today, killing 17 jawans and injuring 19 other personnel in the terror strike in which four ultras were neutralised.uri-mos

Explosions and gunfire erupted as the militants attacked the camp, which is located barely few metres away from the Army's Brigade Headquarters in Uri town, 102 kms from here, around 4 AM, official sources said.

The jawans of the Dogra Regiment were sleeping in a tent which caught fire due the explosion. The fire also engulfed the nearby barracks, the sources said.

17 jawans were killed in the terror attack, the Northern Command of the Army said. Nineteen other personnel were injured in the strike in which four militants were killed.

"A group of heavily armed terrorists targeted the rear administrative base of a unit at Uri, Kashmir. In the counter action, four terrorists have been eliminated and combing operations are in progress," the Army said in a statement.

"The administrative base had large strength of troops of units turning over after their tour of duty who were stationed in tents/temporary shelters which caught fire, and resulted in heavy casualties. We salute the sacrifice of 17 soldiers who were martyred in the operation," the statement said.

Helicopters from the Army's 19 divisional headquarters in Baramulla have been pressed into service and the injured Army personnel have been evacuated from the encounter site, the sources said.

Defence Minister Manohar Parrikar and Army Chief Gen Dalbir Singh Suhag are rushing to Kashmir in the wake of terror attack in Uri. The Home Minister has also called an emergency meeting to review the situation arising out of the terror attack.

The attack comes two years after militants had carried out a similar type of attack at Mohra in the same area. Ten security personnel were killed in the attack that took place on December 5, 2014.

It is believed that the attack was the handiwork of a freshly infiltrated group of militants who could have entered along the Salamabad Nallah into the town.

The Home Minister has postponed his scheduled visit to Russia and the United States in the wake of the attack in Uri and the unrest in Jammu and Kashmir. Singh also spoke to the Jammu and Kashmir Governor and Chief Minister Mehbooba Mufti on the situation arising out of the terror strike in Uri.

The Home Minister was scheduled to leave for Russia tonight for a four-day bilateral visit and later to the US on September 26 for a six-day tour to attend the Indo-US Homeland Security Dialogue.

"Keeping the situation of Jammu and Kashmir in mind and in the wake of terror attack in Uri, I have postponed my visits to Russia and the US," he said in a statement here.

The Home Minister said he has spoken to Governor N N Vohra and the Chief Minister and discussed with them the situation arising out of attack on a Army Brigade Headquarters in Uri and both of them apprised him of the overall situation in Jammu and Kashmir.

"I have given instructions to Home Secretary (Rajiv Mehrishi) and other officers in the Home Ministry to closely monitor the situation in Jammu and Kashmir," he said.

The Home Minister also called an emergency meeting to review the situation arising out of the attack on the Brigade Headquarters in Uri. National Security Advisor Ajit Doval, the Union Home Secretary, top Army, paramilitary and Home Ministry officials are attending it.

New Delhi, Jan 10: One woman reported a rape every 15 minutes on average in India in 2018, according to government data released on Thursday, underlining its dismal reputation as one of the worst places in the world to be female.

The highly publicised gang rape and murder of a woman in a bus in New Delhi in 2012 brought tens of thousands onto the streets across India and spurred demands for action from film stars and politicians, leading to harsher punishments and new fast-track courts. But the violence has continued unabated.

Women reported almost 34,000 rapes in 2018, barely changed from the year before. Just over 85% led to charges, and 27% to convictions, according to the annual crime report released by the Ministry of Home Affairs.

Women's rights groups say crimes against women are often taken less seriously, and investigated by police lacking insensitivity.

"The country is still run by men, one (female prime minister) Indira Gandhi is not going to change things. Most judges are still men," said Lalitha Kumaramangalam, former chief of the National Commission for Women.

"There are very few forensic labs in the country, and fast-track courts have very few judges," said Kumaramangalam, a member of Prime Minister Narendra Modi's Bharatiya Janata Party (BJP).

The rape of a teenager in 2017 by former BJP state legislator Kuldeep Singh Sengar gained national attention when the accuser tried to kill herself the following year, accusing the police of inaction.

Five months before Sengar was convicted last December, the accuser's family had to be provided with security after a truck crashed into the car she was in, injuring her and killing two of her relatives.

A 2015 study by the Centre for Law & Policy Research in Bengaluru found that fast-track courts were indeed quicker, but did not handle a high volume of cases.

And a study in 2016 by Partners for Law in Development in New Delhi found that they still took an average of 8.5 months per case - more than four times the recommended period.

The government statistics understate the number of rapes as it is still considered a taboo to report rape in some parts of India and because rapes that end in the murder are counted purely as murders.

New Delhi, Jan 28: Kolkata Metro Rail Corp expects to complete its East-West project, which runs partly under the city’s iconic Hooghly river, by March 2022 after a delay of several years doubled costs.

The authority is awaiting a final installment of Rs 20 crore ($2.8 million) over the next two years from the Indian Railway Board, said Manas Sarkar, managing director at KMRC. A soft loan of Rs 4,160 crore from Japan International Cooperation Agency helps fund 48.5% of the project.

India’s oldest metro, which started in 1984 with a North-South service, was due to expand by 2014 but faced problems including squatters on the planned route. These issues have contributed to the total project cost rising to about Rs 8,600 crore for some 17 kilometers from Rs 4,900 crore for 14 km.

“About 40% of total transport demand will be tackled by these two metro services,” Sarkar said in an interview at his office in Kolkata. “It will be a relief for environmental pollution and the city should be much more decongested.”

The new line is expected to carry about 900,000 people daily, -- roughly 20% of the city’s population -- and will take less than a minute to cross a 520-meter underwater tunnel. Depending on the time of day, it takes some 20 minutes to use the ferry and anywhere upward of an hour to cross the Howrah bridge.

KMRC will repay the JICA loan over 30 years after an initial six-year moratorium. The interest rate is between 1.2% to 1.6%. The East-West metro project is 74% owned by the railway ministry and 26% by the ministry of housing and urban affairs.

“We don’t anticipate any further cost escalation now,” Sarkar said.

New Delhi, Jan 18: Senior advocate Indira Jaising urged the mother of Nirbhaya to pardon the men on death row who were convicted for the 2012 gang rape of her daughter.

Jaising took to Twitter to make the request shortly after Asha Devi on Friday expressed her disappointment following a Delhi court postponed the date of the execution of the four convicts.

"While I fully identify with the pain of Asha Devi I urge her to follow the example of Sonia Gandhi who forgave Nalini and said she didn't not want the death penalty for her. We are with you but against the death penalty," Jaisingh tweeted.

Asha Devi lashed out at Jaisingh suggesting pardon for the convicts. "I can't believe how Indira Jaising even dared to suggest such this. I met her many times over the years in Supreme Court, not once she asked for my wellbeing and today, she is speaking for convicts. Such people earn livelihood by supporting rapists, hence rape incidents don't stop," Asha Devi told ANI.

Nalini was arrested and convicted for her role in the assassination of former prime minister Rajiv Gandhi in 1991.

Earlier on Friday Asha Devi had lashed out at the courts and the government stating that "the same people who had in the year 2012 gone around participating in rallies and raised slogans for women's safety are playing with the death of my daughter for their political gains. They have stopped the execution for their political gains."

The death-row convicts who were earlier slated to be executed on January 22 at 7 am are set to be hanged on February 1 at 6 am.

Asha Devi rued that the convicts got what they wished for. "I will not be satisfied until they are hanged," she added.

Four convicts, Vinay, Akshay, Pawan and Mukesh were convicted and sentenced to death for raping a 23-year-old woman in a moving bus in the national capital on the intervening night of December 16-17, 2012.

The victim, who was later given the name Nirbhaya succumbed to injuries at a hospital in Singapore where she had been airlifted for medical treatment.
