Terror groups resort to sexual violence as war tactic: UN

United Nations, Apr 14: A new report by the United Nations has revealed that rape and sexual attacks have turned into a tactic of war in the hands of Takfiri terror groups such as ISIL and Boko Haram.

UN Secretary General Ban Ki-moon said in the world body's annual report released on Monday that the year 2014 saw “harrowing accounts of rape, sexual slavery and forced marriage being used by extremist groups, including as a tactic of terror.”

According to the review, sexual assaults in Iraq, Syria and Nigeria do not occur incidentally, but are “integrally linked to strategic objectives, ideology and funding of extremist groups.”

The UN report listed ISIL and Boko Haram Takfiri terrorists along with 11 other groups as the parties that resort to sexual violence.

Boko Haram, which controls part of the northeastern Nigeria, recently declared allegiance to the ISIL Takfiri group, which is perpetrating heinous crimes against humanity in areas under its control in Iraq, Syria, and Libya.

It further noted that the ISIL terrorists purportedly held captive and forced into sexual slavery young women, particularly those from the Izadi minority group, after capturing Iraq's northern city of Mosul last June.

Over the past several months, some 1,500 civilians may have been forced to become sex slaves in Iraq, the report said, while pointing to a “significant increase” in the number of cases of sexual violence in Syria where abductees from Iraq are being sold in markets in areas under the control of ISIL.

The UN covered 19 nations in the report and listed 45 groups engaged in sexual violence.

Boko Haram, whose name means “Western education is forbidden,” has claimed responsibility for a number of deadly shooting attacks and bombings in various parts of Nigeria since the beginning of its operations in 2009. The insurgency has left over 13,000 people dead and 1.5 million displaced.

New York, Jan 10: The US's National Transportation Safety Board (NTSB) announced that it has accepted an invitation from Tehran to participate in its investigation into the crash of a Ukrainian plane amid speculations that an Iranian missile might have brought down the plane.

The federal agency said in a statement on Thursday that the Iran Civil Aviation Organization has notified them that they could take part in the investigation of the plane crash that occurred shortly after taking off from Tehran on Wednesday, killing all 176 people on board, reports the Efe news.

"The NTSB has designated an accredited representative to the investigation of the crash," said the independent US government agency tasked with investigating transport accidents.

Since the aircraft was a US-made Boeing 737-800, international regulations allow Washington to be a part of the accident investigation.

However, it remains unclear to what extent the NTSB representative will be able to play an active role in the probe, as US sanctions complicate cooperation with Iran, and the two countries have no diplomatic relations.

The NTSB announcement came hours after US intelligence sources told several media outlets that the Kiev-bound Ukrainian International Airlines (UIA) flight 752 could have been accidentally shot down by an Iranian missile.

Canadian Prime Minister Justin Trudeau later confirmed that his government had "evidence" indicating that the aircraft "was shot down by an Iranian surface to air missile", although he added it may have been unintentional.

The accident occurred on the same day after Iran launched more than a dozen ballistic missiles at two US military bases in Iraq, in retaliation for the killing of Iranian Major General Qasem Soleimani in an American drone attack in Baghdad on January 3.

However, the Iranian authorities have denied that they had accidentally shot down the plane and claimed the accusations were a part of a psychological warfare campaign against Tehran.

Iranian foreign ministry spokesman Abbas Mousavi said they welcomed the presence of experts from countries whose citizens have died in the tragic accident, and requested Trudeau and any other government to provide any information they had regarding the crash.

Washington, Apr 11: China is considered a developing country, make the United States too a developing one, US President Donald Trump said on Friday, alleging that Beijing has taken advantage of his country.

"China has been unbelievably taken advantage of us and other countries. You know, for instance, they are considered a developing nation. I said well then make us a developing nation too,” Trump told reporters at his daily White House news conference on coronavirus.

The president was responding to a question on China.

“They get big advantages because they are a developing nation. India, a developing nation. The United States is a big developed nation. Well, we have plenty of development to do,” he said.

Reiterating that United States was taken advantage of by the World Trade Organization, Trump said the Chinese economy started booming after it joined WTO with the help of the US.

“If you look at the history of China, it was only since they went into the WTO that they became a rocket ship with their economy. They were flatlined for years and years,” he said.

“Frankly, for many, many decades. And it was only when they came into the WTO that they became a rocket ship because they took advantage of all -- I'm not even blaming them. I'm saying how stupid were the people that stood here and allowed it to happen,” he said.

The Trump Administration will now allow that to happen, he said.

“If they don't treat us fairly, will leave. But now we're starting to win cases,” he said.

Alleging that China has taken advantage of the United States for 30 years, he said, China has taken advantage of the US through WTO and using rules that are unfair to the United States.

"They should have never been allowed it, this should have never been allowed to happen", he added.

“When China joined and was allowed to join under those circumstances the WTO, that was a very bad day for the United States because they have rules and regulations that were far different and far easier than our rules and regulations,” he said.

“Plus. They took advantage of them down to the last. China took advantage of them like few people would even think to take advantage of them and again they are considered right a developing nation,” he added.

The United States, he rued, is not considered a developing nation.

“The were given advantages (for being a developing nation). For many years China has ripped off the United States. Then I came along and right now, as you know, China is paying 25 percent," said Trump, adding that the US is now gaining "billions and billions and billions of dollars in tariffs from China”.

The US is not paying, he asserted.

“Not every country is China but China would devalue their currency and they would also pour out money and they essentially were paying most of those tariffs not us,” he said.

Washington, Jul 7: President Donald Trump on Tuesday formally started the withdrawal of the United States from the World Health Organization, making good on threats to deprive the UN body of its top funding source over its response to the coronavirus.

Public health advocates and Trump's political opponents voiced outrage at the departure from the Geneva-based body, which leads the global fight on maladies from polio to measles to mental health -- as well as Covid-19, at a time when cases have again been rising around the world.

After threatening to suspend the $400 million (Dh1.47 billion) in annual US contributions and then announcing a withdrawal, the Trump administration has formally sent a notice to UN Secretary-General Antonio Guterres, a State Department spokesperson said.

The withdrawal is effective in one year -- July 6, 2021 -- and Joe Biden, Trump's presumptive Democratic opponent, is virtually certain to stop it and stay in the WHO if he wins the November election.

A spokesman for Guterres and the global health body itself confirmed that the United States, a key founding WHO member, gave its notice.

In a speech earlier in the day, WHO chief Tedros Adhanom Ghebreyesus said of Covid-19, "National unity and global solidarity are more important than ever to defeat a common enemy."

In line with conditions set when the WHO was set up in 1948, the United States can leave within one year but must meet its remaining assessed financial obligations, the UN spokesman said.

'Total control'

In late May, Trump said that China exerted "total control" over the WHO and accused the UN body led by Tedros, an Ethiopian doctor and diplomat, of failing to implement reforms.

Blaming China for the coronavirus, Trump, a frequent critic of the UN, said the United States would redirect funding "to other worldwide and deserving, urgent, global public health needs."

Democratic lawmakers have accused Trump of seeking to deflect criticism from his handling of the pandemic in the United States, which has suffered by far the highest death toll of any nation despite the president's stated hope that the virus will disappear.

"To call Trump's response to Covid chaotic and incoherent doesn't do it justice," said Senator Robert Menendez, the top Democrat on the Foreign Relations Committee.

"This won't protect American lives or interests -- it leaves Americans sick and America alone," he wrote on Twitter.

Representative Ami Bera, himself a physician, said that the United States and World Health Organization had worked "hand in hand" to eradicate smallpox and nearly defeat polio.

"Our cases are increasing," Bera said of Covid-19. "If the WHO is to blame: why has the US been left behind while many countries from South Korea to New Zealand to Vietnam to Germany return to normal?"

Even some of Trump's Republican allies had voiced hope that he was exerting pressure rather than making a final decision to abandon the World Health Organization.

The investigative news outlet ProPublica reported last month that most of Trump's aides were blindsided by the WHO withdrawal announcement, which he made during an appearance about China. 

The Trump administration has said that the WHO ignored early signs of human-to-human transmission in China, including warnings from Taiwan -- which, due to Beijing's pressure, is not part of the UN body.

While many public health advocates share some criticism of the WHO, they question what other options the world body had other than to work with China, where Covid-19 was first detected late last year in the city of Wuhan.

The anti-poverty campaign ONE said the United States should work to reform, not abandon, the WHO.

"Withdrawing from the World Health Organization amidst an unprecedented global pandemic is an astounding action that puts the safety of all Americans the world at risk," it said.
