Terror groups seal shops, paste posters in Kashmir valley

Srinagar, Sept 18: Incidents of terrorists sealing shops and posters, both handwritten and typed, being pasted in markets, mosques and other areas with do and don't diktats have become a regular feature in Kashmir Valley, say officials.

There have also been instances of armed militants walking into shops to warn owners to keep shutters down and barging into Jammu and Kashmir Bank branches in south Kashmir to ask employees to stay away from work, they said. Jammu and Kashmir Police has officially kept mum with no one willing to come on record, but officials said on condition of anonymity that the situation could be slipping out of their hands.

Two shops in Modrigam village in south Kashmir's Kulgam district were recently sealed by adhesive tapes with a seal of the banned terror outfit Hizbul Mujahideen, sending shock waves in the area.

And it is not just about a far-flung village or one terror group, officials said.

In Karan Nagar market in Srinagar's Civil Lines area, the words 'LW' were emblazoned on two shops followed by an insignia of the Hizbul Mujahideen. Police deciphered 'LW' to mean 'last warning' as the two shops had defied the militants, officials said.

"We want to open markets but who will guarantee our security when we return home. We have held talks with senior police officials privately but no solution to our problems is forthcoming," said a shopkeeper who did not want to be identified.

It's a common refrain in the Valley, which has been under virtual lockdown since August 5, when the Centre announced the revocation of Jammu and Kashmir's special status and the bifurcation of the state into the union territories of Jammu and Kashmir, and Ladakh.

Normal life remains hit with a communications clampdown, markets and other business establishments closed, and public transport largely off the roads.

"We do not understand why police is ineffective and not acting against those creating mischief," said another shopkeeper.

In Ganderbal in central Kashmir and in Srinagar's downtown Fathekadal area, posters came up on behalf of the terror outfit Al Badar asking them to socially boycott the families of the policemen. Several police officials said the posters were pasted at night when security deployment was low. In another instance, a poster in English from the Musa Baba group was pasted on the wall of a shop at Srinagar's Bemina Bazar asking shopkeepers to sell essential commodities till 8.30 am.

Officials admitted that such posters were dictating the defiance against the administration. Many people were taking them seriously and preferring to remain indoors, they said.

New Delhi, May 4: Rebutting the Congress' criticism, the BJP said on Monday that the railways has subsidised 85 per cent of ticket fare for special trains being run for migrant workers and the state governments have to pay the remaining 15 per cent.

The ruling party also accused the Congress of promoting indiscriminate movement of people which, it said, would lead to "faster spread" of coronavirus infection "just like we saw in Italy", and asked if this is what Sonia Gandhi wants.

The counter-charge from BJP leaders, including its spokesperson Sambit Patra and information technology department in-charge Amit Malviya, came after Congress president Sonia Gandhi hit out at the central government for making migrants pay for their train fare and asked her party's state units to pick the tab.

Congress leader Rahul Gandhi also took a swipe at the railways, saying, on one hand, it is seeking ticket fare from people stranded in various states while on the other it is donating Rs 151 crore to the PM-CARES Fund.

Responding to him, Patra said, "Rahul Gandhi ji, I have attached guidelines of MHA which clearly state that 'No tickets to be sold at any station'. Railways has subsidised 85% & state govt to pay 15%. The state govt can pay for the tickets (Madhya Pradesh's BJP govt is paying). Ask Cong state govts to follow suit," Patra tweeted.

The BJP leader further clarified that for each 'Shramik Express', special trains being run for migrants to take them back to their native places during the lockdown, about 1,200 tickets to the destination are handed by the railways to the state government concerned.

State governments are supposed to clear the ticket price and hand over the tickets to workers, he said.

He said the BJP government in Madhya Pradesh is doing so and asked Rahul Gandhi to tell the Congress-ruled states to follow suit.

Hitting out at Sonia Gandhi, Malviya tweeted, "Congress is obviously upset at how well India has handled Covid. They would have ideally wanted a lot more people to suffer and die. Promoting indiscriminate movement of people would lead to faster spread of infection, just like we saw in Italy. Is this what Sonia Gandhi wants?"

BJP MP Subramanian Swamy claimed that migrant workers returning home will not have to pay money as the rail travel will be free from now onwards.

"Talked to Piyush Goyal office. Govt will pay 85% and State Govt 15%. Migrant labour will go free. Ministry will clarify with an official statement," he tweeted.

Thiruvananthapuram, May 12: Kerala Government on Tuesday issued modified guidelines for infrastructure arrangements and procedures to be followed to ensure smooth interstate movement of stranded persons during the lockdown.

"Necessary permission, if any, required from the State where you are presently located need to be taken for ensuring a smooth journey till Kerala border," read the order by the state government.

It has also made it clear that people will only be allowed to travel if they have the permit from the state government and local authorities.

"You are requested to start the journey only after receiving the travel permit from the Government of Kerala and the local authority of your present location to avoid any problem during travel. Those who reach at the check post without passes will not be allowed entry," it further read.

The orders by the government further read:

*To maintain social distancing norms, only 4 persons will be permitted to travel in a car, 5 in an SUV, 10 in a van and 25 in a bus. The maximum number of passengers in a van /bus will be half of the seating capacity).

*Keep sanitiser, use masks and maintain physical distancing throughout the journey.

*An exit and entry pass/passes shall be issued by the District Collectors to those persons who seek to go outside states to bring back their stranded child/ children, spouse and parent/s.

*Everybody including those coming from red zones shall remain under home quarantine for 14 days from the date of arrival.

*Only priority groups and persons will be allowed entry passes:

a) Those from neighbouring states seeking Medical aid in Kerala

b) Pregnant ladies with family

c) Family members including children separated due to lockdown

d) Students

e) Senior citizens with family members

f) Persons who had lost a job.

The guidelines further added that all luggage must be disinfected and temperature checks must be carried out with Infrared flash thermometer among other things.

New Delhi, Jul 26: India reported a spike of 48,661 coronavirus cases in the last 24 hours, said the Union Ministry of Health and Family Welfare on Sunday.

The total COVID-19 positive cases stand at 13,85,522, including 4,67,882 active cases, 8,85,577 cured/discharged/migrated, it added.
With 705 deaths in the last 24 hours, the cumulative toll reached 32,063.

Maharashtra has reported 3,66,368 coronavirus cases, the highest among states and Union Territories in the country.

A total of 2,06,737 cases have been reported from Tamil Nadu till now, while Delhi has recorded a total of 1,29,531 coronavirus cases.

According to the Indian Council of Medical Research (ICMR), 4,42,263 samples were tested for coronavirus on Saturday and overall 1,62,91,331 samples have been tested so far.
