Newsroom, May 1: The bomber who blew himself up outside the US Consulate in Jeddah, a coastal city of Saudi Arabia two years ago was a non-resident Indian, confirmed the authorities of the Kingdom on the basis of DNA tests.

The accused who killed himself in bid to cause harm to others has been identified as Fayaz Kagzi, an Indian national and alleged operative of the Lashkar-e-Toiba, a senior security official said.

The Jeddah blast on July 4, 2016, which injured two security officers, was the first of three attacks to hit the kingdom that day. The other two were also in the form of blasts near a Shia mosque in Qatif and outside the Masjid-i-Nabvi in Medina.

The National Investigation Agency informed the Patiala house court in Delhi that the terror mastermind was dead. Sources said that NIA believes Kagzi, who hails from Beed in Maharashtra, was the 'mastermind', 'financier' of the 2010 German bakery blast and 2012 JM Road bombing. The 34-year-old was also wanted in the Aurangabad arms haul case and is suspected of teaching Hindi to 26/11 terrorists, including Ajmal Kasab.

Saudi authorities had first released the picture of the Jeddah bomber and called him Abdullah Qalzar Khan, a Pakistani national. Maharashtra Anti-Terrorism Squad (ATS) officers identified the man in the picture as Fayaz Kagzi and subsequently, with the help of NIA, shared their suspicion with Jeddah.

Kagzi fled to Pakistan via Bangladesh in 2006 and shifted his base to Saudi Arabia in 2009 to oversee the recruitment of Indian nationals to LeT. Sources say that it is possible that he took on a new name of Abdullah Qalzar Khan while in Pakistan.

Abu Jundal, a convict in the Aurangabad arms haul case, had told investigators that he met Kagzi in Saudi Arabia. Jundal was extradited to India in 2012 and is currently facing trial in conspiracy against India cases.

Agencies believe after Jundal's extradition, Kagzi switched alliance to ISIS and became part of the Jeddah suicide bombing conspiracy.

India and Saudi Arabia have in recent times cooperated in terrorism-related cases. India could arrest Lashkar's Abdul Karim Tunda only after Saudi authorities cooperated.

Saudi Arabian ambassador to India, Dr Saud bin Mohammed Al Sati, had said last week that the kingdom has a very strong cooperation with India on countering terrorism, extremism and terror financing.

Bengaluru, Jan 2: Prime Minister Narendra Modi on Thursday slammed states, which have not enrolled with the Pradhan Mantri Kisan Samman Yojana (PMKSY), saying that such petty politics has done great damage to the farming community.

"I expect that in the new year, those states which are not associated with the Kisan Samman Yojana will at least become a part of it this year," the Prime Minister said at a function in Tumakuru where he disbursed Rs 12,000 crore to six crore beneficiaries under the government scheme in one-go.

Also, he gave away the Krishi Karman Award to the selected farmers and distributed fishing equipment to the chosen ones on the occasion. Modi said political considerations by the state governments in implementing the PMKSY has caused severe loss to the poor farmers.

"Such politics has never strengthened the farmers. Our government understood your (farmers') needs, requirements and your aspirations and accordingly tried to implement the schemes," said Modi.

He further said his government never saw agriculture in fragments but in its totality. Claiming his government has ensured that the entire money reached the poor beneficiaries, Prime Minister hit out at the previous governments, when middlemen ruled the roost.

"There was a time when a rupee was rolled out (by the government) for the poor person, only 15 paise would reach him. The middlemen would pocket the remaining 85 paise. "Today, whatever money is dispatched from Delhi, the entire amount directly reaches the bank account of the beneficiary," he said.

He told the gathering about the various initiatives taken by his government to improve the agriculture sector such as completing the pending irrigation schemes, soil health card and 100 per cent neem-coating in urea.

Due to the initiatives of the government, agriculture production has gone up, he said. Speaking about measures in the fisheries sector, the Prime Minister said the sector has been promoted in the villages, financial help given to fishermen, modernisation of boats and building fisheries-related infrastructure have been done.

Mangaluru, May 19: Officials at the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) said that Dakshina Kannada, Udupi and Uttara Kannada along with Kodagu, Chikkamagaluru have been alerted about possible heavy rains.

Dr GS Srinivasa Reddy, Director, KSNDMC, said, “Coastal districts have already been witnessing heavy downpour since Monday morning. This will continue for another two days depending on the cyclonic movement along the east coast.”

Until last evening, Haleyangadi and Surathkal in Dakshina Kannada district had received 83 mm and 82.5 mm of rainfall, respectively. Several other areas in Udupi also witnessed heavy rainfall of about 60 to 70 mm rainfall.

The India Meteorological Department (IMD) attributed the rain, which intensified on Monday, to a cyclonic circulation over parts of the Arabian Sea (Comorin area) off the coast of Kerala.

The weather department said the sudden convergence of wind over the peninsular region was due to Super Cyclone Amphan, which is set to barrel into the east coast. The IMD issued an Yellow Alert for coastal Karnataka and Malnad, warning of moderate to heavy rainfall in the next few days.
