Mumbai, May 14: While giving clean chit to Sadhvi Pragya Thakur and 5 others in the 2008 Malegaon blast case, the National Investigating Agency (NIA) has levelled shocking allegations against Late Hemant Karkare led Maharashtra Anti Terrorism Squad, which had exposed the saffron terrorism. The NIA has accused Karkare and team of using torture to extract confessional statement from the terror accused and the invoking of MCOCA provisions against them.

sadvihemanthIn 2006, when residents of Malegaon were observing Shab-e-Baraat, two powerful blasts ripped through the Maharashtra town, killing 37 persons and injuring hundreds. Most of them were Muslims. From 2007 to 2008 similar attacks took place on the Samjhauta Express (February 2007), Hyderabad's Mecca Masjid (May 2007), the Ajmer Dargah (October 2007) and once again in Malegaon (September 2008).

The case was cracked open by Karkare while probing the second blasts in Malegaon. Piecing together some disjointed leads, Karkare tracked down the owner of the motorcycle used in the blasts. It belonged to Sadhvi Pragya Singh Thakur.

Karkare's investigations led the police to a Hindutva plot, an alleged plan to respond to a bomb with a bomb. Soon, Thakur and Lt Colonel SK Purohit, a serving army officer, were identified as the main suspects, arrested and chargesheeted. A 4500-page chargesheet by the ATS gave details of the plot and identified Abhinav Bharat Sangh, a Hindutva outfit, as perpetrators of these attacks.

In the supplementary chargesheet filed on Friday in a special court in the case of the 2008 blast in which seven people were killed, the NIA listed many "shortcomings" in the ATS' investigations and claims how courts did not believe the confession statements of the accused.

The new chargesheet says the investigation conducted by Karkare was flawed, that the evidence produced against Colonel Prasad Purohit, another key accused, had been fabricated, and statements of witnesses were taken under duress.

During the original probe, the ATS had found explosives at Purohit's residence in Deolali. NIA officials now claim the incriminating evidence was planted at Purohit's home by the ATS.

The NIA said that accused Sudhakar Dwivedi when produced before the magistrate for confirmation of the confessional statement made by him, stated that his confession was the outcome of torture meted out to him.

The agency also said that "dubious" methods adopted during investigation by ATS become crystal clear from the disappearance of one of the main witness.

"The CBI during its investigation in the disappearance of the witness has submitted findings against the officers of the ATS Mumbai," the agency said.

"ATS Mumbai invoked MCOCA on the basis of the involvement of accused Rakesh Dhawade in the previous two blast cases i.e. Parbhani and Jalna in which the concerned courts had taken the cognisance. The way and circumstances in which the ATS invoked the provisions of MCOCA in this case becomes questionable", the NIA chargesheet said.

According to the NIA chargesheet a case was registered in November 2003 in Parbhani bomb blasts. The chargesheet was filed against two accused persons Sanjay Choudhary and Himanshu Panse. While in September 2006 first supplementary chargesheet was filed against accused Maruthi Keshav Wagh and Yogesh Deshpande.

"The second supplementary chargesheet was filed against accused Dhawade on Novmber 13, 2008 after his arrest on November 11, 2008 i.e within two days of his arrest (in Parbhani case)," the NIA said.

"This raises considerable doubt on the integrity of invoking of MCOCA by ATS," the chargesheet said.

The federal anti-terror agency also said that a case was registered in August 2004 in Jalna bomb blasts case against unknown persons and the chargesheet was filed against accused Maruti Keshav Wagh on September 30, 2006. Then the first supplementary chargesheet was filed against Yogesh Deshpande, Gururaj Jairam, Rahul Manohar Pandey and Sanjay Choudhary in the case on January 7, 2008.

"Second supplementary chargesheet was filed against accused Dhawde on November 15, 2008 on the day he was arrested in that (Jalna) case. It may be mentioned that in this case, no accused was shown as wanted in the earlier chargesheets," the NIA document said.

The agency also said that Dhawde was arrested in the 2008 Malegoan blast case on November 2, 2008 and four days later Sukhwinder Singh, the then additional commissioner of ATS, sent a letter to Police inspector of Aurangabad ATS and instructed him that arrested accused Dhawde has disclosed that he had organized a training camp in July/August 2003 at Singhgad (Pune) in which the arrested accused in Parbhani blasts had participated.

"Further (Sukhvinder Singh) directed to formally arrest Dhawde and to investigate the crime," said the NIA chargesheet.

According to NIA, the investigation officer of Malegoan 2008 case, Mohan Kulkarni sent a letter to the police inspector local crime branch (LCB) Jalna and informed that Dhawde has disclosed that eight persons had come for taking training of preparation of explosives and carrying out test blasts for terror activities.

Kulkarni, NIA said, also informed that Dhawde had received eight recruits from Pune railway station and taken them to Singhgad and looked after their logistic arrangements.

"Kulkarni directed the inspector of LCB to arrest accused Dhawde in the Jalna blast case", the NIA chargesheet said.

The agency said that on considering the dates of arrest and filing of chargesheet (against Dhawde) it is apparent that there was hardly any time available to ATS Mumbai to collect the evidence against the accused before filing of chargesheet.

It is worth mentioning here that in 2015, Rohini Salian, who was a special prosecutor in the Malegaon case, had alleged that she was under pressure from the NIA against the accused. She had later filed an affidavit naming the NIA officer who had approached her. Salian was later denotified from the panel of lawyers.

Bengaluru, Jul 13: The Bruhat Bengaluru Mahanagara Palike (BBMP) has initiated the process of recruiting 1,700 medical professionals, doctors, staff nurses and support staff to scale up its workforce to set up 30,000 COVID-19 care beds, an official said on Sunday.

According to the official, to establish and run 30,000 COVID care beds, 1,800 doctors and 3,600 nurses are required. A 10,100-bed facility was set up last week in the Bengaluru International Exhibition centre (BIEC) on Tumkur road.

The Health Department has calculated that one doctor per shift is needed for every 100 patients and one staff nurse for every 50 patients. Similarly, two supporting staff and three Group D employees are needed per shift for every 100 patients. Generally, a day is divided into three shifts of eight hours each.

According to the director of medical education, there are 25,000 nursing students who have completed GNM and BSc Nursing courses and are pursuing higher education.

Likewise, there are 3,231 medical, dental and Aayush interns, while MD and MS postgraduate students have been identified to be 1,613 in Bengaluru colleges.

"The department plans to actively utilise the services of interns and postgraduate students for the COVID Care Centre (CCC) operations," said the official.

Currently, there are 2,100 CCC beds operational under the civic body in Bengaluru with a pool of 503 doctors, 167 ayush doctors, 128 nursing and paramedical staff.

Earlier in May, the civic body also notified the recruitment of 380 microbiologists, technicians and data entry operators for six months. In June, the civic body again notified the recruitment of 637 doctors, nurses, technicians and group d employees to strengthen its fight against the pandemic.

Bengaluru has recently seen a spike in COVID-19 in Karnataka, accounting for 61% of all active cases in the state.

On Saturday, the city reported 1,533 new cases, taking its total tally to 16,862, of which 12,793 are active.

Karnataka recorded 2,798 more coronavirus cases and 70 more casualties on Saturday evening, raising the state's total cases to 36,216 and the death toll to 613.

Ahmedabad, Feb 24: US President Donald Trump arrived in Ahmedabad on Monday for the first leg of his India trip.

The Air Force One plane carrying Trump and his wife Melania landed at the Sardar Vallabhbhai Patel international airport here at 11.37 am, officials said.

It was scheduled to land at 11.40 am.

Prime Minister Narendra Modi, who reached Ahmedabad over an hour before Trump did, was present at the airport to welcome the US president at the airport.

In Ahmedabad, Trump will visit Mahatma Gandhi's Sabarmati Ashram, take part in a roadshow with Modi and jointly address over one lakh people at a cricket stadium, before heading for Agra to see the iconic Taj Mahal with Melania.

Trump, who is also accompanied by daughter Ivanka, son-in-law Jared Kushner and top brass of his administration, will get a taste of India's cultural melange during his high- optics Gujarat itinerary, after the bonhomie between the two leaders at the 'Howdy, Modi!' event in Houston last year.

The US president and Modi will participate in a roadshow from the airport to Sabarmti Ashram and from there to the newly-built Motera cricket stadium, where over a lakh people are expected to be present for the 'Namaste Trump' event.

Dance groups and singers from different parts of the country will be performing on stages that are dotting the 22- km route of the 'India roadshow' in the city.

Huge billboards of the two leaders and replicas of historic places in Gujarat have also been placed along the roads where people will greet the two leaders.

Over 10,000 police personnel, besides officials of the United States Secret Service, and personnel of the National Security Guards (NSG) and the Special Protection Group (SPG) have been deployed for the high profile visit.

The seventh US president to visit India, Trump on Sunday retweeted a video in which his face was superimposed on the hit Indian movie-character Bahubali, showing him as a great saviour.

Modi will accompany Trump to the Sabarmati Ashram, which was home to Mahatma Gandhi from 1917-1930 during India's freedom struggle.

Several world leaders including Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe have visited Sabarmati Ashram in recent years.

Ashram secretary Amrut Modi said Trump will spend 15 minutes at the place.

"Trump will visit the 'Hriday Kunj'. If he wishes, he will spin a charkha (spinning wheel). We will also gift him a coffee-table book, and a book containing 150 quotations of Gandhi," the Ashram official said.

Hriday Kunj is a room on the Ashram premises where Mahatma Gandhi and his wife Kasturba Gandhi had lived for 12 years between 1918 and 1930.

The official said the US President would be briefed about Gandhiji and the importance of charkha as a symbol of self-reliance.

There will be a cultural extravaganza at the Motera stadium during the 'Namaste Trump' event, where Trump and Modi will address the gathering.

Bollywood singer Kailash Kher and some Gujarati folk singers will perform at the stadium, officials of the Gujarat Cricket Association said.

Students of various government and private schools have also been roped in to perform at cultural events and they have been practicing for days, an official said.

Billboards with slogans hailing Indo-US relations and having pictures of Trump and Modi walking together, shaking hands, and waving at the crowd during the 'Howdy Modi' event are dotting the city.

Bengaluru, Feb 24: Fugitive underworld don Ravi Poojary, with more than 90 criminal charges pending against him, was brought to the city in the wee hours of Monday after he was arrested from Senegal in South Africa.

Police said that he was wanted in more than 92 criminal cases. In Bengaluru alone, he was involved in more than 39 cases, including double murder of Ravi and Shobana in 2007, an attempt to murder attack on Mantri developers 2009, extortion and other crimes etc. He had committed crimes in various parts of the state including Myusuru, Hubballi, he had involved in extortion, threatening builders, politicians, etc.

"Though Senegal police had nabbed him about six months back to get him to India it took more than six months since there was no agreement to deport criminals from that state to us. However, now all legal hurdles have been removed and we have succeeded in bringing him", a top police official told media.

A team of Bengaluru Police headed by Additional Director General of Police Amar Kumar Pandey, Joint Police Commissioner Sandeep Patil reached Senegal on Saturday and brought him to the city by Air France flight.

Ravi Poojari was wanted in cases of extortion and murder and was active in the Mumbai underworld. He was part of the underworld don Dawood Ibrahim's gang and later is said to have worked with 'Chota Rajan' for some time. Claiming to be an enemy of Dawood, Poojari reportedly finished off all his associates and anti-India elements in the country. His men were involved in a shootout on the Shabanam Developers office in Bengaluru in which a woman staffer was killed.

He is also said have been involved in the shootout case of Shahid Azmi, an advocate from Mumbai. There are cases against him in Kerala, Gujarat, and Maharashtra.
