Three ministers resign ahead of Cabinet rejig

New Delhi, Sept 1: Three Union ministers submitted their resignations on Thursday ahead of the Cabinet reshuffle.

Minister of State for Skill Development and Entrepreneurship Rajiv Pratap Rudy, Minister for Micro, Small and Medium Enterprises Kalraj Mishra and Minister of State for Water Resources Sanjeev Balyan submitted their resignations.

A source said BJP president Amit Shah had called five more ministers, including Water Resources Minister Uma Bharti, and told them that the prime minister wanted them to resign. The source said that the Cabinet reshuffle may take place either on Saturday or Sunday before Modi leaves for Beijing to attend the BRICS summit.

The prime minister will visit Myanmar for two days beginning September 5. Also, President Ram Nath Kovind will not be in the national capital on Friday.

If reshuffle does not happen in this window, then it may take place after Navaratri, which begins on September 21. The days between September 5 and September 21 is considered inauspicious.

Earlier in the day, Finance Minister Arun Jaitley had dropped hints that he won’t be defence minister for long as a reshuffle was on the cards.

When asked to comment about the reshuffle, Jaitley said, “At least I hope not very long” to continue as defence minister.

Modi had held several rounds of consultations with Shah and other top leaders as the Cabinet rejig is also being seen as a performance audit.

Minister of State for Human Resource Development Mahendranath Pandey has offered to resign following the party’s decision to make him the Uttar Pradesh BJP president.

Apart from Jaitley, other ministers who are holding additional charges may have to offload the burden as this is expected to be the large major exercise before Modi seeks a fresh mandate in 2019.

The reshuffle is expected to bring in fresh faces to infuse new energy into the government. The reshuffle will also take into account the BJP’s focus in the poll-bound states of Gujarat, Himachal Pradesh and Karnataka.

Modi will also draft leaders from the JD(U) into his team after the party returned to the NDA fold. The BJP’s Maharashtra ally, the Shiv Sena, is likely to get another berth.

But as per Article 72 of the Constitution, it can go up to 82 since it says that the council of ministers shall not exceed 15% of the number of members in the Lok Sabha.

Hyderabad, Feb 28: The Cyber Crime Police of Hyderabad has registered an FIR against social media platforms- WhatsApp, Twitter and TikTok- for allowing people to spread anti-national activities, as per a complaint filed by one S Srishailam.

Raghuveer, Additional DCP Cyber Crimes said," We have received a court referred complaint, which was filed by S Srisailam in the concerned court stating that social media platforms Whatsapp, Twitter and TikTok are allowing few people to spread anti-national activities and videos."

S Srisailam also claimed that a few people are running a campaign against the CAA on social media platforms to spread hatred which in turn is causing damage to national integrity.

"In this regard, because the complaint was referred by a court a case has been registered against Whatsapp, Twitter & TikTok under the relevant section of Indian Penal Code and IT Act and took up the investigation," the DCP added.

He also added that the police cannot take action against these platforms as they are not banned in India but can initiate action against persons who intentionally indulge in spreading hatred.

"The police are conducting the investigation and if allegations of the complainant are found to be false then we will drop the case. We had received the case one week ago," informed the DCP.

New Delhi, Mar 15: The new rules for debit and credit cards to increase security and reduce frauds kick in from Monday. In January, the Reserve Bank of India (RBI) had issued new rules to improve user convenience and increase the security of card transactions. These rules will help in curbing the misuse of debit and credit cards.

RBI has directed banks to allow only domestic card transactions at ATMs and PoS terminals in India at the time of issuance/reissuance of card. For international transactions, online transactions, card-not-present transactions and contactless transactions, customers will have to separately set up services on their card.

These rules will be applicable for new cards from March 16. Those with old cards can decide whether to disable any of these features.

As per the existing rules, these services used to come automatically with the card, but now it will start at the request of the customer.

Debit or credit card customers who have not yet done any online transaction, contactless transaction or international transaction with the card, then these services on the card will automatically stop from March 16.

The Reserve Bank has asked all banks to provide mobile banking, net banking option to enable limit and enable and disable service 24 hours a day, seven days a week.

If the customer makes any change in the status of the card, the bank will alert the customer through SMS/email and send the information.

Issuers shall provide to all cardholders facility to switch on/off and set/modify transaction limits (within the overall card limit, if any, set by the issuer) for all types of transactions -- domestic and international, at PoS/ATMs/online transactions/contactless transactions, etc.,

The provisions, however, are not mandatory for prepaid gift cards and those used at mass transit systems.

The latest instructions come in the wake of rising instances of cyber frauds and the huge increase in the use of cards.

Mumbai, Feb 6: The Reserve Bank of India, for the second straight time, on Thursday kept its key policy rate unchanged at 5.15 per cent, maintaining its accommodative policy stance as long as it was necessary to revive growth.

The central bank retained GDP growth at 5 per cent for 2019-20 and pegged it at 6 per cent for the next fiscal.

"Economic activity remains subdued and the few indicators that have moved up recently are yet to gain traction in a more broad-based manner. Given the evolving growth-inflation dynamics, the MPC felt it appropriate to maintain status quo,” the Monetary Policy Committee (MPC) said.

The six-member committee voted unanimously to hold rates, but also said that there is “policy space available for further action”.

Between February and October 2019, the RBI had reduced repo rate by 135 basis points.
