Tighter H-1B visa verification process recommended

Washington, Oct 26: The federal US agency that approves applications for the most sought-after H-1B visas needs to improve upon its current site visit verification program so as to prevent fraud in the visa system, according to a report by the Department of Homeland Security.

US Citizenship and Immigration Services(USCIS), which conducts site visits to companies that hire foreign workers on H-1B visas as part of its objective to detect fraud, "could do more to prevent approving petitions for recurring violations and collaborate more with external stakeholders," said the Office of Inspector General in its latest report released this week.

"The agency lacks performance measures to show how site visits contribute to improving the H-1B Program," the Inspector General said.

Without addressing the challenges, USCIS site visits do not fully safeguard the H-1B Program, and the agency misses opportunities to ensure funds are put to better use through more robust site visits, the inspector general report said.

According to the report, USCIS can approve more than 3,30,000 H-1B petitions each year and, as of April 2017, reported more than 6,80,000 approved and valid H-1B petitions.

"USCIS conducts a limited number of visits and does not always ensure the officers are thorough and comprehensive in their approach," the report said adding that further limiting the site visits' effectiveness, USCIS does not always take proper action when immigration officers identify potential fraud or noncompliance.

It also uses targeted site visits to respond to indicators of fraud; however, the agency does not completely track the costs and analyze the results of these visits, the report said.

As such the inspector general in its report recommends that USCIS Deputy Director, develop a process to collect and analyze complete and accurate data for all H-1B site visit activity.

It also asks USCIS to identify data and assessments obtained through site visit programs post-adjudication and implement measures to systematically share this information with external stakeholders as appropriate.

USCIS has also been recommended to develop comprehensive policies across Directorates to ensure adjudicative action is prioritised on fraudulent or noncompliant immigration benefits identified by the H-1B ASVVP (Administrative Site Visit and Verification Program) and targeted site visits.

Among other things, USCIS has also been asked to enhance the random samplingprocedures to also include a more risk-based approach that prioritises the recurring violators within the universe of H-1B holders and a random stratified selection of small.

USCIS has accepted all recommendations.

Kathmandu, Jul 24: At least 132 people lost their lives as a result of heavy rains triggering landslides, and flash floods in Nepal.

"132 people dead, 128 injured, 53 missing and 998 families affected due to rainfall, landslides and floods in the country as of 23rd July," Nepal Disaster Risk Reduction and Management Authority Within the last two weeks, the Myagdi district of western Nepal was the worst affected with 27 reported deaths.

Search and rescue operations are being conducted continuously with officials and police personnel who are looking through the debris to find missing people.

Monsoon-induced disasters are common in Nepal owing to the country's mountainous topography. Hundreds have been displaced as landslides have swept away their homes. They ended up taking refuge in local schools and community centers.

Nepal's Meteorological Forecasting Division earlier last week had predicted heavy downpour across the country. The Division had warned of monsoon winds being near the low-pressure line in the Terai belt, which would consequently cause more rainfall.

Jun 4: Mahatma Gandhi’s statue outside the Indian Embassy in Washington DC was vandalised with graffiti and spray painting by unknown persons allegedly involved in the ongoing protests in the US against the custodial killing of African-American George Floyd.

This has prompted the mission officials to register a complaint with the local law enforcement agencies.

The incident is reported to have taken place on the intervening night of June 2 and 3 in Washington DC.

The Indian embassy has informed the State Department and registered a complaint with local law enforcement agencies, which are now conducting an investigation into the incident.

On Wednesday, a team of officials from Metropolitan Police in consultation with the Diplomatic Security Service and National Park Police visited the site and are conducting inquiries.

Efforts are on to clean up the site at the earliest.

Vandalism of the statue of the apostle of peace comes during the week of nationwide protests against the custodial killing of African-American George Floyd in Minneapolis on May 25.

Several of these protests have turned violent which many times has resulted in damage of some of the most prestigious and sacred American monuments.

In Washington DC, protestors this week burnt a historic church and damaged some of the prime properties and historic places like the national monument and Lincoln Memorial.

One of the few statues of a foreign leader on a federal land in Washington DC, the statue of Mahatma Gandhi was dedicated by the then Prime Minister Atal Bihari Vajpayee, in the presence of the then US president Bill Clinton on September 16, 2000, during his state visit to the US.

In October 1998, the US Congress had authorised the government of India to establish and maintain a memorial “to honour Mahatma Gandhi on Federal land in the District of Columbia."

According to the Indian Embassy website, the sculpture of Mahatma Gandhi is cast in bronze as a statue to a height of 8 feet 8 inches. It shows Gandhi in stride, as a leader and man of action evoking memories of his 1930 protest march against salt-tax, and the many padyatras (long marches) he undertook throughout the length and breadth of the Indian sub-continent.

The statue, the design of which was created by Gautam Pal, is a gift from the Indian Council for Cultural Relations (ICCR). The pedestal for the statue of Mahatma Gandhi is a block of new Imperial Red also known as Ruby Red a block originally weighing 25 tonnes reduced to a size of 9'x7'x3'4". It now weighs 16 tonnes.

Tehran, Jan 7: The Iranian Parliament on Tuesday ratified a motion dubbed as "harsh revenge", that considers all members of the US Pentagon and those responsible for the death of Major General Qasem Soleimani as "terrorist forces".

The triple-urgency motion is a modification of a previously ratified bill on April 23, 2019, that designated the US Central Command (CENTCOM) as a terrorist organization in retaliation to the same designation imposed on Iran's Islamic Revolutionary Guard Corps (IRGC) by Washington, the Tehran-based Mehr News Agency said in a report.

Parliament Speaker Ali Larijani said in Tuesday's open session that in the previous anti-US law, CENTCOM was designated as a terrorist entity.

"Today, following the cruel US measure in assassinating General Soleimani, the responsibility of which was accepted by the US President, we modify the previous law and announce that all members of Pentagon, commanders, agents and those responsible for the martyrdom of Gen Soleimani will be considered as terrorist forces," Larijani was quoted as saying in the report.

All of Iran nation supports the resistance, he added.

The modified law also allows withdrawal of $223 million to the IRGC's Quds Force from the National Development Fund of Iran for the next two months, added Larijani.

He said that the Supreme Leader Ayatollah Ali Khamenei's permission to withdraw the fund has been obtained, the Mehr report added.

Following its ratification, MPs chanted anti-US slogans at the Parliament.

Soleimani and his son-in-law and Abu Mahdi al-Muhandis, the second-in-command of Iraq's Popular Mobilization Front (PMF), along with eight other people were killed in the January 3 drone attack ordered by US President Donald Trump.

Soleimani, 63, was the elite Quds Force chief in charge of IRGC operations outside Iran, and has been on the ground in Syria and Iraq supervising militias backed by Tehran.

The Quds Force holds sway over a large number of militias across the region ranging from Lebanon to Syria and Iraq.

The attack has led to widespread condemnation in Iran. Supreme Leader Khamenei and President Hassan Rouhani has vowed revenge on the US.

On Sunday, Iranian MP Abolfazl Aboutorabi threatened to attack the heart of American politics.

During an open session of the Iranian Parliament on Sunday afternoon, President Trump was called a "terrorist in a suit" after he threatened to hit 52 Iranian sites hard if Tehran attacks Americans or US assets.
