Time to end attacks on fishermen: Jaya to Modi

June 9, 2014

End attacks on fishermenChennai, Jun 9: Adopting a conciliatory tone, Tamil Nadu chief minister J Jayalalithaa on Sunday urged Prime Minister Narendra Modi to find a "permanent solution" to the problem of Tamil Nadu fishermen being detained by the Sri Lankan navy for crossing the international maritime boundary.

Her letter, which did not have the aggressive tone that marked most of her communications with Manmohan Singh when he was the Prime Minister, comes in the wake of 82 fishermen from the state being arrested by the Lankan navy on Saturday along with their 18 boats. She also thanked Modi for taking 'prompt and effective action' to get 33 Indian fishermen, who were arrested on June 1, released from Lankan jails.

The tone and tenor of Jayalalithaa's letter to Modi indicate a genuine desire to pave the ground for better Centre-state relations, say observers.

Her meeting with Modi on June 3 in New Delhi had been cordial with both leaders keen to work together and find solutions rather than take a confrontationist path. In the past, the vexatious fishermen issue had taken a political colour with Jayalalithaa writing several strongly-worded letters to Manmohan Singh, accusing him of ignoring the plight of Tamil fishermen. Even while criticising the recent hike in diesel price, Jayalalalithaa had blamed it on the policies of the previous UPA regime.

In her letter to Modi, Jayalalithaa said the time has come to end the attacks on Indian fishermen and their "abduction" by the Sri Lankan navy. "The time has come now to lay down a time-bound action plan to achieve a permanent solution to the problem and also to put in place a strong and robust diplomatic response," the chief minister said in her letter. "I am confident that with the governments of India and Tamil Nadu acting in concert, it would be possible to achieve a permanent solution to this vexatious issue," she said. This is the second letter that Jayalalithaa has written to Modi on the issue and she had also taken up the matter when she met him in the capital on June 3.

Jayalalithaa said India should register the strongest disapproval of the "belligerent actions" of the Sri Lankan navy. "I urge you to have this issue taken up at the highest level on the Sri Lanka side to secure the immediate release of the 82 fishermen and their boats," she said. She recalled a memorandum which was presented during her meeting with Modi and said protection of the traditional fishing rights of Indian fishermen in the Palk Bay and ensuring their safety and security remain a serious issue because of the aggressive posture taken by Sri Lanka. She listed all the incidents of arrests and harassment of fishermen by the Sri Lankan navy.

"The repetition of such aggressive acts by the Sri Lankan side immediately after the change in government at the Centre and the consequent reset in our relations with Sri Lanka does not seem to augur well for the peaceful pursuit of fishing in the Palk Bay by fishermen from Tamil Nadu," she said. Observing that retrieval of Katchatheevu islet and talks between fishermen of the two sides could also help to resolve the issues, the chief minister said, "Even on this limited issue, the Sri Lankan side had adopted obdurate and obstructive attitude, which led to the failure of the last round of talks held in Colombo in May 2014."

In a bid to resolve the deadlock in fishermen-level talks, Jayalalithaa, in her memorandum to Modi, had suggested deep-sea tuna long liners to prevent bottom trawlers from plundering marine wealth in the Gulf of Mannar.

New Delhi, Mar 20: Bodies of the four Nirbhaya convicts who were hanged on Friday morning at Tihar Jail have been sent to hospital for a post-mortem, following which it will be handed over to the families, according to an official.

After the hanging at 5:30 am today, the bodies were taken from Tihar Jail to Deen Dayal Upadhyay (DDU) Hospital for post mortem at around 8:20 am.

Tihar jail Director-General Sandeep Goel said that the bodies will be handed over to the families after the post mortem.

The families, however, will have to give a written undertaking that they will not make a public demonstration of the cremation or burial of the executed person.

The superintendent will also consult the District Magistrate and the Deputy Commissioner of Police for arrangements for the disposal of the body.

The post mortem comes in line with the Supreme Court's order in Shatrughan Chauhan's case in January 2014, which had mandated the same observing that there is a dearth of experienced hangman in the country.

"By making the performance of post mortem obligatory, the cause of the death of the convict can be found out, which will reveal whether the person died as a result of the dislocation of the cervical vertebrate or by strangulation which results on account of too long a drop," the apex court had said in its order.

"Our constitution permits the execution of death sentence only through the procedure established by law and this procedure must be just, fair and reasonable," the order added.

All four convicts in the 2012 Nirbhaya gang-rape and murder case -- Akshay Singh Thakur, Pawan Gupta, Vinay Sharma, and Mukesh Singh -- were hanged till death at 5:30 am this morning.

The case pertains to the brutal gang-rape and killing of a 23-year-old paramedical student in a moving bus on the night of December 16, 2012, by six people including a juvenile in the national capital. The woman had died at a Singapore hospital a few days later.

One of the adults accused had allegedly committed suicide in the prison during the trial, while the juvenile was released from a correction home after a period of three years.

Lucknow, Mar 5: Uttar Pradesh chief minister Yogi Adityanath said last night that the role of teachers would come under the scanner when "anti-India" slogans are raised at universities and institutions of higher education.

"When anti-India slogans are raised at institutions of higher education, we should be prepared to ask why this type of distortion occurrs among our students?" he said at a programme organised by the Basic Shiksha Parishad in Lucknow.

"We begin our work with pledge for the country's unity and integrity and today slogans are raised for the division of the nation. In such a situation, questions are raised over the role of teachers who are considered equal to god in society," he said.

"Who all are involved in this sin and chaos? Governments can provide resources, but the one who has given them basic education, who has given them secondary education and who has led them to that place, all of them should evaluate their actions today," the chief minister said.

Speaking about the condition of education in the state when his government came to power three years ago, he said there was an atmosphere of chaos and anarchy in the state and the condition of basic education was very bad.

"The worst problem was that of proxy teachers. Our government started the process of prohibiting proxy teachers in the first phase," he said.

Adityanath said that a teacher is not just a government servant, but the fate of the nation. He said teachers should learn from Chanakya.

Had Chanakya confined himself to Nalanda University, he would not have been able to make India a superpower of the world during that period. Teachers will have to prepare themselves according to the challenges and need of society, he added.

Kozhikode, Aug 8: A tailwind or crosswind could be the reason for the Air India Express flight mishap at Kozhikode international airport in Kerala, according to some aviation experts.

Team of DGCA and AIE already reached the spot. With the death of the captain and co-pilot in the mishap, the investigation would be focusing mainly on the voice recorders and other technical aspects.

It is learnt that the ill-fated aircraft, IX 1344 with 190 onboard including crew, was initially planning to land on runway-28 of the airport. But later the pilot opted runway-10 which is toward the other direction. Pilots would be taking the decisions on the basis of inputs from ATC.

The questions now doing the rounds are what made the pilot opt runway-10 and whether the tabletop runway lacked adequate safety parameters.

An aviation expert, who didn't want to be quoted, said that Capt Deepak Sathe, who was commandeering the aircraft, was a well-experienced pilot and was also familiar with the terrains. Hence the chances of any error from his part was very unlikely. Hence a fair in-depth probe was required to find the exact cause.

Though the Kozhikode airport has an Instrument Landing System, it was of category-I for which pilot's visibility is very crucial toward a touchdown. Since it is a tabletop airport and rough weather prevailing in the region, the chances of tailwind was also high, said sources.

There had been safety concerns about the airport over quite some time. In 2011 aviation safety consultant captain Mohan Ranganathan reportedly gave a report citing the safety issues, especially the buffer zones at the end of the runway.

However, an AAI officer said that rectification steps were already done by last year by widening the Runway End Safety Area (RESA) from 90 metre to 240 metre. However, the length of the runway had to be reduced to 2,700 metre from 2,850. The AAI was also constantly pressing for increasing the runway length to 3,150 metres. But that was getting delayed due to land acquisition issues pending with the state government.
