Time running out on Qatar labour reform, warns Amnesty

Doha, Feb 5: Qatar is running out of time to stamp out widespread serious labour abuse for tens of thousands of migrant workers before hosting the 2022 World Cup, Amnesty International warned Tuesday.

The human rights group said in a yet another critical labour report that despite well-publicised "nascent reforms", Qatar risks breaking its promise to the world to deliver meaningful change before football's biggest tournament is hosted for the first time in the Middle East.

"Time is running out if the Qatari authorities want to deliver a legacy we can all cheer, namely a labour system that ends the abuse and misery inflicted upon so many migrant workers every day," said Amnesty's Stephen Cockburn.

Although the "Reality Check" report focuses on conditions for all of the two million migrant workers in Qatar, not just the 30,000 on direct World Cup projects, Amnesty said FIFA had an "ongoing responsibility" to prevent abuse.

The report stated that despite reforms, conditions "for many migrant workers in Qatar remain harsh".

Amnesty called on Qatar to strengthen and properly enforce current labour laws, tackle worker debt by increasing the minimum wage, stop passports being held by bosses and, crucially, fundamentally overhaul the "kafala", or sponsorship, system.

This practice, which ties workers to their employers, restricts their ability to change jobs or leave the country, remains firmly in place, said Amnesty, despite Doha's promises to end the system.

Amnesty also called for much better protection for some 175,000 domestic workers, who remain "out of sight and out of mind".

"Holes in the reforms to date mean many workers are still stuck in harsh conditions, vulnerable to exploitation and abuse, while those who return home do so empty handed, with no compensation and no justice," added Cockburn.

The report could temper the current jubilatory mood in Qatar, where there has been widespread celebration since the national team won its first ever Asian Cup at the weekend.

The wealthy gas-rich state has initiated a series of labour reforms in recent years following intense international pressure and at a time of deep political tension within the Gulf, which has seen Qatar isolated by former neighbouring allies.

Qatar has introduced a monthly minimum wage of 750 Qatari riyals (USD 206), a system to ensure workers are paid electronically, and partially scrapped the exit visa system which meant workers had to seek employers' permission before leaving the country.

It also agreed in 2017 to work closely with the International Labour Organization (ILO), which now has a Doha office, to improve workers' conditions.

A massive fire engulfed a residential tower in UAE's Sharjah last night. The building has been identified as one Abbco Tower in Al Nahda.

According to the latest inputs, Sharjah Civil Defence teams rushed to the spot and evacuated all residents. 

Firefighters managed to douse the blaze after several hours. The building in question is reportedly a 48-storey structure. Officials are yet to reveal the cause of the fire.

All residents of the building were evacuated while seven incurred minor injuries during the evacuation and were treated at local hospitals, reported the United Arab Emirates' local media.

More details are awaited as this is a developing story.

New Delhi, Mar 16: A total of 110 cases of coronavirus, including 17 foreign nationals have been confirmed across India, Union Ministry of Health and Family Welfare said on Sunday.

The maximum positive cases have been reported from Maharashtra (32), followed by Kerala (22).

The total number of passengers screened at airports is 12,76,046, the ministry said.

The World Health Organisation (WHO) has declared that Europe has become the new 'epicentre' of the coronavirus pandemic that has infected more than 15 lakh people with over 6,000 deaths globally.

The virus had first emerged in China's Wuhan city in December last year.

Apr 9: The UAE Cabinet, chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, adopted a resolution to grant paid leave to select categories of employees at the federal government.

This move is part of a series of precautionary measures and procedures taken by the UAE government to bring the Covid-19 pandemic under control.

The resolution stipulates that married employees of the federal government may take fully paid leave to take care of their children below the age of 16. The age condition shall not apply to people of determination, as well as in cases where a spouse is subject to self-isolation or quarantine that requires no contact with family members, upon a decision from the Ministry of Health and Prevention.

The resolution also applies to employees whose spouses work in vital health-related occupations, such as doctors, nurses, paramedics and other medical jobs that require exposure to infected people, as well as employees of quarantine centres, throughout the emergency period witnessed by the country.

Pursuant to the resolution, the relevant ministry or federal authority may ask employees holding essential technical occupations to work remotely instead of taking leave.

The resolution was issued in line with the UAE government's keenness to support employees and provide them with a safe and healthy working environment, as well as to protect the health and safety of government employees and their families, during the current crisis that requires greater efforts, additional working hours, and in some cases, exposure to infected people.
