Tit for tat: India expels US diplomat involved in Khobragade case

New Delhi, Jan 10: India Friday expelled an American diplomat involved in the case of Indian diplomat Devyani Khobragade after she was told to fly home following her indictment by a US grand jury.

Official sources said the US embassy was "asked to withdraw forthwith a US diplomat of similar rank as Khobragade".

"We have reason to believe that the officer was closely involved in the processes related to the (Khobragade case) and the subsequent unilateral action by the US side," a source said.

The US embassy could not be immediately reached for comments. The name of the expelled American diplomat was not known.

Khobragade, arrested and strip-searched for alleged visa fraud last month, was asked to leave the US after being formally indicted by a US grand jury Thursday.

External affairs ministry spokesperson Syed Akbaruddin earlier said that Khobragade had been given a G1 visa with full diplomatic immunity, and was on her way back to India.

Khobragade's handcuffing and strip-search Dec 12 for alleged visa fraud and for allegedly underpaying her child's nanny caused a major row between New Delhi and Washington.

At the time of her arrest, Devyani, 39, was India's deputy consul general in New York.

Prosecutors said that after Khobragade was granted immunity, US officials told her to leave the country.

In a statement after the grand jury hearing, her lawyer Daniel Arshack said Khobragade "is pleased to be returning to her country.

"Her head is held high. She knows she has done no wrong and she looks forward to assuring that the truth is known".

Her father Uttam Khobragade thanked the Indian government for his daughter's return.

"It is only because of the entire Indian government's effort, my daughter is returning to India with full diplomatic immunity," he said.

The external affairs ministry said Khobragade was accorded Jan 8 the privileges and immunities of a diplomatic envoy.

"At the same time, the US government requested the government of India to waive (her) immunity.

"On Jan 9, India declined to do so and transferred Khobragade to the ministry of external affairs in New Delhi."

Khobragade reiterated her innocence. "She also affirmed her determination to ensure that the episode would not leave a lasting impact on her family, in particular, her children, who are still in the US," an official statement said.

New Delhi, Mar 20: The government on Thursday said one Indian who tested positive for coronavirus has died in Iran while the other citizens infected with the disease are being provided treatment and taken care of by the Iranian government.

Noting that the virus tends to be more fatal for those whose immunity levels are low, a senior MEA official said the deceased, an elderly person, belonged to the vulnerable age group and had health-related complications.

The death was not because of lack of medical attention or care, he said.

"We have evacuated 590 people from Iran where the situation is very severe. The Indians infected with coronavirus in Iran have been segregated and taken care of very well by the government there. We believe they will recover and we will bring them back," the MEA official said, adding that 201 Indians were evacuated from Iran on Wednesday.

The official said closely knit families required some persuasion and counselling during the process of segregation to prevent the spread of the contagion.

The Indian ambassador and other officials explained the consequences of infected people not being separated from their families and were successful to a large extent in segregating the positive cases from the negative ones, he said.

"Some pilgrims and students are still there and our embassy and mission are in control (of the situation)," the official said.

Mumbai, Mar 28: Industrialist Ratan Tata on Saturday announced that Tata Trusts has committed Rs 500 crore for the medical supplies and equipments which will help combat the coronavirus outbreak.

"The COVID-19 crisis is one of the toughest challenges we will face as a race. The Tata Trusts and the Tata group companies have in the past risen to the needs of the nation. At this moment, the need of the hour is greater than any other time," said Ratan Tata, in an official release.

"Tata is committing Rs 500 crore for: personal protective equipment for the medical personnel on the frontlines; respiratory systems for treating increasing cases; testing kits to increase per capita testing; setting up modular treatment facilities for infected patients and knowledge management and training of health workers and the general public," Tata added.
Tata Chairman also expressed his deep gratitude for the members of all the organizations who are fighting coronavirus at the frontline, puting their life at risk.

"The Tata Trusts, Tata Sons and the Tata group companies are joined by committed local and global partners as well as the government to fight this crisis on a united public health collaboration platform which will strive to reach out to sections that are underprivileged and deprived," he added.

According to the Ministry of Health and Family Welfare (MoHFW), there are 873 confirmed cases of coronavirus cases in the country and 19 fatalities have been reported.

New Delhi, Mar 15: The new rules for debit and credit cards to increase security and reduce frauds kick in from Monday. In January, the Reserve Bank of India (RBI) had issued new rules to improve user convenience and increase the security of card transactions. These rules will help in curbing the misuse of debit and credit cards.

RBI has directed banks to allow only domestic card transactions at ATMs and PoS terminals in India at the time of issuance/reissuance of card. For international transactions, online transactions, card-not-present transactions and contactless transactions, customers will have to separately set up services on their card.

These rules will be applicable for new cards from March 16. Those with old cards can decide whether to disable any of these features.

As per the existing rules, these services used to come automatically with the card, but now it will start at the request of the customer.

Debit or credit card customers who have not yet done any online transaction, contactless transaction or international transaction with the card, then these services on the card will automatically stop from March 16.

The Reserve Bank has asked all banks to provide mobile banking, net banking option to enable limit and enable and disable service 24 hours a day, seven days a week.

If the customer makes any change in the status of the card, the bank will alert the customer through SMS/email and send the information.

Issuers shall provide to all cardholders facility to switch on/off and set/modify transaction limits (within the overall card limit, if any, set by the issuer) for all types of transactions -- domestic and international, at PoS/ATMs/online transactions/contactless transactions, etc.,

The provisions, however, are not mandatory for prepaid gift cards and those used at mass transit systems.

The latest instructions come in the wake of rising instances of cyber frauds and the huge increase in the use of cards.
