Mangaluru, Jan 25: Minister for Textiles, Ports and Inland Transport Baburao Chinchanasur said that all the tranches of ADB-funded project to prevent sea erosion would be completed in Ullal region of Dakshina Kannada by June 2016.

Addressing mediapersons at a press conference here on Saturday, he said that the first tranche of the project that includes construction of four inshore berms and two offshore reefs along with breakwaters, out of which the construction of the first inshore berm and breakwater was already underway. Two inshore berms, one offshore reef and breakwater are expected to be completed before the onset of monsoons this year, he assured.

According to the information provided by the minister, the construction work of four inshore berms at an estimated cost of Rs 25.21 crore had been handed over to RDS Projects Limited, Cochin and an expenditure of Rs 16.12 had been incurred so far. The construction work of two offshore reefs at an estimated cost of Rs 110 crore had been handed to Dharthi Dredging and Infrastructure Limited, Hyderbad and the cost incurred so far was Rs 28.52 crore. The reconstruction of breakwaters had been handed over to R B Chavan- Arjun Earth Movers, Mumbai through the tender process at an estimated cost of Rs 40.91 crore.

He said that the loan negotiations with ADB for the second tranche of the project would be done in October 2015.

In the second tranche, a total of 11 places had been identified along the coastline of Dakshina Kannada, Udupi and Uttar Kannada districts with the purpose of implementing a stable shore and preserving it, including Someshwara, Yermal Thenka, Udyavara, Kodi Bengre, Kodi Kanyana, Gangolli, Maruvanthe, Madikal, Shiroor, Murudeshwar and Pavinakurve, he said.

Mr Chinchansoor said that the state government intended to develop and modernise 12 minor ports along the coastline by offering the land to private companies on a lease basis under the Karnataka State Port Development Policy (KSPD) 2014, which would be a profitable venture for the state government.

On setting up of a Maritime Board for Mangaluru, he said that the proposal was still pending for approval before the President.

New Delhi, Apr 4: The Supreme Court on Friday urged Karnataka and Kerala to amicably resolve their issues concerning a border blockade that has choked the free flow of vehicles carrying essential items and patients in the midst of the COVID-19 outbreak.

Karnataka, which imposed the blockade, justified that its border was sealed to “combat the spread of the pandemic by preventing the movement of people from the bordering districts of Kerala to Karnataka”.

The State had moved the Supreme Court, challenging a Kerala High Court order on April 1 to open the border. Kerala has countered that patients from the State cannot be denied access to health care. Besides, the blockade has severely affected the supply of essential items, from medicines to food, to Kerala.

On Friday, a Supreme Court Bench of Justices L. Nageswara Rao and Deepak Gupta urged the States to not confront each other in the midst of an unprecedented public health crisis. Instead, it asked the Chief Secretaries of both States to sit with the Union Health Secretary and iron out a solution. Meanwhile, the apex court urged Kerala not to take any precipitative action based on the High Court order.

The court issued notice to Kerala on the appeal filed by Karnataka, represented by advocate Shubhranshu Padhi. It listed the case for further hearing on April 7.

Karnataka, in its appeal against the High Court order, said the blockade was put in place in the interest of public health. The situation regarding Coronavirus was “really dire”, it said. It warned that opening the blockade would cause a law and order issue as its local population wanted the border to remain sealed.

Karnataka argued that Kerala was the “worst-affected” State in the country with nearly 194 coronavirus cases. In this, Kasaragod, adjoining Karnataka, was the “worst affected” district of Kerala with over a 100 positive cases.

MP’s plea

The court also separately considered a writ petition by Kasaragod MP Rajmohan Unnithan for an order to forthwith open the State border.

The parliamentarian, represented by advocates Haris Beeran and Pallavi Pratap, urged the court to issue an ex-parte stay on the operation of the blockade imposed by Karnataka with its border States.

Mr. Unnithan said Karnataka’s blockade was “ill-planned and dangerous” and had led to loss of lives. Two patients from Kerala, in need of urgent medical care, died after their ambulances were denied entry at the border by the Karnataka authorities.

Mandya, Jul 24: Pressing for a total ban on stone mining and quarrying in and around the villages surrounding Krishna Raja Sagar Dam in the District, many organisations have called for Mandya bandh on July 29.

The bandh has been supported by Raitha Sangha, Karunada Sevakara Sanghatane, Auto Drivers Association, Jaya Karnataka, Bharatiya Samvidhana Hitharakshana Vedike, Sugarcane Growers Association, Vokkaligara Seva Trust and Dalita Sangarsh Samiti (Krishnappa faction).

The activists said that the State Government must immediately take steps and permanently ban mining in 20 km radius around KRS as continuous blasting for stones is causing grave danger to the structure.

Bengaluru, Mar 26: Karnataka government has warned strict penal action against landlords or house-owners under provisions of law for forcing doctors, paramedical staff and healthcare professionals to vacate their rented residences citing COVID-19 spread through them as the reason.

Stating that lot of complaints have been received in this regard, an order issued by Additional Chief Secretary Health and Family Welfare department Jawaid Akhtar said such behaviour amounted to obstructing public servant in discharging their duties./

Noting that the state government has issued Karnataka Epidemic Diseases (COVID-19) regulations 2020 for prevention and containment of the virus, it directed Deputy Commissioners of the district, Commissioner and Joint Commissioner of BBMP (civic body in Bengaluru), Commissioners of Municipal Corporations and District Deputy Commissioner of Police to take action against such incidents.

"Strict penal action should be taken against such landlords or house-owners under relevant provisions of law and submit an action taken report on a daily basis to the office of Additional Chief Secretary, Home Department," the order read.
