Mangaluru, Jan 25: Minister for Textiles, Ports and Inland Transport Baburao Chinchanasur said that all the tranches of ADB-funded project to prevent sea erosion would be completed in Ullal region of Dakshina Kannada by June 2016.

Addressing mediapersons at a press conference here on Saturday, he said that the first tranche of the project that includes construction of four inshore berms and two offshore reefs along with breakwaters, out of which the construction of the first inshore berm and breakwater was already underway. Two inshore berms, one offshore reef and breakwater are expected to be completed before the onset of monsoons this year, he assured.

According to the information provided by the minister, the construction work of four inshore berms at an estimated cost of Rs 25.21 crore had been handed over to RDS Projects Limited, Cochin and an expenditure of Rs 16.12 had been incurred so far. The construction work of two offshore reefs at an estimated cost of Rs 110 crore had been handed to Dharthi Dredging and Infrastructure Limited, Hyderbad and the cost incurred so far was Rs 28.52 crore. The reconstruction of breakwaters had been handed over to R B Chavan- Arjun Earth Movers, Mumbai through the tender process at an estimated cost of Rs 40.91 crore.

He said that the loan negotiations with ADB for the second tranche of the project would be done in October 2015.

In the second tranche, a total of 11 places had been identified along the coastline of Dakshina Kannada, Udupi and Uttar Kannada districts with the purpose of implementing a stable shore and preserving it, including Someshwara, Yermal Thenka, Udyavara, Kodi Bengre, Kodi Kanyana, Gangolli, Maruvanthe, Madikal, Shiroor, Murudeshwar and Pavinakurve, he said.

Mr Chinchansoor said that the state government intended to develop and modernise 12 minor ports along the coastline by offering the land to private companies on a lease basis under the Karnataka State Port Development Policy (KSPD) 2014, which would be a profitable venture for the state government.

On setting up of a Maritime Board for Mangaluru, he said that the proposal was still pending for approval before the President.

Kochi, Feb 29: The Kerala Non-Resident Indians' Commission on Friday passed a resolution to request the Centre and Election Commission (EC) to make appropriate amendments in the Representation of Peoples Act, 1951, to ensure voting rights to the non-resident Indians working abroad. According to People’s Representation Act, 1951, None-Resident Indians (NRIs) can vote by proxy.

The Commission is a statutory body constituted for the welfare of Non-Resident Keralites working outside India.

The Centre had introduced a bill for this purpose which was passed by the Lok Sabha in 2018, but the same has since lapsed.

Therefore, the Kerala NRI Commission decided to request the Centre to consider introducing the bill in the next session of Parliament considering the interest of the NRI community at large.

The resolution was moved by commission member and NRI entrepreneur Shamsheer Vayalil, who is also a petitioner in the writ petition, filed regarding this in the Supreme Court.

"The central government may consider introducing the bill in the next session of the Parliament session considering the interest of the NRI community at large," read the resolution which will now be sent to the Ministry of Law and the Election Commission (EC).

Commission chairman Justice PD Rajan said the right to vote for NRIs is a genuine demand.

"This is the time that we step up pressure on the agencies concerned to implement this. Voting from the workplace would be a different experience for them. It would be a decisive step," he said.

This fresh development comes at a time when a petition filed in the Supreme Court on the same topic last week came before a bench headed by Justice Deepak Gupta, which considered the case and said it will be heard in April.

"We are expecting a favourable decision from the Supreme Court. We would also approach the NRI commission in other states and request them to raise the same demand," said Vayalil.

If implemented, millions of NRIs around the world would be able to exercise their franchise in the electoral processes of the nation. According to the estimate of the Ministry of External Affairs, there are about 3.10 crore NRIs.

Bengaluru, Jun 12: The Karnataka government is mulling to issue caste and income certificates to Brahmins though they are in a minority, accounting a mere three per cent of the southern state''s seven crore population, an official said on Thursday.

"Though Brahmins are in a ''minority'' in terms of their population across the state, they need caste and income certificates to benefit from the welfare schemes as in the case of the SC, ST and OBC groups," an official said here.

The Karnataka State Brahmin Development Board was set up in March 2019 as a state-run company with Rs five crore authorized capital and Rs five crore equity and is registered with the Registrar of Companies.

"The Board has petitioned the state government to implement the 10 per cent quota for the economically weaker sections, as its benefit is being given by the central government jobs and in admissions to the national educational institutions," said its chairman H.S. Sachidananda Murthy.

Responding to the demand, state Chief Minister B.S. Yediyurappa said the state government would consider issuing caste certificates to the Brahmins so that they too can benefit from the state''s various welfare schemes.

"Though Brahmins belong to the forward community, they are economically weaker and need financial support," said Yediyurappa on Wednesday after unveiling the Board''s official website for all its stakeholders here.

Brahmins whose gross annual family income is less than Rs eight lakh per annum will be eligible for the benefit schemes.

"The Board will soon be authorised to issue caste and income certificates to the members of the Brahmin community so that they can also benefit from the schemes," said the chief minister on the occasion.

Noting that every community has people who are forward and backward economically for various, including historical reasons, Yediyurappa said the Board would be empowered to serve the Brahmins.

"The Board also proposes to provide interest-free loans to the financially weaker sections of the people in the Brahmin community," added Murthy.

The community members urged the Chief Minister to provide 10 per cent of the state government jobs and seats in state-run educational institutions, including professional collages.

Kalaburagi, Feb 24: Former Karnataka chief minister Siddaramaiah on Monday alleged that dissatisfaction and unhappiness are rising among the local Bharatiya Janata Party MLAs and the party might soon witness large scale defection.

Addressing the media, Mr. Siddaramaiah said many of the BJP MLAs have openly expressed their disappointment and unhappiness with the BJPs high command and also with Chief Minister B S Yeddyurappa's attitude towards them and they have said that they want to join the Congress at the earliest.
