Triple talaq bill: Big day for Muslim women, says Vijay Goel

New Delhi, Dec 27: It is a big day for Muslim women with the Lok Sabha set to discuss the bill on instant triple talaq, Union Parliamentary Affairs Minister Vijay Goel said on Thursday as the government struggled to get consensus on the issue.

Leaders from various parties spoke on the issue of the proposed law that will make instant triple talaq illegal and void and attract a jail term of three years for the husband.

"It is a big day for Muslim women. They have been facing injustice for the past 1,000 years.

"The Modi government is going to pass the bill against triple talaq. It could have happened in 2017, but certain state Congress governments were opposing the decision. The Cabinet passed an ordinance and now the government is going to free all Muslim women from triple talaq," Goel told reporters outside Parliament.

Congress leader Mallikarjun Kharge appealed to the government to refrain from interfering in religious matters.

"We will discuss the bill. The government shouldn't interfere in religious matters," Kharge said, citing Article 25 of the Constitution on 'freedom of conscience and free profession, practice and propagation of religion'.

The government, he said, is interfering in every religious matter.

"Hence, we're fighting it. We will ask all parties about the bill, on whether there are problems with it. We will see if sending it to a parliamentary committee is the solution," said the Congress leader.

CPI leader D Raja told reporters that the bill should be sent to a select committee for further deliberations.

According to Shiv Sena MP Arvind Sawant, the husband should not directly be sent to jail.

"That needs to be figured out," he said.

The Lok Sabha last week decided to take up the Muslim Women (Protection of Rights on Marriage) Bill, 2018, on December 27 after the Congress agreed to participate in the debate.

The fresh bill to make the practice of triple talaq among Muslims a penal offence was introduced in Lok Sabha on December 17 to replace an ordinance issued in September.

The fresh bill will supersede an earlier bill passed in the Lok Sabha and pending in the Rajya Sabha.

The earlier bill was approved by the Lower House but amid opposition by some parties in the Upper House, the government cleared some amendments, including introduction of a provision of bail, to make it more acceptable.

As the bill continued to face resistance in the Rajya Sabha, the government issued an ordinance in September, incorporating the amendments.

An ordinance has a life of six months. But from the day a session begins, it has to be replaced by a bill which should be passed by Parliament within 42 days (six weeks), else it lapses.

The government is at liberty to re-promulgate the ordinance if the bill fails to get through Parliament.

New Delhi, Jul 29: The new National Education Policy (NEP) approved by the Union Cabinet on Wednesday is set to usher in a slew of changes with the vision of creating an education system that contributes directly to transforming the country, providing high-quality education to all, and making India a global knowledge superpower.

The draft of the NEP by a panel headed by former Indian Space Research Organisation (ISRO) chief Kasturirangan and submitted to the Union Human Resource Development Minister Ramesh Pokhriyal when he took charge last year. The new NEP replaces the one formulated in 1986.

Some of the key highlights of the New Education Policy are:-

The policy aims to enable an individual to study one or more specialized areas of interest at a deep level, and also develop character, scientific temper, creativity, spirit of service, and 21st century capabilities across a range of disciplines including sciences, social sciences, arts, humanities, among others.

It identified the major problems facing the higher education system in the country and suggested changes such as moving towards multidisciplinary universities and colleges, with more institutions across India that offer medium of instruction in local/Indian languages, a more multidisciplinary undergraduate education, among others. 

The governance of such institutions by independent boards having academic and administrative autonomy has also been suggested.

Under the suggestions for institutional restructuring and consolidation, it has suggested that by 2040, all higher education institutions (HEIs) shall aim to become multidisciplinary institutions, each of which will aim to have 3,000 or more students, and by 2030 each or near every district in the country there will be at least one HEI.

The aim will be to increase the Gross Enrolment Ratio in HEIs including vocational education from 26.3 per cent (2018) to 50 per cent by 2035.

Single-stream HEIs will be phased out over time, and all will move towards becoming vibrant multidisciplinary institutions or parts of vibrant multidisciplinary HEI clusters.

It also pushes for more holistic and multidisciplinary education to be provided to the students.

New Delhi, May 25: India witnessed the highest ever spike of 6,977 positive cases in the last 24 hours, taking the total number of COVID-19 to 1,38,845, according to the Union Ministry of Health and Family Welfare.

India is now among the top 10 countries in the world regarding the total number of COVID-19 cases.

With 154 deaths reported in the last 24 hours, the total number of deaths due to COVID-19 now stands at 4,021 in the country.

Out of the total number of cases, 77,103 are active cases and 57,721 have been cured/discharged/migrated.

Maharashtra continues to remain the worst affected state with 50,231 COVID-19 cases, followed by Tamil Nadu (16,277), Gujarat (14,056) and Delhi (13,418).

The fourth phase of the nationwide lockdown imposed as a precautionary measure to contain the spread of COVID-19 is scheduled to end on May 31.

New Delhi, Jun 16: With an increase of 10,667 cases and 380 deaths in the past 24 hours, the COVID-19 count in India has reached 3,43,091 on Tuesday, according to the Union Health and Family Welfare Ministry.

It is noteworthy that today's spike in cases is lower than the 11,502 registered in the country yesterday and has also stayed below the 11 thousand mark it had been crossing for the past two days in a row.

However, there is an increase in the number of deaths due to the infection from yesterday, with 380 deaths being reported from across the country, the toll due to COVID-19 has now reached 9,900.

The COVID-19 count includes 1,53,178 active cases, while 1,80,013 patients have been cured and discharged or migrated so far.

Maharashtra with 1,10,744 cases continues to be the worst-affected state in the country with 50,567 active cases while 56,049 patients have been cured and discharged in the state so far. The toll due to COVID-19 has crossed the four thousand mark and reached 4,128 in the state.
It is followed by Tamil Nadu with 46,504 and the national capital with 42,829 confirmed cases.
