Trudeau wins Canada vote, to form minority government

Ottawa, Oct 22: Prime Minister Justin Trudeau's Liberal Party held onto power in a nail-biter of a Canadian general election on Monday, but as a weakened minority government.

Television projections declared the Liberals winners or leading in 157 of the nation's 338 electoral districts, versus 121 for his main rival Andrew Scheer and the Conservatives, after polling stations across six time zones closed.

As early as Tuesday, Trudeau will have to form an alliance or formal coalition with one or more smaller parties in order to govern.

The first test of his future government will follow in the subsequent weeks with a speech to parliament outlining his legislative priorities and a confidence vote.

The 47-year-old former school teacher dominated Canadian politics over the four years of his first term but faced a grilling during the 40-day election campaign, which was described as one of the nastiest in Canadian history.

His golden boy image has been damaged by ethics lapses in the handling of the bribery prosecution of engineering giant SNC-Lavalin, while the emergence of old photographs of him in blackface makeup rocked his campaign.

Scheer, meanwhile, only two years after winning the leadership of his party, struggled to win over Canadians with his bland minivan-driving dad persona and a throwback to the thrifty policies of past Tory administrations.

His Conservatives had stood alone among all of the parties in pledging austerity measures to return to a balanced budget within five years.

Surging social democrats and resuscitated Quebec separatists also appeared to have chipped away at Liberal support.

The Bloc Quebecois came back from a ruinous 2015 election result, tapping into lingering Quebec nationalism to take 32 seats, while the New Democratic Party (NDP) won 25 seats, according to projections.

"Trudeau has really lost his halo. It's pretty tarnished," commented Lois Welsh, 77, in Regina, disappointed over the Liberal win.

Michel Mercer in Montreal said he voted for the Liberals, but only to keep the Tories at bay.

"I would have voted NDP but I didn't want to see the Conservatives in power," he told agency.

Some 27.4 million Canadians were eligible to vote in the election, and a large turnout was expected but that won't be confirmed until Tuesday morning.

During the campaign, Trudeau evoked the bogeymen of past and current Tory parties fostering "politics of fear and division" while Scheer called the prime minister a "compulsive liar," "a phony and a fraud."

Outside polling stations, Canadians told AFP they had wished for a more positive campaign focused on issues.

"I deplored the cheap shots during the campaign. I think we're better than that," said Andree Legault in Montreal.

Trudeau had warned against Scheer's pledged rollback of environmental protections, including a federal carbon tax that discourages the use of large amounts of fossil fuels.

The pair exchanged barbs while attack ads and misinformation multiplied.

At one rally, the prime minister wore a bulletproof vest due to security fears.

Scheer had lamented that Canadians "cannot afford" a Liberal government propped up by the third-place New Democratic Party (NDP).

NDP leader Jagmeet Singh, a leftist former criminal defence lawyer, is the first non-white leader of a federal political party in Canada, and will likely emerge as kingmaker.

Late in the campaign, Scheer was shaken over revelations of his US dual citizenship and allegations that his party hired a communications firm to "destroy" the upstart People's Party, led by former Conservative foreign minister Maxime Bernier.

The Green Party, hopeful for a breakout, managed to add only one seat, bringing its tally to three.

Italian researchers have claimed that they have successfully developed a vaccine to contain coronavirus (COVID-19) which is likely to work on humans, a report said.

Luigi Aurisicchio, CEO of Takis, the firm developing the medication, said that a coronavirus candidate vaccine has neutralised the virus in human cells for the first time, the Arab News reported.

"This is the most advanced stage of testing of a candidate vaccine created in Italy. Human tests are expected after this summer," Aurisicchio was quoted as saying to Italian news agency ANSA.

"According to the Spallanzani Hospital, as far as we know we are the first in the world so far to have demonstrated neutralisation of the coronavirus by a vaccine. We expect this to happen in humans too," he added.

The researchers experimented with the vaccine on mice that had successfully developed antibodies that blocked the virus from infecting the cells. They further observed that the five vaccine candidates generated a large number of antibodies, and selected two with the best results.

All of the vaccine candidates currently being developed are based on the genetic material of DNA protein "spike", the molecular tip used by the coronavirus to enter human cells.

They are injected with the so-called "electroporation" technique, which consists of an intramuscular injection followed by a brief electrical impulse, helping the vaccine break into the cells and activating the immune system, the report said.

Researchers believe that this makes their vaccine particularly effective for generating functional antibodies against the "spike" protein, in particular in the lung cells, which are the most vulnerable to coronavirus.

"We are working hard for a vaccine coming from Italian research, with an all-Italian and innovative technology, tested in Italy and made available to everyone," Aurisicchio was quoted by the Arab News report.

"In order to reach this goal, we need the support of national and international institutions and partners who may help us speed up the process," he noted.

The total number of COVID-19 infections, fatalities and recoveries since the pandemic began has risen to 213,013 in the country.

Seoul, Apr 26: A train presumed to belong to North Korean's Kim Jong-un has been spotted at a station in the state's eastern coastal town of Wonsan amid speculation about the leader's health, a US monitor said on Sunday, citing commercial satellite imagery on the region, Yonhap news agency reported.

According to 38 North-- a website devoted to analysis about North Korea, the imagery showed a train "probably belonging to Kim Jong Un parked at the Leadership Railway Station servicing his Wonsan compound since at least April 21."

"The approximately 250-metre long train, although partially covered by the station's roof, can be seen at a railway station reserved for use by the Kim family. It was not present on April 15 but was present on both April 21 and 23," it said.

"The train's presence does not prove the whereabouts of the North Korean leader or indicate anything about his health, but it does lend weight to reports that Kim is staying at an elite area on the country's eastern coast," it added.

The report came as rumours about his health have spread as Kim apparently skipped an important annual visit to the Kumsusan Palace of the Sun on the occasion of the April 15 birthday of late state founder and his grandfather, Kim Il-sung.

CNN intensified the speculation by reporting earlier last week that the United States is looking into intelligence that Kim is "in grave danger" after surgery.

Seoul officials have disputed recent media reports about Kim, saying there have been no unusual signs from the North. Some said that Kim is presumed to be staying in Wonsan for unspecified reasons.

Washington has also dismissed the reports, with US President Donald Trump calling such reports "incorrect" in a press briefing late last week.

On Saturday, other media reports stated that China has dispatched a team of medical doctors and officials to North Korea "to advise on" Kim, citing multiple unnamed people familiar with the situation.

North Korea's state media, however, has not made any mention of Kim's public activity for two weeks since he was last seen in April 11 presiding over a major party meeting, though it has reported on his handling of routine state affairs, such as sending diplomatic letters.
But not all speculation has proven to be false.

When he was absent from public for about a month in 2014, speculation arose about his health and a political crisis in the secretive state. He later reemerged with a cane and a limp reportedly after having a cyst removed from his ankle.

The 36-year-old leader is known to have various health problems apparently caused by obesity and heavy smoking. He took office as leader of the communist state after his father, Kim Jong-il, died of a heart attack in late 2011.

Washington, Apr 2: The total US death toll from the coronavirus pandemic topped 4,000 early Wednesday, more than double the number from three days earlier, according to a tally by Johns Hopkins University.

The number of deaths was 4,076 -- more than twice the 2,010 recorded late Saturday.

More than 40 percent of recorded deaths nationally were in New York state, the Johns Hopkins data showed.

On Tuesday the United States exceeded the number of deaths in China, where the pandemic emerged in December before spreading worldwide.

The number of confirmed US cases has reached 189,510, the most in the world, though Italy and Spain have recorded more fatalities.

After initially downplaying the threat from new coronavirus in the early stages of the US outbreak, President Donald Trump warned of "a very, very painful two weeks" to come for the country on Tuesday.
