Trump seeks 20% tax on Mexican imports to build border wall

Washington, Jan 27: President Donald Trump is seeking to impose a 20 per cent tax on imports from countries which has a trade deficit with the US like Mexico in order to finance the construction of a border wall along its southern border, the White House said. This is one of the way to pay for the wall that the US is planning to construct along the US-Mexico border.

TrumptaxHowever the proposal is currently only for Mexico, White House Press Secretary Sean Spicer told reporters travelling with the Trump from Philadelphia to Washington DC abroad Air Force One. "When you look at the plan that's taking shape now, using comprehensive tax reform as a means to tax imports from countries that we have a trade deficit from, like Mexico," Spicer said.

"If you tax that USD 50 billion at 20 per cent of imports, which is by the way a practice that 160 other countries do -– right now, our country's policy is to tax exports and let imports flow freely in, which is ridiculous. By doing it that way we can do USD 10 billion a year and easily pay for the wall just through that mechanism alone," Spicer said.

"Right now we are focused on Mexico, but I think as we look comprehensively at our trade situation and countries that we have a deficit for, this is something the president has been talking about holistically," he said. "He has talked about a border tax. In particular companies that move out, ship things back in. But in this case, this really handles, is focused more on the immigration piece," Spicer said.

"Remember, keep in mind there are 160 other countries that do just this. We are one of the only major countries, in fact probably the only major country that doesn't treat imports this way," Spicer said. "In fact, we currently tax exports, not imports. This gets us in line frankly with the policies that the other countries around the world treat our products," he said.

"If you think about what a border tax on imports from countries like Mexico that we have a huge trade deficit does, that's really going to provide the funding," he added.

"But the other net positive that you have to realise is that through the wall, not only do we secure our border but I think we are going to save additional money that we would have had to spend on tracking down illegal immigrants and on immigration," Spicer said making a strong case for a physical barrier across the US-Mexico border.

Meanwhile, Spicer said the 20 per cent tax plan to be imposed on imports from countries with trade deficit like Mexico was in early stages and nothing has been finalised yet. The tax plan is in its "early stages," Spicer said. The President was really excited to see the level of support that both houses showed for his nominees, for his plan, for his desire to put America's security first," he said. Spicer said the President is still talking with the Republican leadership in the Congress.

"I don't think our job right now is to roll something out and or be prescriptive, it's to show that there are ways the wall can be paid for. Full stop," Spicer said in response to a question. "The idea was, there have been questions about how the President could pay for the wall. And the idea that, one idea through comprehensive tax reform is that there could be this idea that Speaker (Paul) Ryan and others have floated that through tax reform you could actually look at imports with countries that we have a trade deficit for, that can generate revenue," Spicer said.

"The idea is to show that generating revenue for the wall is not as difficult as some might have suggested. One measure alone could do this. So as we move forward the idea today wasn't rolling it out or being prescriptive or announce anything, it's to say hey look, it's not that hard to do," he said. Spicer said there is nothing to be rolled out yet.

"There's nothing to roll out so the idea of asking for details on something, we're not there yet. It could be a multitude of things," he said. "Instead of 20 per cent it could be 18, it could be five. But the idea is to say that for all the 'how could this ever happen,' it's to say 'okay, here's one idea that gets it done really easy. That's the idea, that there is a way that easily does this," Spicer said.

"You can do things in a very WTO-compliant way, but I'm not here to roll out a policy... Hypothetically yes, there are several things you can do and be compliant. You can say any country but if you look at just Mexico alone you can do that very easily," he added.

UN, May 26: Countries could see a "second peak" of coronavirus cases during the first wave of the pandemic if lockdown restrictions were lifted too soon, the World Health Organization (WHO) has warned.

Mike Ryan, the WHO's head of emergencies, told a briefing on Monday that the world was "right in the middle of the first wave", the BBC reported.

He said because the disease was "still on the way up", countries need to be aware that "the disease can jump up at any time".

"We cannot make assumptions that just because the disease is on the way down now that it's going to keep going down," Ryan said.

There would be a number of months to prepare for a second peak, he added.

The stark warning comes as countries around the world start to gradually ease lockdown restrictions, allowing shops to reopen and larger groups of people to gather.

Experts have said that without a vaccine to give people immunity, infections could increase again when social-distancing measures are relaxed.

Ryan said countries where cases are declining should be using this time to develop effective trace-and-test regimes to "ensure that we continue on a downwards trajectory and we don't have an immediate second peak".

Also on Monday, Tedros Adhanom Ghebreyesus, WHO Director-General, said that a clinical trial of hydroxychloroquine (HCQ) on COVID-19 patients has come to "a temporary pause", while the safety data of the the anti-malaria drug was being reviewed.

According to the WHO chief, The Lancet medical journal on May 22 had published an observational study on HCQ and chloroquine and its effects on COVID-19 patients that have been hospitalized, reports Xinhua news agency.

The authors of the study reported that among patients receiving the drug, when used alone or with a macrolide, they estimated a higher mortality rate.

"The Executive Group of the Solidarity Trial, representing 10 of the participating countries, met on Saturday (May 23) and has agreed to review a comprehensive analysis and critical appraisal of all evidence available globally," Tedros said in a virtual press conference.

The developments come as the total number of global COVID-19 cases has increased to 5,508,904, with 346,508 deaths, according to the Johns Hopkins University.

Beijing, Jun 11: Floods and mudslides in south China have uprooted hundreds of thousands of people and left dozens dead or missing, state media reported Thursday.

The bad weather has wreaked havoc on popular tourist areas that had already been battered by months of travel restrictions during the coronavirus outbreak.

Torrential downpours unleashed floods and mudslides that caused nearly 230,000 people to be relocated and destroyed more than 1,300 houses, official state news agency Xinhua reported, citing the Ministry of Emergency Management.

In southern Guangxi Zhuang Autonomous Region, six people were reported dead and one missing, Xinhua said.

Streets were waterlogged in popular tourist destination Yangshuo, forcing residents and visitors to evacuate on bamboo rafts.

The local government said more than 1,000 hotels had been flooded and more than 30 tourist sites damaged.

One owner of a family-run hotel told Xinhua that the guest rooms were submerged in one metre (three feet) of rainwater.

The extreme weather has dealt a hefty blow to the region's tourism sector, which is still reeling from the COVID-19 epidemic.

The emergency management ministry said there were direct economic losses of over 4 billion yuan (more than $550 million) from the flooding, Xinhua reported.

In Hunan Province, at least 13 people were killed in rain-triggered disasters, and another eight people are missing or killed in southwestern Guizhou province, according to the local emergency response departments, Xinhua said.

The heavy downpours began at the beginning of June and have led to "dangerously high water levels" in 110 rivers, Xinhua reported.

Further rainstorms are expected in the next few days across the south.

Washington, Jan 2: The number of people killed in large commercial airplane crashes fell by more than 50% in 2019 despite a high-profile Boeing 737 MAX crash in Ethiopia in March, a Dutch consulting firm said on Wednesday. Aviation consulting firm To70 said there were 86 accidents involving large commercial planes - including eight fatal incidents - resulting in 257 fatalities last year. In 2018, there were 160 accidents, including 13 fatal ones, resulting in 534 deaths, the firm said.

To70 said the fatal accident rate for large airplanes in commercial passenger air transport was just 0.18 fatal accident per million flights in 2019, or an average one fatal accident every 5.58 million flights, a significant improvement over 2018. The fatality numbers include passengers, air crew such as flight attendants and any people on the ground killed in a plane accident

Large passenger airplanes in the study are aircraft used by nearly all travelers on airlines worldwide but excludes small commuter airplanes in service, including the Cessna Caravan and some smaller turboprop airplanes, according to To70.

On Dec. 23, Boeing's board said it had fired Chief Executive Dennis Muilenburg after a pair of fatal crashes involving the 737 MAX forced it to announce it was halting output of its best-selling jetliner. The 737 MAX has been grounded since March after an October 2018 crash in Indonesia and the crash of a MAX in Ethiopia in March killed a total of 346 people.

To70 said the aviation industry spent significant effort in 2019 "focusing on so-called 'future threats' such as drones." But the MAX crashes "are a reminder that we need to retain our focus on the basics that make civil aviation so safe: well-designed and well-built aircraft flown by fully informed and well-trained crews."

The Aviation Safety Network said on Wednesday that, despite the MAX crash, 2019 "was one of the safest years ever for commercial aviation." The 157 people killed in March on Ethiopian Airlines Flight 302 accounted for more than half of all deaths last year worldwide in passenger airline crashes.

Over the last two decades, aviation deaths around the world have been falling dramatically even as travel has increased. As recently as 2005, there were 1,015 deaths aboard commercial passenger flights worldwide, the Aviation Safety Network said.

Last week, 12 people were killed when a Fokker 100 operated by Kazakh carrier Bek Air crashed near Almaty after takeoff. In May, a Russian Sukhoi Superjet 100 aircraft caught fire as it made an emergency landing at Moscow’s Sheremetyevo airport, killing 41 people.

The figures do not include accidents involving military flights, training flights, private flights, cargo operations and helicopters.
