Trump to sign executive order on reform of H-1B visa system

Washington, Apr 18: US President Donald Trump is set to sign an executive order that would tighten the process of issuing the H-1B visas and seek a review of the system for creating an "entirely new structure" for awarding these visas, the most sought-after by Indian IT firms and professionals.

Trump1Trump is scheduled to travel to Milwaukee, Wisconsin, the home state of House of Representatives Speaker Paul Ryan, to sign the 'Buy American, Hire American' Executive Order.

This was a transitional step aimed at achieving a more skills-based and merit-based immigration system. The executive order would be signed a day after the US Citizenship and Immigration Services (USCIS) announced that it has completed the computerised draw of lots from the 199,000 petitions it received for the Congressional mandated 65,000 H-1B visas for the fiscal year 2018 beginning October 1 this year.

The lottery was held for the 20,000 H-1B visas for those applicants having higher education from US educational institutions. Opposing the traditional lottery system for H-1B visas, a senior administration official told White House reporters that these visas were being used by companies to bring in foreign workers at a low wage rate and displace local workers.

The official argued that there were enough qualified people within the country to meet the demand of technology professionals. "With respect to the H-1B visa programme in particular, which deals mostly with STEM jobs, we graduate about twice as many STEM students each year as find jobs in STEM fields.

"The issue of training workers for skilled manufacturing jobs is a different aspect of a policy then, say, the H-1B visa, which obviously is for STEM occupations," the official said. The official argued that the reality was that the US has large numbers of unemployed American workers. "Right now we're creating an environment with our guest- worker programmes where those workers are being bypassed," the official said.

"If you make it harder to abuse the guest-worker programmes, it creates more of a market for domestic workers, as well as more of a market for the kinds of job training and vocational training programmes that you're talking about," said the official, who spoke on condition of anonymity. Trump had made the alleged abuse and fraud in H-1B visa system a major election issue during his campaign.

The executive order signed by Trump today will call for the strict enforcement of all laws governing entry into the United States of labour from abroad, for the stated purpose of creating higher wages and higher employment rates for workers in America, the official said.

"It would further call on the departments of Labour, Justice, Homeland Security and State to take prompt action to crackdown on fraud and abuse, which should both be understood as separate problems, in our immigration system in order to protect workers in the United States and their economic conditions," the official asserted.

"As a practical matter, you're creating an entirely new structure for awarding these visas. I mean, it is a completely...total transformation of the H-1B programme," the official said. According to the senior administration official, these reforms were broadly supported by groups that represent American workers in the US, and that a lot of the driving action historically for these kinds of guest-worker reforms have been from groups that in fact even tilt Democratic.

"This (executive order) would apply across the board, but in particular, the executive order has an additional clause on the H-1B visa programme, and calls on those same four departments to put forward reforms to see to it that H-1B visas are awarded to the most skilled or highest-paid applicants," the official said. Noting that right now the H-1B visas were awarded by random lottery, the official said 80 per cent of H-1B workers were paid less than the median wage in their fields.

Only about five to six per cent, depending on the year, of H-1B workers command the highest wage tier recognised by the Department of Labour, there being four wage tiers, he said. "The highest wage tier, for instance in 2015, was only five per cent of H-1B workers. So 80 per cent received less than the median wage and only 10 per cent received the median wage," he noted.

"And, so only five per cent were categorised at the highest wage tier of the four wage tiers that are in place for the H-1B guest-worker visa," the official said. The result of that is that workers are often brought in well below market rates to replace American workers, sort of violating the principle of the programme, which is supposed to be a means for bringing in skilled labour, the official said.

"And instead, you're bringing in, a lot of times, workers who are actually less skilled and lower paid than the workers that they're replacing," he stated. The official said Trump has done more to bring a national spotlight onto the abuses in the H-1B guest-worker programme than anybody in the country has at any point in recent history.

"If you change that current system that awards visas randomly without regard for skill or wage to a skills-based awarding, it makes it extremely difficult to use the visa to replace or undercut American workers. These are not bringing in workers at beneath the market wage," he said. The top three recipients of the H-1B visas, the official said, were Tata (TCS), Infosys and Cognizant.

"Some companies oftentimes are called outsourcing firms. They're like the top recipients of H-1B visa. You know, are companies like Tata (TCS), Infosys, Cognizant. They will apply for a very large number of visas; more than they get. Like putting extra tickets in the lottery raffle, if you will," the official said.

"And then they'll get the lion's share of visas," the official said. As part of the executive order, the agencies have been asked to do everything they can, he said. "But you could be looking at things on the administration side like increasing fees for H-1B visas. You could be looking at things like if we could adjust the wage scale to have a more honest reflection of what the prevailing wages actually are in these fields," the official said.

Toronto, Apr 25: Canadian Prime Minister Justin Trudeau on Thursday (local time) announced a new CAD 1.1 billion package supporting vaccine research and clinical trials as well as expanded testing capacity.

"We are putting in place an additional CAD 1.1 billion dollars for a national medical and research strategy to address COVID-19," Trudeau said during his daily novel coronavirus pandemic briefing on Thursday.

"This plan has three pillars -- research on vaccines and other treatments, support for clinical trials and expanding national testing and modelling," he added.

Trudeau pointed out that CAD 82 million of the total sum will be directed to the development of a vaccine and treatments against the virus, while CAD 471 million will go towards supporting clinical trials.

A further CAD 249 million is being allocated for expanding testing capacity and modelling, the Prime Minister added.

According to Trudeau, this funding will be allotted to a new "immunity task force" commissioned with conducting serology testing -- blood tests looking for the presence of antibodies indicative of exposure to the virus and subsequent immune response.

He said the taskforce, comprising the country's top medical experts, including Chief Public Health Officer Dr Theresa Tam, will test at least a million Canadians over the next two years.

The funding announced today comes in addition to the CAD 200 million committed for COVID-19-related research on March 11.

Trudeau has repeatedly stressed the daily constraints that much of the population is adhering to will be the new normal until a vaccine is developed.

As of Thursday, Canada has confirmed a total of 40,824 COVID-19 cases since the onset of the outbreak, out of which more than 2,000 have proven to be fatal, according to the latest figures from the country's public health agency.

New York, Jun 4: The Minneapolis police officer who used his knee to pin down George Floyd's neck before his death was the most experienced of the four officers involved in the arrest, with a record that included medals for bravery and 17 complaints against him, including one for pulling a woman out of her car during a speeding stop.

New details about Derek Chauvin and the other now-fired officers emerged Wednesday after prosecutors upgraded Chauvin's charge to second-degree murder and charged the others with aiding and abetting in a case that has convulsed the nation with protests over race and police brutality.

Heavily redacted personnel files show that Chauvin, a 19-year veteran of the force, was initially trained as a cook and served in the Army as a military police officer.

Eleven-year veteran and native Hmong speaker Tou Thao began as a community service officer and was the subject of six complaints.

The other two officers were relative newcomers to the department, including Thomas Lane, a former juvenile detention guard who did volunteer work with Somali refugees, and J. Alexander Kueng, who got his start in law enforcement by patrolling his college campus and a department store.

The files were notable for what they didn't include. Only one of the 17 complaints against Chauvin was detailed, none of the six against Thao were mentioned and there was no further detail about a 2017 excessive force lawsuit against Thao.

Records show that the 44-year-old Chauvin initially studied cooking before taking courses in law enforcement and doing two stints in the Army as a military police officer in the late 1990s, serving at Fort Benning, Georgia, and in Germany.

Chauvin became a Minneapolis police officer in 2001 and the lone reprimand in his file involved a 2007 incident when he was accused of pulling a woman out of her car after stopping her for going 10 mph (16 kph) over the speed limit.

Investigators found it was not necessary for Chauvin to remove the woman from the car and noted that his squad car video was turned off during the stop.

But Chauvin was also singled out for bravery. Files show he won two medals of valor, one in 2006 for being part of a group of officers who opened fire on a stabbing suspect who pointed a shotgun at them, and another in 2008 for a domestic violence incident in which Chauvin broke down a bathroom door and shot a suspect in the stomach.

He also won medals of commendation in 2008 after he and his partner tackled a fleeing suspect who had a pistol in his hand, and in 2009 for single-handedly apprehending a group of gang members while working as an off-duty security guard at the El Nuevo Rodeo, a Minneapolis nightclub.

Since his arrest, the former owner of the club, Maya Santamaria, said Chauvin and Floyd both worked as security guards there at various times but that she wasn't sure if they had known one another.

She said Chauvin was unnecessarily aggressive on nights when the club had a black clientele, quelling fights by dousing the crowd with pepper spray and calling in several police squad cars as backup, a tactic she called “overkill.”

Chauvin's wife, Kellie, a Laotian immigrant who became the first Hmong winner of the Mrs. Minnesota pageant, said shortly after his arrest last week that she intends to divorce him.

Before news of the upgraded charges, an attorney for Chauvin said he was not making any statements at this time. Lawyers for the others did not return messages seeking comment.

In cellphone video of the May 25 arrest of Floyd, Chauvin is shown pressing his knee onto Floyd's neck for more than eight minutes while Floyd cries out “I can't breathe” and eventually stops moving.

During much of the arrest, Kueng and Lane were helping Chauvin restrain Floyd. Thao was standing nearby keeping onlookers back.

According the complaint, at one point during the arrest, as Chauvin held Floyd down with his knee, Lane asked Chauvin twice whether they should roll Floyd over.

“No, staying put where we got him,” Chauvin replied, “I am worried about excited delirium or whatever,” Lane said. And Chauvin replied again, “That's why we have him on his stomach.” None of the three officers moved from their positions.

Lane joined the police early last year as a 35-year-old cadet — much older than most rookies — and became a full-fledged officer last December. He had no complaints in his file during his short time on the force.

On employment forms, the University of Minnesota graduate said he done volunteer work tutoring Somali youth and as a mentor helping at-risk elementary school students with reading and homework.”

Kueng, at 26 the youngest of the four officers, was also a recent recruit to the police force. He completed his year's probation just three months before the Floyd arrest.

His personnel file, which notes that he speaks, reads and writes Russian, did not include any commendations or disciplinary actions during his short time on force.

Kueng was a 2018 graduate of the University of Minnesota, where he worked part-time as part of the campus security force. He also worked nearly three years as a theft-prevention officer at Macy's.

Thao joined the police force part-time in 2008 while attending a community college. Before that, he worked as a security guard, a supermarket stocker and trainer at McDonald's.

City records show six complaints were filed against Thao, but there was no mention of that in the records released Wednesday. There also was no mention of a 2017 federal lawsuit accusing him and another officer of excessive force.

According to the lawsuit, Lamar Ferguson claimed that in 2014, Thao and his partner stopped him and beat him up while he was on his way to his girlfriend's house. The lawsuit was settled for $25,000 ___

New Delhi, Mar 24: Reports of a person in China dying due to a virus called hantavirus have spread panic at a time when the world is battling the pandemic of novel coronavirus, which began in China.

The novel coronavirus has killed over 16,000 people around the world and the outbreak is yet to be brought under control.

This morning, hantavirus became one of the top trends on Twitter after the Chinese state media tweeted about one person in the country dying due the virus. However, it turns out, hantavirus is not a new virus and has been infecting humans for decades.

Global Times, a state-run English-language newspaper, wrote on Twitter on Tuesday, "A person from Yunnan Province died while on his way back to Shandong Province for work on a chartered bus on Monday. He was tested positive for hantavirus. Other 32 people on bus were tested."

Global Times's hantavirus report on Twitter has been shared over 6,000 times.

On Tuesday, hantavirus was one of the top trends on Twitter.

WHAT IS HANTAVIRUS?

Some people are calling it a new virus but so is not the case. United States's National Center for Biotechnology Information (NCBI) in a journal writes that currently, the hantavirus genus includes more than 21 species.

"Hantaviruses in the Americas are known as 'New World' hantaviruses and may cause hantavirus pulmonary syndrome [HPS]," CDC says. "Other hantaviruses, known as 'Old World' hantaviruses, are found mostly in Europe and Asia and may cause hemorrhagic fever with renal syndrome [HFRS]."

Any man, woman, or child who is around mice or rats that carry harmful hantaviruses can get HPS.

People get HPS when they breath in hantaviruses. This can happen when rodent urine and droppings that contain a hantavirus are stirred up into the air. People can also become infected when they touch mouse or rat urine, droppings, or nesting materials that contain the virus and then touch their eyes, nose, or mouth. They can also get HPS from a mouse or rat bite.

In the US, 10 confirmed cases of hantavirus infection in people who visited Yosemite National Park in California, US, in November 2012, were reported. Similarly, in 2017, CDC assisted health officials in investigating an outbreak of Seoul virus infection that infected 17 people in seven states.

WHAT ARE THE SYMPTOMS OF HANTAVIRUS?

If people get HPS, they will feel sick one to five weeks after they were around mice or rats that carried a hantavirus.

At first people with HPS will have:

Fever
Severe muscle aches
Fatigue

After a few days, they will have a hard time breathing. Sometimes people will have headaches, dizziness, chills, nausea, vomiting, diarrhoea, and stomach pain.

Usually, people do not have a runny nose, sore throat, or a rash.
